CITY OF GROVER BEACH
POLICIES AND PROCEDURES FOR CONDUCT AND DECORUM AT COUNCIL MEETINGS (Pursuant to Resolution No. 07-44, adopted 04-16-07, revised 02-18-2020) The City Council and staff welcomes and encourages civic participation and debate on issues. The Council values the public’s opinion and in every Council meeting invite and encourage the public to address the Council on any matter of interest. The Council adopted these policies and procedures for appropriate conduct and decorum at Council meetings and establish guidance for public participation during Council meetings.
These policies will foster and provide greater clarity to preserve the intent of open government and maintain a positive environment for public input and City Council decision-making.
1.0 DECORUM AND ORDER – IN GENERAL
1.1 The presiding officer is responsible for the maintenance of order and decorum at all times.
1.2 The presiding officer shall determine all points of order subject to the right of any Council member to appeal to the City Council by majority vote. If any appeal is taken, the question shall be “Shall the decision of the presiding officer be sustained” in which event a majority vote of the Council shall govern and conclusively determine such question of order.
1.3 All Council members, staff members and members of the public should speak respectfully and avoid the use of profanity, vulgarity and slanderous comments. Recognizing that the First Amendment precludes the City Council from prohibiting speakers from speaking based upon the content of their speech, the presiding officer shall use their best efforts, short of enforcement action, to remind and encourage all participating in the meeting to keep their speech respectful towards others and within bounds appropriate for children and persons of sensitivity toward course language as a courtesy to others present or otherwise viewing Council meetings.
2.0 DECORUM AND ORDER – COUNCIL MEMBERS
2.1 Manner of Speaking.
Any Council member desiring to speak shall first address the presiding officer. Upon recognition by the presiding officer, the Council member shall speak only to the question under debate.
U2.1(a) Questioning Staff.
A Council member desiring to question the staff should address his question to the City Manager, or, in appropriate cases, the City Clerk or City Attorney, who shall be entitled either to answer the inquiry or to designate some staff member for that purpose. Such a designation may be made at the time of any staff presentation or on the agenda listing for the item.
U2.1(b) Interruptions.
Once recognized, a Council member shall not be interrupted while speaking unless called to order by the presiding officer; unless a point of order is raised by another Council member, or unless the speaker chooses to yield to questions from another Council member.
3.0 DECORUM AND ORDER – STAFF
3.1 City Manager Responsibilities
The City Manager is responsible for ensuring that members of the administrative staff observe the rules of decorum and order set forth in this Policy.
3.2 AAddressing the City Council
Any administrative staff member desiring to address the City Council or members of the public shall first be recognized by the presiding officer. All remarks shall be addressed to the presiding officer and not to any individual Council Member or member of the public. Administrative staff members shall accord the utmost courtesy to the City Council, other administrative staff members and the public.
4.0 DECORUM AND ORDER – MEMBERS OF THE PUBLIC
4.1 AAddressing the City Council
Any member of the public desiring to address the City Council or members of the public shall first be recognized by the presiding officer at the appropriate place on the agenda. All remarks shall be addressed to the presiding officer and not to any individual Council Member, City Manager, City Attorney or member of the administrative staff or member of the public.
4.2 Time Limitation for Addressing the City Council
Public comment when addressing the City Council shall be generally limited to three (3) minutes per speaker. Depending on the extent of the agenda and the number of persons desiring to speak on an issue, the presiding officer may, at the beginning of the hearing, set a different time limit for each speaker. Any person may speak for a longer period of time upon approval from the presiding officer, when deemed necessary, for instance when a person is speaking on behalf of a group or has a graphic or slide presentation requiring more time.
4.3 Failure to Yield, Disruptions
Any person who refuses to relinquish the floor after their allotted time or while attending the City Council meeting engages in conduct or speech which disrupts the business of the meeting shall be brought to order and/or removed from the room if the sergeant-at-arms is so directed by the presiding officer.
Disruptive remarks from the audience, stamping of feet, clapping, whistles, yells and similar demonstrations shall not be permitted by the presiding officer who may direct the sergeant-at-arms to remove such offenders from the room.
4.4 Prosecution
Aggravated cases shall be prosecuted on appropriate complaint signed by the presiding officer.
5.0 ENFORCEMENT OF DECORUM
5.1 The Chief of Police or his designee shall be the ex-officio sergeant-at-arms of the City Council. The sergeant-at-arms shall carry out all legal and valid orders and instructions given by the presiding officer for the purpose of maintaining order and decorum in the Council Chamber. Upon instructions from the presiding officer, it shall be the duty of the sergeant-at-arms to remove any disorderly person from the Council Chambers or place the disorderly person under arrest or both.
