CITY COUNCIL STAFF REPORT
Agenda Item No. 11
Placement: Business
Meeting Date: March 23, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Erin Wiggin, CIP Manager
Greg Ray, Public Works Director/City Engineer
SUBJECT: FY 2027-31 Capital Improvement Program Overview and Direction

RECOMMENDATION
Receive information on the draft Fiscal Year 2027-31 Capital Improvement Program (CIP) and provide direction to staff in finalizing the CIP.

BACKGROUND
The Capital Improvement Program (CIP) outlines planned expenditures over the next five years for major capital projects that cost $50,000 or more. The CIP provides project details including funding sources, schedules, and cost estimates. The CIP reflects projects that advance the Council’s Broad Multi-Year Goal of “Community Infrastructure” as well as the Biennial Priorities which include “Water and Sewer Infrastructure and Needed Resources” and “Street Improvements and Maintenance” for FY 2026-27.

The draft FY 2027-31 CIP reflects a number of changes from the current CIP, including one new project beyond those already identified in the previously adopted CIP and changes in schedule and funding. The draft CIP identifies eight proposed projects for FY 2026-27 with a budget of approximately $6.3 million which includes carryover funds show in Attachment 1. The draft CIP includes a list of projects completed in the past fiscal year as well as projects in progress that will carry over into FY 2026-27. Many capital projects span multiple fiscal years and have already incurred expenses for studies, permitting and design. Staff developed the draft CIP to address Council priorities and known infrastructure needs for presentation to the Council for review and direction before a final version will be presented with the proposed budget in June.

The following summary provides information on proposed projects in each of the following five major CIP categories of Parks, Public Buildings and Facilities, Streets and Storm Drains, Water, and Wastewater. Staff is seeking input and direction from the Council on the projects shown in the draft CIP to finalize the CIP for presentation in June. As in past years, staff would note the extent of this capital program and related workload for a city of Grover Beach’s size which requires the City to continually evaluate how to ensure timely and effective delivery of capital projects.

Parks
The City received a $3.15 million grant through the Community Development Block Grant program for the Ramona Garden Park Rehabilitation Project Phases 1 and 2 with a total projected cost of Staff Report: FY 2027-31 Capital Improvement Program Overview and Direction Page 2 March 23, 2026
$4 million. Other funding sources previously allocated to the project include various Development Impact Fee (DIF) funds including the Parks Construction Fund, the Parks Facility DIF, and Recreation DIF funds. As shared with the Council previously, there is a $450,000 funding gap between the grant and allocated DIF funds and the project cost. The Council has previously authorized the use of General Fund reserves to close this gap as a local funding investment in this project though also authorized a community donation program led by the Grover Beach Community Foundation along with potential sponsorship of the amphitheater and bandshell.

Construction for this project is underway and is expected to be completed prior to the summer concerts. Prior to then, staff will return to the Council on April 13 with additional information about the project including the project timeline and potential use of additional Parks Facility and Recreation DIF funding to offset the funding impact to the General Fund.

Beyond the Ramona Garden Park Project, the only other Parks project in the CIP is the Mentone Park Project which includes replacement of court lighting and addition of adult fitness equipment.

This project is slated for FY 2027-28 and is shown to be funded with the Parks DIF Funds.

Public Buildings and Facilities
The City completed a Facilities Condition and Needs Assessment (FCNA) in 2023 with findings presented to Council on September 25, 2023 along with an update presented to Council on October 14, 2025. The FCNA included a detailed analysis of City facilities providing the City with an understanding of how well these facilities can meet the current and future needs of the organization and allow the City to continue to deliver responsive services to the public. Several of the City’s facilities are over 60 years old and the newest facility is 25 years old. As the City’s facilities age, facility maintenance needs and costs have significantly increased with limited funding for repair and maintenance work. The Corporation Yard and the Community Center are at the end of their operational life and significant deficiencies exist at City Hall and the Police Station. Most City facilities are also undersized to meet current and future service needs.

The FCNA presented options for rebuilding new facilities on existing City property and the cost was approximately $20M depending on the selected option though this estimate was on the low side compared to other agencies and is now nearly three years old. However, given the lack of funding for new or improved facilities, no work for City facilities is included in this draft CIP other than $100,000 from the General Fund for CIP 3003 (ADA Improvements) with the scope developed next fiscal year in compliance with the City's ADA Transition Plan.

With regards to new facilities, the FCNA provided costs for deferred maintenance and new construction. Based on these findings and associated costs, the Council previously concluded that the optimal course of action is to proceed with plans for new construction as opposed to rehabilitation of aging facilities for City Hall, Police Station, and Community Center. The City will need to identify funding to include this work in upcoming CIPs.

