CITY OF GROVER BEACH

CITY COUNCIL STAFF REPORT
Agenda Item No. 4
Placement: Consent
Meeting Date: April 13, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Erin Wiggin, CIP Manager
SUBJECT: Construction Management Services Contract Amendment for Ramona Garden Park Improvement Project Phases 1 and 2

RECOMMENDATION
Approve a contract amendment with Willdan in the amount of $60,900 for construction management services associated with the CIP 1259 - Ramona Garden Park Improvement Project Phases 1 and 2 and authorize the City Manager to execute the amendment on behalf of the City.

BACKGROUND
Ramona Garden Park (“Park”) is a multi-use park, bounded by North 9th and North 10th Streets on the west and east, and Ramona Avenue and Brighton Avenue on the south and north, respectively. The Park is the focal point for activities in Grover Beach and the South County, in general. Many public and private functions are held at the park such as the Stone Soup Music Festival and Street Fair and the City’s Summer Concert Series.

After an extensive community outreach effort beginning in 2019, the Council adopted the Ramona Garden Park Master Plan (“Master Plan”) in November 2020, which provides a “road map” for the City to guide future park improvements over a multi-year period along with implementation and construction of these improvements. The Master Plan was further refined with a consultant-led effort on the design and construction phasing of this project. The Master Plan is divided into four phases with Phase 1 of the project being the playground and restroom while Phase 2 features the amphitheater and bandshell. Staff will provide a broader update on the Ramona Park project as a business item during this meeting.

The City entered into an agreement on November 12, 2024, with Willdan to provide Construction Management services for the project. The agreement was developed prior to preparation of the final project construction documents and it was based on 180 working days. The final bid package for the project was revised to a construction duration of 200 working days and staff is negotiating change orders with the contractor which includes adding days to the contract. The construction management work has been integral to help ensure successful construction and minimize costs of the project. As a result of the additional time needed for the project, staff estimates $60,900 is needed to complete the Construction Management services for the contract. This amount is within the approved project budget contingency and no additional funding is needed for this work.

Subject: Budget Amendment Request No. 2 for Construction Management Services for CIP #1259:

Ramona Garden Park Phase 1 & 2 Project – Added Working Days Dear Ms. Wiggin,
Pursuant our Professional Services Agreement for the subject project, this letter is to formally request authorization to modify our current construction management services contract for the City’s Ramona Garden Park Phase 1 & 2 Project.

Willdan’s original proposal was submitted on September 26, 2024, with a budget of $456,023. Budget Amendment No. 1, dated November 11, 2025 increased our budget to $467,943 based on state-mandated increases to prevailing wage rates for Construction Inspectors.

Willdan’s original proposal, which was prepared and submitted prior to the City’s finalizing of the specifications and establishment of the final construction duration, was based on an assumed 180 workingday construction duration. The final bid package that was advertised and awarded specified a construction duration of 200 working days. This Budget Amendment Request would provide additional budget for the added 20 working days.

To date, there have been 9 working days added to the construction contract for weather delays and 3 working days added to the contract for approved change order work. An additional 7 working days have been requested by the Contractor for potential change orders, but have not been approved. The City has requested that an additional 10 working days be included as contingency to this Budget Amendment Request.

The fee summary table below provides the estimated cost impact of the added working days, based on the originally budgeted 10 hours per week of Project Manager/Resident Engineer time, 6 hours per week of Assistant Construction Manager time, and 8 hours per day of Public Works Observer (Inspector) time.

Title
PM/RE Assistant CM Inspector
Description Hours Rate Hours Rate Hours Rate Total
20 Added Working Days for
Final Bid Package
40 $243 24 $160 160 $169 $40,600
10 Added Working Days
(Contingency)
20 $243 12 $160 80 $169 $20,300
Total Budget Amendment No. 2 Request $60,900
In conclusion, Willdan Engineering’s current budget of $467,093 would be increased by $60,900, for a revised total of $527,993.