5.2 As set forth in Government Code Section 54957.9, in the event that any meeting is willfully interrupted by a person or group of persons so as to render the orderly conduct of such meeting unfeasible or impedes the ability of the Council to hold the meeting, and order cannot be restored by the removal of individuals who are willfully interrupting the meeting, the presiding officer may order the meeting room cleared and continue in session. Only matters appearing on the agenda may be considered in such a session. Duly accredited representatives of the press or other news media, except those participating in the disturbance, shall be allowed to attend any session held pursuant to this Section. Nothing in this Section shall prohibit the City Council from establishing a procedure for readmitting an individual or individuals not responsible for willfully disturbing the orderly conduct of the meeting.

Meeting Date: April 27, 2026
TO: Honorable Mayor and City Council

PREPARED BY: Kristin Eriksson, Assistant City Manager
SUBJECT: Ramona Garden Park Community Donation Policy Amendment
RECOMMENDATION
Adopt a Resolution to amend the Ramona Garden Park Community Donation Policy for donations received after the completion of the Ramona Garden Park Rehabilitation Project.
BACKGROUND
Ramona Garden Park (“Park”) is a multi-use park, bounded by North 9th and North 10th Streets on the west and east, and Ramona Avenue and Brighton Avenue on the south and north, respectively. The Park is the focal point for activities in Grover Beach and the South County, in general. Many public and private functions are held at the park such as the Stone Soup Music Festival and Street Fair and the City’s Summer Concert Series.
After extensive community outreach beginning in 2019, the Council adopted the Ramona Garden Park Master Plan (“Master Plan”) in November 2020, providing a vision or “road map” for park improvements over a multi-year period along with implementation and construction of these improvements. The Master Plan is divided into four phases and Phases 1 and 2 of the project, including the playground and new restroom facilities, as well as the amphitheater and bandshell began construction in 2025 with completion anticipated in early June 2026.
In March 2024, the City received approval for a 2023 Community Development Block Grant (CDBG) in the amount of $3,150,000 to fund Phases 1 and 2 of the project. Along with the CDBG funding, the City reported in October that funding from the Parks Construction Fund, Parks Development Impact Fee Fund (DIF), and Recreation DIF Fund was being used to fund this project for a total of $3.6 million in available project funding. Given that the total cost of the project is $4.1 million, there was a gap of approximately $450,000 to fully fund construction.
Council also authorized the community donation program with the Foundation to help offset this and staff developed a Ramona Garden Park Community Donation Policy (Community Donation Policy) to guide this effort. In total, the Foundation sold 173 commemorative pavers along with two benches which generated $56,100 in net proceeds after the paver purchase. During an update to the Council on April 13, 2026, the City reported that the gap to fund construction has been closed with these net proceeds along with additional DIF funds for parks-related projects.
However, the City is continuing to work with prospective donors on naming rights for the bandshell at the new amphitheater in the park for 25 years pursuant to the Community Donation Policy.
Staff Report: Amendment to Ramona Garden Park Community Donation Policy Page 2 April 27, 2026
Such naming rights would involve a significant donation for this notable sponsorship opportunity and staff will bring a naming rights agreement to the Council for approval if this donation is secured.
The Community Donation Policy provides that all donations will be directly applied to the project.
However, should a donation to secure bandshell naming rights be received after the project is completed and final project accounting is completed, this would not be possible. At the April 13th meeting, Council directed staff to amend the Community Donation Policy to allow for funds received after the end of the fiscal year to be used for maintenance of the improved areas of Ramona Garden Park. Adoption of the resolution shown in Attachment 1 will effectuate this change.
FISCAL IMPACT
There are no funding impacts to this action. If a donation is made to secure the bandshell naming rights at Ramona Garden Park after the end of the fiscal year, the funds will be placed in a designated account for maintenance of the improved area of the park. In contrast, if a donation is secured prior to the end of the fiscal year, the funds will be applied to the project and DIF funding will be returned to the respective DIF funds for future parks projects.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt a Resolution to approve an amended Ramona Garden Park Community Donation Policy; or
2. Do not adopt a Resolution; or
3. Provide alternative direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

CITY COUNCIL STAFF REPORT
Agenda Item No. 8
Placement: Consent
Meeting Date: April 27, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Kristin Eriksson, Assistant City Manager
SUBJECT: Introduction and First Reading of an Ordinance to Amend Chapter 119 (Fireworks) of Title XI (Business Regulations) to Regulate Social Hosts Allowing Illegal Fireworks
RECOMMENDATION
Introduce and conduct a first reading, by title only, of an Ordinance Amending Chapter 119 (Fireworks) of Title XI (Business Regulations); and schedule a public hearing and second reading to adopt the Ordinance at the next regularly scheduled City Council meeting.
BACKGROUND
Social Host Ordinance
The discharge of illegal fireworks is a common problem faced by many jurisdictions in California, including Grover Beach and the surrounding communities. On May 18, 2020, Council approved an update to the Grover Beach Municipal Code that changed the public discharge period of Safe and Sane fireworks (legal ground-based fireworks approved by the State Fire Marshal) to only occur on July 4th from 10:00 a.m. to 10:00 p.m. The change became effective on June 19, 2020.