Streets and Storm Drains
The Council has provided policy direction to prioritize local (residential) street repair, and the CIP reflects this policy direction in the planning and implementation of local street repair projects funded primarily by Measure K-14 funds. The next Measure K-14 project for construction is CIP 2295-17, which includes N. 9thStreet, and portions of Brighton Avenue, N. 11th and N. 12th Streets and Ramona Avenue. This project, which had been postponed given a previous delay in the related sewer project, is designed and ready to bid with construction anticipated to begin in July once the sewer work is complete. The related Sidewalk Infill project (CIP 2274) will be concurrent with the street project.

Staff Report: FY 2027-31 Capital Improvement Program Overview and Direction Page 3 March 23, 2026
After the completion of CIP 2295-17, the remaining Measure K-14 projects (CIP 2295-19 through 22) are planned consecutively with one project planned each fiscal year (staff would note that 2295-18 was a light maintenance project completed last summer). The following Measure K-14 project pursuant to Council direction is CIP 2295-19 which includes Ramona Avenue from Front Street to 8th Street, Brighton Avenue from Front to 8th Streets, N. 7th Street from Brighton to Atlantic City Avenues, N. 6th Street from West Grand to Atlantic City Avenues and Park View to Ocean View Avenues, N. 2nd Street from Park View to Ocean View Avenue and West Grand Avenue to Ramona Avenues, and N.5th Street from West Grand to Saratoga Avenues. Design of this project is being finalized and construction is anticipated in 2027 when CIP 2295-17 is complete. Staff is evaluating future street projects relative to future sewer upgrades and only one project (CIP 2295- 21) could be impacted by future sewer upgrades. Staff continues to review the updated sewer system modeling data but does not recommend changing the project order at this time.

Of the remaining five Measure K-14 projects (CIP 2295-17, 19, 20, 21, and 22), Measure K-14 bond funding available is not sufficient to fully fund the estimated cost of CIP 2295-21 and the entirety of the estimated cost of CIP 2295-22 given the increased cost of projects since Measure K-14 was approved in 2014. However, given the Council’s priority on local street repair, staff is recommending use of $1.2 million in Local Transportation Funds and SB-1 Gas Tax funds to fully fund CIP 2295-21 which would leave only the final Measure K-14 project (CIP 2295-22) as unfunded at this time. CIP 2295-22 is projected to commence in 2030 and consists of 15 blocks mainly in the city’s industrial area. The project has an estimated cost of $2.6 million and is listed in the unfunded needs section of the draft CIP, pending identification of funding sources. While this final Measure K-14 project is currently unfunded, staff will develop a plan for Council review to fund this final project before 2030 and would seek Council direction on the desired timing to bring this plan forward.

The draft CIP includes in funding for one major street project, the North 4th Street Improvement project (CIP 2285) which was planned for this year but deferred to FY 2026-27. North 4th Street is one of the primary thoroughfares to and from the city with thousands of vehicle trips daily and repair work is recommended to be done relatively soon in order to do a lighter maintenance “grind and overlay” project compared with a more costly and extensive full depth rehabilitation. The $2.1 million in project funds are shown to carry over into next fiscal year. Beyond this project, no other major street projects are included in the draft CIP as the nearly $25 million needed for this work is shown in the unfunded needs section.

The remaining street project funded in the draft CIP is CIP 2250-1 with a proposed annual General Fund allocation starting at $50,000 in FY 2026-27. These funds are intended to be “saved up” over several fiscal years along with additional General Fund funding in FY 2029-30 and FY 2030- 31 for a large maintenance project in 2030 to maintain residential streets that have already been improved by the Measure K-14 program. Staff will note however that street maintenance costs are estimated to be about $2 million annually to maintain a system wide average Pavement Condition Index (PCI) of 65 upon completion of the Measure K-14 projects.

Lastly, as the Council is aware, the San Luis Obispo Council of Governments (SLOCOG) is proposing a ½ cent countywide transportation sales tax for the November 2026 ballot that would generate an estimated $865,712 annually for the City for transportation purposes for 30 years in addition to competitive funding for regional projects. The SLOCOG Board will consider placement of this measure on the ballot at a future Board meeting and a citizen’s initiative is also being circulated for a similar measure. If either measure is placed on the ballot and is approved, staff would bring an item to the Council in early 2026 to prioritize this additional funding for transportation purposes including street repair projects.

Staff Report: FY 2027-31 Capital Improvement Program Overview and Direction Page 4 March 23, 2026
Water
In light of insufficient funding in the Water Enterprise Fund to allow for completion of important capital projects with the existing 2021 rate structure expiring at the end of this fiscal year, the draft CIP only includes two recommended water system projects. CIP 4020 is a water supply study that is currently underway and preliminary results are anticipated to be presented to the Council this summer with the final report ready in late 2026. CIP 4009 is a project for the chemical feed system for the wells in FY 2027-28. Staff would note that after the water supply study is completed, staff would return to the Council for direction on beginning a process for an updated water rates structure given the inability of the existing rate structure to fund water system needs along with the expiration of the structure.

