Meeting Date: March 9, 2026
TO: Honorable Mayor and City Council DATE: March 9, 2026 FROM: Matthew Bronson, City Manager
PREPARED BY: Nelida Aceves, Police Commander
SUBJECT: 2025 Military Equipment Report and Resolution Authorizing the Purchase of Additional Equipment

RECOMMENDATION
Receive and file the annual Military Equipment Report pursuant to CA Assembly Bill No. 481 and adopt the Resolution authorizing the continuation of Ordinance No. 22-01 and the purchase of additional Unmanned Aerial Systems (Drones) and Ballistic Helmets in 2026.

BACKGROUND
On September 30, 2021, Assembly Bill 481 (AB 481) was codified in Government Code sections 7070 through 7075 and required the governing body of a law enforcement agency to adopt a “military equipment use” policy no later than May 1, 2022. The Grover Beach Police Department complied with AB 481 in policy development, holding a community meeting and making the policy documents available on their website prior to the Council adopting the policy by Ordinance #22- 01 on March 14, 2022. Police Department Policy #707, attached and available online, documents how military equipment is used, purchased, and reporting requirements.

AB 481 also requires law enforcement agencies to present an annual report to their governing body on the use of the equipment, any complaint(s) or concern(s) regarding the use of the equipment, results of any internal audits on the use of the equipment, the annual costs for the equipment, the quantity possessed (in parenthesis) by the agency and the intention to purchase additional equipment in the following year.

Staff reviewed department records and determined there were no complaints or concerns raised regarding the use of the equipment in 2025. Staff’s internal audit of the equipment use determined there were no violations of the Grover Beach Police Department (GBPD) Policy #707 or any other departmental policy. Below are highlights of the use of the equipment and the costs associated with the use of the equipment.

Use of Military Equipment:
• Unmanned Aerial Systems (UAS) consists of 15 Drones used a total of 60 times for field operations resulting in the arrest of offenders, locating stolen property, and fireworks enforcement during the 4th of July.
• Armored Vehicle was used a total of 26 times; 19 for training of law enforcement personnel, four for community presentations, and three field deployments. • Mobile Command Vehicle was used a total of 11 times; two for community presentations, four for training of law enforcement personnel, and five field deployments.

Staff Report: 2025 Military Equipment Report and Resolution Authorizing Purchase Page 2 March 9, 2026
• Special Operations Van was used a total of four times; three community presentations and one field deployment.
• 40mm Launchers were deployed in the field and were only fired in the training of law enforcement personnel.
• Patrol Rifles were deployed in the field during high-risk vehicle stops and other law enforcement operations, but never fired, and were additionally deployed in the training of law enforcement personnel.
• Distraction Devices were only used in the training of law enforcement personnel. • Tear Gas was only used in the training of law enforcement personnel. • Military Surplus Generator was not deployed in 2025.

Costs Associated with the Use of Military Equipment:
• Unmanned Aerial Systems are generally low-cost items to operate and maintain as the department had $0 in annual operating costs.
• Armored Vehicle had $458.39 in annual fuel costs and $36,377.24 in annual maintenance costs.
• Mobile Command Vehicle had $262.05 in annual fuel costs and $0 in annual maintenance costs.
• Special Operations Van had $118.48 in annual fuel cost and $___ in annual maintenance costs.
• 40mm Launchers had $0 in annual costs, including maintenance cost; the purchase of 40mm training rounds was $6,114.41
• Patrol Rifles had annual cost of $0.
• Distraction Devices, Tear Gas and Surplus Generator had an annual cost of $0.

Staff has reviewed the equipment needs for the Police Department and determined there is a need to purchase additional equipment in 2026 that fall under the Military Equipment Use Policy.

The attached Resolution (Attachment 1) will authorize the purchase of these items. Funding for the purchase of additional and replacement UAS equipment (Drones) and Ballistic Helmets is included in the FY 2026-27 Police Department operating budget.