Since June 19, 2020, the Police Department has focused enforcement efforts on illegal fireworks being used in the city, which comprise a majority of the fireworks complaint calls the Grover Beach Police Department (GBPD) responds to. Beginning in 2021, GBPD introduced the use of drone technology to help identify violators from above. The drones have proven successful by allowing staff to safely observe violations from the air and dispatch ground units. Additionally, the department believes the use of drones has been effective in reducing the use of illegal fireworks because of their well-advertised presence.
On March 12, 2025, staff provided an update to the Council about fireworks enforcement and oversight. As part of this update, staff presented the concept of a “Social Host ordinance”, to levy fines against property owners and/or tenants in control of a property for illegal fireworks activity at the property, as another option to help deter illegal fireworks activity. On May 27, 2025, the Council adopted the social host ordinance for fireworks enforcement. Grover Beach Municipal Code (GBMC) Section 119.08 provides for an administrative citation in the amount of $1,000 for each violation, or each illegal firework set off, in possession or sold. This section also provided that such fines would be payable and challenged pursuant to existing provisions for other civil fines under GBMC Section 37.015. Section 37.015 specifies that “each and every day a violation Staff Report: Introduction and First Reading of Amendments to Social Host Fireworks Ordinance Page 2 April 27, 2026
exists”, which may include nonpayment of a civil fine, “shall be a separate and distinct violation and is subject to a separate and distinct civil fine.
Recommended Amendments
Subsequent to the adoption of the ordinance, the Grover Beach Police Department issued 12 citations for social host fireworks violations in the summer of 2025. Of those citations, 3 were paid in full on time, 5 citees have made partial payments or entered into payment plans with the City, 1 citation was dismissed after appeal, and 3 received no response from citees to date. As of April 1, the City collected a total of $7,487 for 2025 citations, of which 65% must be forwarded to the State Controller for deposit in the State Fire Marshal Fireworks Enforcement and Disposal Fund, pursuant to CA Health and Safety Code Section 12726. The City is still owed a total of over $128,000 in fines.
On April 13, 2026, staff provided an update on the enforcement of the new ordinance, the rapid escalation of fines due to daily accumulated fines for nonpayment, difficulty in collecting fines and procedural issues under the current ordinance. Staff proposed several changes to the ordinance to promote more efficient and equitable enforcement in future years, including:
• Removal of provision providing that each violation observed would incur an additional $1,000 fine
• Addition of a provision to impose a tiered fine structure, based on the quantity of fireworks possessed, used or ignited:
o One to ten fireworks violations - $1,000
o Between ten and twenty fireworks violations - $3,000
o Gross violations of more than 20 violations - $5,000
• Provide that late fees may be assessed for failure to timely make payment and allow for unpaid fines to be referred to third-party collections agencies, rather than having the only remedy be imposing a lien on the property
• Modify the review process to:
o Allow for a preliminary review of a citations by the Police Department if requested within 10 days of the citation
o Provide that late fees will not be incurred during the review process o Provide for final review by the City Manager or designee by written appeal when requested within 30 days of the preliminary review
The Council provided direction to staff to proceed with drafting an Ordinance to effectuate these changes and to make the changes retroactive to apply to the citees in the prior year. The Ordinance is shown in Attachment 1. A Resolution shown in Attachment 2 to apply the ordinance changes to citations issued in 2025 may be adopted at the public hearing for the second reading of the Ordinance to effectuate this direction. Once the Ordinance becomes effective, staff will reimburse one citee approximately $1,200 for payment of daily, accumulated fines for nonpayment. Staff will also notify citees who have not fully paid their fines of the rescission of fines in excess of the newly-established tiered fine structure and for daily fines accumulated for nonpayment.
FISCAL IMPACT
Enforcement of fireworks citations is included in the Police and Community Development departments’ respective operating budgets. The reduction of fines would not impact the budget as these were not included in the City’s budgeted revenues. If the Council adopts a Resolution to apply the changes in the ordinance retroactively to citations issued in 2025, staff will initiate Staff Report: Introduction and First Reading of Amendments to Social Host Fireworks Ordinance Page 3 April 27, 2026
reimbursement of approximately $1,200 in already-paid fines in excess of the amounts allowed by the updated code.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Introduce and conduct a first reading, by title only, of an Ordinance Amending Chapter 119 (Fireworks) of Title XI (Business Regulations); and schedule a public hearing and second reading to adopt the ordinance at the next regularly scheduled City Council meeting; or
2. Provide alternative direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

§ 119.08 SOCIAL HOSTS.
(A) Social host liability; purpose.