Wastewater
With the new sewer rate structure in place and resulting bond funding received in the Wastewater Enterprise Fund, CIP 5002-2 is currently under construction. Additional sewer projects include several lift station upgrade projects and upsizing of sewer mains. The design for CIP 5010 is complete, and the Council has directed staff to apply for Community Development Block Grant (CDBG) funding for this project. Construction costs are currently shown in the Unfunded Needs section. The project is estimated at $3.1 million and if the City receives the grant funding, construction could start in February 2027. If grant funding is not received, the City will seek additional bond funding for the project, which would be supported by the current rate structure.

Unfunded Needs
Lastly, the CIP identifies nearly $160 million in unfunded capital needs across the five categories listed above. This amount is significantly higher than in previous years due to staff’s work in identifying additional needs with the aging and undersized nature of the City’s facilities and infrastructure. Examples of such unfunded needs include new Police Station/City Hall facilities ($20 million), new Corporation Yard ($3 million), new Community Center ($5 million), replacing asbestos cement water lines ($13 million), and a future Water Supply project ($40 million). These estimates are preliminary and would be refined as part of developing actual projects.

FISCAL IMPACT
The draft CIP identifies projects funded by eight different funding sources. As noted earlier, the information included in the draft is preliminary and subject to change. The following summary provides information on proposed allocation of funds for FY 2026-27 from each of the eight funding categories.

General Fund – $1,291,000 is identified for several carry over projects including CIP 2285- N. 4th CIP 2274 – Sidewalk infill and an ADA Project (CIP 3003). $50,000 is identified in FY27 to allocate to CIP 2250-1 Annual Street Maintenance.

Gas Tax Fund - $150,000 is included in carry-over funds for N. 4th Street (CIP 2285). $50,000 in FY27 includes sidewalk infill work. Gas Tax funding can be used for major street repairs, sidewalk repairs and infill, and pedestrian and traffic safety upgrades.

Local Transportation Funds (LTF) - $250,000 is identified in carry-over funding for N. 4th Street (CIP 2285). LTF funds can be used for transportation system improvements, major street rehabilitation and pedestrian and traffic safety enhancements.

Staff Report: FY 2027-31 Capital Improvement Program Overview and Direction Page 5 March 23, 2026

Gas Tax (RMRA) Fund – This fund accrues from Senate Bill 1 passed in 2017 with the annual allocations totaling $657,840 carried over for N. 4th Street Project (CIP 2285).

Street Bond Funds (Measure K-14) - $2,400,000 is identified for work on CIP 2295-17.

Water Enterprise Fund – $150,000 is identified in carry-over funding for CIP 4020 Water Resiliency Study.

Wastewater Enterprise Fund - $1,170,000 is identified in carry-over funding for the current sewer project, CIP 5002-2 and the Front Street Lift Station CIP 5003. FY27 includes $240,000 for the Oak Park Lift Station upgrades.

Wastewater Development Impact Fee Fund – No funding is allocated for CIP projects.

CAPITAL IMPROVEMENT PROGRAM
2027-2031
Executive Summary
The City’s Capital Improvement Program (CIP)
outlines a schedule of expenditures over the
ensuing five-year period (2027-2031). The CIP
does not address all of the capital expenditures
for the City, but provides for larger scale
infrastructure improvements, that are
permanent in nature, including transportation
systems, and municipal facilities.

Projects in this document must be in excess of
$50,000 with a useful life of at least ten years;
or a study of at least $50,000 that will lead to
such projects; or add to the value or capacity of
the infrastructure of the City. Projects that are
considered operational or routine maintenance
are excluded from this program.

The Capital Improvement Program proposes
project funding relative to the anticipated
availability of fiscal resources and the choice of
specific improvements to be achieved
throughout the five-year plan. The Projected
Revenue Summary on page 5 identifies eight
(8) revenue sources and their use by year for
FY 2027-2031.

The Expenditure Summary on pages 6 and 7
identifies project expenditures in the following
five categories:

Parks / Community Services
Street / Storm Drain
Public Buildings / Facilities
Water
Wastewater
The Expenditure Summary for FY 2027
indicates a total of approximately $6,300,000 in
spending within the five project categories,
which includes carryover funding. Detailed
information regarding each identified project
can be found on pages 11 - 40. The
information provided includes a project
description, the current status of the project,
identified funding sources and the total
projected project cost.

As is often the case, funding needs identified in
the CIP exceeds the available funding. Page 41
– 44 shows a list of nearly 40 capital needs
identified at a cost of over $158 million dollars
that do not have an established, secure source
of funding at this time. These identified needs
will be considered as potential funding sources
are identified.

Maximizing the City’s funding and addressing
rising costs incurred in maintaining and
rehabilitating infrastructure makes the process
of selecting capital projects to fund challenging.

There are several types of capital needs such
as construction of new, first-time improvements,
replacement of aged infrastructure that is at or
beyond its service life or large-scale capital
maintenance. In addition, studies related to the
City’s various infrastructure asset categories
are included in the CIP if the study will result in
future capital improvement projects.