(1) This section authorizes the imposition of administrative fines on any person, including any "social host" who violates any provision of this section in order to encourage and to obtain compliance with the provisions of this chapter for the benefit and protection of the entire community. This section governs the imposition, enforcement, collection, and administrative review of all administrative fines, related to: the possession, use, storage, sale, and/or display of those fireworks classified as "dangerous fireworks" in Cal. Health and Safety Code §§ 12500, et seq., with the exception of a pyrotechnic licensee when operating pursuant to that license; and the use of "safe and sane fireworks" as defined in Cal. Health and Safety Code §§ 12500 et seq. on or at dates, times and/or locations other than those permitted by this chapter. Said administrative fines are imposed under authority of Cal. Government Code § 53069.4, Cal.
Health and Safety Code § 12557, and the police power of the city. (2) The issuance of citations imposing administrative fines may be performed at the discretion of the officials of the city authorized hereunder; and the issuance of a citation to any responsible person constitutes but one remedy for the city to redress violations of this code. By adopting this section, the city does not intend to limit its ability or authority to employ any other remedy, civil or criminal, to redress any violation of this code by any responsible person. (3) The imposition of fines related to "dangerous fireworks" under this section shall be limited to host(s) who possess, sell, use and/or display, or the seizure of, 25 pounds or less (gross weight) of such dangerous fireworks.
(4) Fines collected pursuant to this chapter related to "dangerous fireworks" shall not be subject to Cal. Health and Safety Code § 12706, which provides that certain fines collected by a court of the State be deposited with, and disbursed by, the County Treasurer. Instead, fines collected pursuant to this section related to "dangerous fireworks" shall be subject to Cal. Health and Safety Code § 12726, which section provides that 65% of all administrative fines or penalties collected by the city shall be forwarded to the Controller of the State of California for deposit in the State Fire Marshal Fireworks Enforcement and Disposal Fund, as described in Cal.
Health and Safety Code § 12728.
(5) This section imposes a duty upon the owners of all real property to ensure that there are no violations of this code related to "dangerous fireworks" on such real property. Each violation of this code, whether on the same day or different day, shall constitute a separate violation and shall be subject to a separate administrative fine.

CITY COUNCIL STAFF REPORT
Agenda Item No. 9
Placement: Business
Meeting Date: April 27, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Megan Martin, Community Development Director SUBJECT: Authorization to Amend the General Plan and Zoning Designation for a Proposed Residential Development Project at 1591 Farroll Road
RECOMMENDATION
Authorize staff to initiate an amendment to the City’s General Plan and Official Zoning Map to change the General Plan Land Use Designation and Zoning Designation from Low-Density Residential to Medium-Density Residential for a proposed housing project at 1591 Farroll Road to develop a 30 single-story attached and detached residential units.
BACKGROUND
On February 6, 2026, an application for a General Plan Amendment (GPA) and Zoning Map Amendment (Rezone) was filed by Brian Schwartz, on behalf of Altura Building Coastal Development, LLC, (the “Applicant”) in accordance with the City’s Development Code Chapter
7.30 – Amendments. The GPA and Rezone application would result in a change to the subject property zone from Low Density Residential (R1) to Medium Density Residential (R2) and was accompanied by a Development Application and Tentative Subdivision Map (Tract 3264) application. The proposed project would create 30 residential lots and construction of 30 singlestory, attached and detached residential units located at 1591 Farroll Road.
State law requires cities and counties to prepare, adopt, and amend general plans and elements of those general plans in a manner provided in Government Code Section 65350. A property owner, City staff, or the Council may propose changes to the City’s General Plan in accordance with State law and these changes are called “General Plan Amendments” (GPA). A GPA is considered any change to the General Plan maps or text. A request for a GPA may also require a Zoning Map Amendment (Rezone) if the existing zoning designation is different from the proposed General Plan land use designation. A Rezone is a procedure to amend the Official Zoning Map of the City by changing the boundaries of any zoning district. If a Rezone approval is required, these applications can be processed concurrently.
Before any portion of the General Plan can be changed, the Council must authorize staff to initiate the GPA process. Following authorization, a thorough review of the requested change must be completed, including an evaluation by the Planning Commission and Council at public hearings.
Staff Report: Initiation of General Plan Amendment and Rezoning at 1591 Farroll Road Page 2 April 27, 2026
GPA and Rezone Authorization and Initiation
The General Plan is the City’s blueprint for the future. It outlines the City’s long-term vision for growth, development, and quality of life, guiding decisions on land use, housing, transportation, parks, and public services. Any part of the City’s General Plan can be changed through the amendment process, including zoning designations, overlays, any portion of the plans text, including narratives, policies, programs, or standards.
Under Government Code Section 65358, a GPA cannot proceed unless the legislative body (City Council) formally initiates it. This ensures that changes to a city’s long-range land use policy have official direction from elected representatives before staff or the Planning Commission spend resources analyzing the proposal. Authorization or initiation of an amendment is no guarantee that the GPA request will later be approved as the proposed amendment must still undergo environmental review, detailed staff analysis, and public hearings.
Project Summary
Property Owner: Altura Building Coastal
Development, LLC (ABCD, LLC)
Address: 1591 Farroll Road
APN: 060-574-002 and 060-574-003
Net Lot Area: 134,813 square feet (3.09 acres)
Gross Lot Area: 161,965 square feet (3.72 acres)
General Plan Designation: Low Density
Residential
Zoning: R1, Low Density Residential
Surrounding Zones and Uses:
North: R1, Single-family dwellings
South: PF, Drainage basin
West: R1, Single-family dwellings
East: R1, Single-family dwellings
The project site is approximately three-acres, comprised of two separate legal parcels, APN: 060- 574-002 and 060-574-003. The site is generally level and the majority of the property overgrown with non-native grasses and scattered trees. The subject property was historically used for agricultural purposes from at least the 1930s until development of one single-family residence and accessory structures in the early 1980s. The site has remained largely unchanged since that time, while surrounding properties have transitioned to residential development beginning in the 1980s and continuing through the 2000s. The property is now surrounded by residential development to the north, west, and east, and a City-owned drainage basin across Farroll Road to the south.
The City’s General Plan land use designation of the site is Low-Density Residential (R1) and is zoned R1. The R1 designation and zoning district allows residential development as a primary use at a density of 2-5 units per acre.
Project Description
ABCD, LLC, (Applicant) is requesting the Council authorize a GPA and Rezone to amend the general plan land use designation and zoning designation from Low-Density Residential (R1) to R1
R1

Medium-Density Residential (R2), amending the City’s official zoning map. These changes would allow the Applicant to apply for a Development Permit that would allow the construction of 30 single-level detached and attached dwellings. If authorized, the Development Permit would be reviewed concurrently with the GPA/Rezone.
The proposed project consists of a Vesting
Tentative Subdivision Map (Tract 3264) to
subdivide the property into 30 individual lots
and an associated Development Permit to
construct 30 single-story residential units.
Each unit would include three bedrooms, two
bathrooms, and a two-car enclosed garage,
with driveways capable of accommodating
two additional vehicles.
The residential units would be arranged in a
combination of attached and detached
configurations across the site. Primary
vehicular access would be provided from
South 16th Street, with the project driveway
aligned with Monterey Avenue across South
16th Street. No vehicular access is proposed
along Farroll Road. Internal driveways are
proposed to allow for two-way circulation
throughout the development.
The project includes frontage improvements along South 16th Street and Farroll Road including curb, gutter, sidewalk, and street lights consistent with City standards. A Homeowners Association would be established to maintain private roadways, landscaping, and common infrastructure.
Policy Context
The R1 land use designation allows for single-unit detached and attached homes, duplexes, accessory dwelling units, public and quasi-public uses, and similar and compatible uses.
Residential densities range between 2 to 5 units per gross acre. As noted in the City’s General Plan Land Use Element, approximately 23% of the City’s gross acreage is within the R1 land use designation. In contrast, the proposed R2 designation allows for smaller lot single-unit attached or detached homes, duplexes, multi-unit residential developments, public and quasi-public uses, and similar and compatible uses. Residential densities range between 6 to 9 units per gross acre.
Approximately 11% of the City’s gross acreage is within the R2 land use designation.
The project application proposes to amend the R1 designation and rezone the property to R2 to allow for an increase in residential density. The Applicant is processing a Development Application concurrently with the GPA and Rezone; the project includes a mix of attached and detached, single-level single-family residential units. The intent is to develop the property with smaller lot, entry level homes as opposed to the larger, more traditional subdivision lots typically observed in the R1 zone.
The City’s General Plan provides several goals and policies that support infill development and redevelopment of underutilized sites. In this context, the proposed GPA and Rezone would support these objectives by allowing increased density while maintaining compatibility with surrounding development through similar building form and scale, though on smaller lots than typically found in the R1 designation.
Figure 2: Proposed Site Plan
Staff Report: Initiation of General Plan Amendment and Rezoning at 1591 Farroll Road Page 4 April 27, 2026
Housing Element Consistency
The City’s Housing Element includes several goals and policies that encourage infill residential development, including:
HE Policy 1.1 – The City shall ensure there is an adequate supply of vacant or underutilized land for development or redevelopment at specific densities to meet the housing objectives for affordable housing. This will include meeting or exceeding the City’s Regional Housing Needs Allocation (RHNA).
Staff Response – The project takes advantage of an underutilized lot and a substandard residential unit by facilitating its redevelopment at a higher residential density. Increasing the number of units on the property contributes to the City’s ability to maintain an adequate supply of land available for residential development at a range of densities. The proposed R2 designation allows the site to be developed more efficiently and supports the City’s efforts to meet or exceed its RHNA, by providing additional entry-level homeownership opportunities.
HE Policy 1.2 – The City shall encourage development of a mix of different housing types including multi-family and single-family homes, mixed-use developments, accessory dwelling units, caretaker units, manufactured homes, transitional housing, emergency shelters, and farmworker and employee housing, in appropriate locations.
Staff Response – The project includes a combination of attached and detached units, consistent with the policy’s objective to encourage diverse housing options in appropriate locations.
HE Policy 2.1 – Multi-family housing developments shall incorporate interesting architectural and structural design features, including but not limited to varied roof lines, recessed second and third stories, courtyard housing, horizontal and vertical wall offsets, and other features to enrich the livability and attractiveness of these developments based on objective requirements in the City Development Code or optional design guidelines.
Staff Response – The proposed housing development project associated with the Development Application includes residential design features such as varied building forms and site layout that are subject to the City’s objective design standards. Compliance with the Development Code will ensure incorporation of architectural elements that enhance project quality and neighborhood compatibility.
HE Policy 7.1 – All new dwelling units shall be required to meet current state requirements for energy efficiency. The retrofitting of existing units during remodeling shall be encouraged.
Staff Response – All new residential units will be required to comply with current State energy efficiency standards, consistent with Title 24 requirements.
Land Use Element Consistency
The City’s Land Use Element also includes several goals and policies that encourage infill residential development, including:
LU Policy 1.1 – Harmonize existing and new development. The City shall develop and implement objective zoning standards that provide harmony with existing residential neighborhoods while allowing for additional housing opportunities.
Staff Report: Initiation of General Plan Amendment and Rezoning at 1591 Farroll Road Page 5 April 27, 2026
Staff Response – The proposed rezone to R2 allows increased density while maintaining compatibility with surrounding residential development through similar building forms, scale, and compliance with the City’s objective zoning and design standards.
LU Policy 1.2 – “Complete” neighborhoods. In general, the City will promote the establishment and preservation of “complete” neighborhoods that exhibit the following characteristic a. A mix of housing types and densities serving the broadest range of households, incomes and ages;
b. Neighborhood-serving retail businesses should be provided within a five-minute walk or bicycle ride of surrounding residences;
c. Parks, schools and other public/quasi-public uses within a short walk or bicycle ride; d. A complete and interconnected system of roadways, bicycle and pedestrian paths, and transit stops that link the neighborhoods;
e. Blocks with a substantial tree canopy shading the street and sidewalk; f. Connectivity to surrounding neighborhoods, retail centers and employment; g. A sense of personal safety;
h. Elements that foster the sustainable use of scarce or nonrenewable resources, such as walkable streets, the orientation of buildings to facilitate solar heating and cooling, and a complementary range of uses that promote alternate forms of transportation. i. Improved access to high-speed internet connections.
Staff Response – The project contributes to a more complete neighborhood by introducing a mix of housing types at a modestly higher density in an urbanized area already served by public infrastructure, services, and nearby amenities, consistent with the General Plan’s vision.
LU Policy 1.3 – Creating Walkable Neighborhoods. Neighborhoods should be protected from intrusive traffic. All neighborhood street and circulation improvements should favor the pedestrian and local traffic over pass-thru traffic. Vehicle traffic on residential streets should be slow. To foster suitable traffic speed, street design should include measures such as narrowing lanes, creating bikeways on designated routes, landscaped parkways, traffic circles, textured crosswalks, and, if necessary, stop signs, speed humps, and road closures or cul-de-sacs.
Staff Response – The project is located within an existing neighborhood served by local streets and pedestrian infrastructure. Future development will be required to comply with applicable circulation and design standards that promote walkability and prioritize pedestrian-oriented improvements.
LU Goal 2 – To designate adequate land in a range of residential densities to address the housing needs of all income groups expected to reside in Grover Beach.
Staff Response – The proposed rezone supports this goal by increasing residential density on an underutilized site, contributing to the City’s overall supply of land available to accommodate housing across a range of income levels.
LU Policy 2.1 – Adequate supply of residential land. The City shall maintain an adequate supply of residential land in appropriate land use designations and zoning categories to accommodate projected household growth, maintain normal vacancy rates, and to provide for its allocation of affordable housing as prescribed by the San Luis Obispo Council of Government’s Regional Housing Needs Assessment.
Staff Response – By allowing additional units on the site, the project helps maintain an adequate inventory of residential land at varying densities, supporting the City’s ability to accommodate projected growth and meet RHNA obligations.
Staff Report: Initiation of General Plan Amendment and Rezoning at 1591 Farroll Road Page 6 April 27, 2026
LU Policy 2.3 – Housing choices. The City shall provide for and encourage a range of housing choices, including smaller (affordable by design) units, live/work units, multifamily development and Single Room Occupancies (SRO), intended to meet the special needs of senior citizens, the physically and mentally challenged, and very low, low and moderate income households.
Staff Response – The project introduces smaller-lot, entry-level housing options, expanding the range of housing types available in the community.
LU Policy 2.6 - Location of higher densities. Generally, higher density housing should be located in areas served by the full range of urban services, within walking distance of neighborhood shopping areas, schools, parks and employment.
Staff Response – The site is located within an urbanized area served by existing infrastructure and public services, making it appropriate for a modest increase in residential density consistent with this policy.
LU Goal 3 – Ensure infill residential development is consistent with objective development and design standards, as allowed by the California Housing Accountability Act.
Staff Response – The project represents infill development on an underutilized site and will be subject to the City’s objective development and design standards, consistent with State law and the Housing Accountability Act.
In summary, the proposed GPA and Rezone are consistent with the City’s Housing Element and Land Use Element goals and policies, particularly those related efficient land use, infill development, neighborhood compatibility, and the provision of a broader range of housing types.
While this analysis demonstrates policy consistency from staff’s analysis, the decision to authorize the GPA and Rezone is ultimately a policy determination for the Council.
Council Consideration for Authorization
In considering whether to authorize staff to initiate the GPA and Rezone, the Council may wish to evaluate the proposal in the context of broader land use planning objectives, community character, and long-term policy direction. The following questions and staff responses are provided to help the Council’s consideration of the request though the Council may have other questions as part of this request:
• Does the GPA and Rezone reflect the City’s vision for where different land uses should be located?
Staff Response – The proposed rezone facilitates a modest increase in residential density within an existing urbanized area, consistent with the General Plan’s vision of accommodating growth through infill development and providing a broader range of housing types in appropriate locations.
• Would the GPA and Rezone conflict with other policies in the General Plan? Staff Response – The proposed amendment is consistent with applicable General Plan goals and policies related to housing supply, neighborhood compatibility, and efficient land use, and does not introduce conflicts with other elements of the General Plan.
Staff Report: Initiation of General Plan Amendment and Rezoning at 1591 Farroll Road Page 7 April 27, 2026
• Will the GPA and Rezone affect neighboring properties or the broader community? Staff Response – The project would introduce a modest increase in density while maintaining similar building form and scale, resulting in minimal impacts to surrounding properties. The addition of smaller-lot, entry-level housing may provide broader community benefit by expanding housing opportunities.
• Are the GPA and Rezone consistent with the City’s land use principles and applicable laws?
Staff Response – The proposed rezone is consistent with established land use planning principles that encourage infill development, efficient use of land, and a diversity of housing types. It is also consistent with State housing laws that promote increased housing production and limit constraints on residential development. • Is the timing of the GPA and Rezone appropriate considering current priorities, housing objectives, and infrastructure capacity?
Staff Response – The proposed GPA and Rezone are timely in light of the City’s ongoing efforts to implement its Housing Element and advance infill development on underutilized sites. The project supports current planning priorities related to expanding housing options.
Additionally, the site is located within an urbanized area served by existing infrastructure and public services, supporting its readiness for near-term development without requiring expansion of public facilities.
This residential expansion is an example of infill development that would improve and enhance the supply of housing in the city and is consistent with many General Plan goals, policies, and programs as noted above. The project application will be reviewed by staff for conformity with all relevant design considerations and performance standards.
Other Agency Involvement
The project site is located within the Oceano County Airport Land Use Plan review area and is therefore subject to review and consistency determination by the San Luis Obispo County Airport Land Use Commission (ALUC). Prior to any final action on the GPA and Rezone, the project will be referred to the ALUC to evaluate consistency with applicable airport safety, noise, and land use compatibility policies. A public hearing on the project application will also be held with the ALUC prior to review by the Planning Commission and Council.
If the Council authorizes the GPA and Rezone application, staff will refer the application to all applicable City departments and responsible agencies1, including but not limited to the Public Works and Police Departments, Five Cities Fire Authority, South San Luis Obispo County Sanitation District, San Luis Obispo County ALUC, San Luis Obispo Local Area Formation Commission (LAFCO), San Luis Obispo County Air Pollution Control District, SLO Health Counts (Healthy Neighborhoods), and Lucia Mar Unified School District.
Environmental Determination
Authorization to initiate the GPA and Rezone application is not considered a project under the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15378. If the 1 Government Code Section 65352
Staff Report: Initiation of General Plan Amendment and Rezoning at 1591 Farroll Road Page 8 April 27, 2026
Council authorizes the GPA and Rezone, environmental review would be conducted and completed in accordance with CEQA before final action by the Council on the application.
Additionally, because the proposal involves a GPA, the project is subject to consultation requirements under Senate Bill 18 (SB 18) and Assembly Bill 52 (AB 52), as applicable. This includes tribal consultation with the California Native American tribes traditionally and culturally affiliated with the geographic area.
Next Steps
Should the Council direct staff to initiate the GPA process, staff will coordinate with the Applicant to collect all application materials. Once the project application has been deemed complete, and environmental review has been conducted, public hearings will be scheduled before the Planning Commission. The Commission will review the project and the associated development application for consistency with the General Plan, Development Code, and applicable City standards, with a recommendation to the Council for final action.
FISCAL IMPACT
The Applicant remitted a deposit of $9,000 in accordance with the adopted Master Fee Schedule.
The deposit allows for the recovery of the actual cost of processing all applications, including the GPA (GPA-26-0001), Rezone (REZ-26-0001), Subdivision (Tract 3264), and Development Permit (DA-26-0003). Staff tracks time against the deposit, and if the deposit is exhausted, additional funds are billed to the applicant.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Authorize staff to initiate an amendment to the City’s General Plan and Official Zoning Map to change the General Plan Land Use Designation and Zoning Designation from Low-Density Residential to Medium-Density Residential for a proposed housing project at 1591 Farroll Road to develop a 30 single-story attached and detached residential units;
2. Do not authorize staff to initiate the GPA and Rezone; or,
3. Provide alternative direction to staff.
PUBLIC NOTIFICATION

CITY OF GROVER BEACH
CITY COUNCIL STAFF REPORT
Agenda Item No. 10
Placement: Business
Meeting Date: April 27, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Matthew Bronson, City Manager
SUBJECT: San Luis Obispo Countywide Regional Homelessness and Affordable Housing Compact and Regional Homeless Services Inventory
RECOMMENDATION
Adopt a Resolution approving “San Luis Obispo Countywide Regional Homelessness and Affordable Housing Compact” and receive a report from the County of San Luis Obispo’s Homeless Services Division on the Regional Compact and Regional Homeless Services Inventory.
BACKGROUND
Homelessness has been a long-standing and complex issue for the City and throughout the county and state. This issue was previously identified by the Council as a key priority for the City through the establishment of “Housing and Homelessness” as a Major City Goal from FY 2021- 22 through FY 2024-25 and “Economic Development and Housing” as a Multi-Year Goal in FY 2025-26. Homelessness has also been identified by the public in community surveys as one of the top issues facing Grover Beach, though was not identified as a top issue in the most recent survey in 2025 which could be in part due to the work and results to address homelessness.
The City has taken many actions over the years to address homelessness supporting service and housing opportunities for unhoused individuals while also establishing and enforcing regulations on the use of public spaces. Staff has brought forward numerous updates to the Council since 2021 to provide information about the City’s response to homelessness, most recently on August 25, 2025. This August update included the following topics:
• Implementation report of the City’s camping ordinance and a recommended change to a 48-hour removal deadline for encampments which was enacted by the Council • Progress on both the Cabins for Change and Balay Ko on Barca temporary housing facilities operated by the 5Cities Homeless Coalition (5CHC) • Future challenges affecting the ability of local governments to address homelessness particularly regarding funding for housing and services San Luis Obispo Countywide Regional Homelessness and Affordable Housing Compact The City has made substantial progress in addressing homelessness over time working diligently with 5CHC and other partner agencies, including the County. In April 2022, the County adopted the San Luis Obispo Countywide Strategic Plan to Address Homelessness which identified 12- Staff Report: Countywide Regional Homelessness and Affordable Housing Compact Page 2 April 27, 2026
month, 3-year, and 5-year objectives to reduce the number of homeless individuals in the county by 50% over a five-year period. The first three years of this plan focus on sheltering capacity, homeless prevention, data sharing, and expanded case management, mental health, and substance abuse services along with improved regional coordination. The Board of Supervisors received an update on the progress on implementing this plan at their March 10, 2026 meeting.
As part of this plan, the County Homeless Services Division staff, in collaboration with the County Executive Office, worked with a steering committee of City Managers from Atascadero, San Luis Obispo, and Grover Beach to develop a Regional Homelessness and Affordable Housing Compact (Compact) shown in Attachment 2. The Compact recognizes the complexity of addressing homelessness in San Luis Obispo County and sets forth a voluntary, collaborative regional framework through which participating jurisdictions commit to shared principles to guide individual and collective actions.
The Compact aligns with the City’s long-standing work on addressing homelessness and adoption of the Compact represents a formalization of ongoing regional collaboration providing a clear framework to guide coordinated action while preserving local authority and policy discretion. All seven incorporated cities are pursuing approval of this compact with their elected officials, with the goal of holding a signing ceremony once all jurisdictions have approved the document. Such approval could also better position local jurisdictions for outside grant funding opportunities to address homelessness within San Luis Obispo County.
The shared commitments outlined in the Compact include:
• Treat all people with dignity
• Strengthen regional collaboration
• Expand housing and services
• Share responsibility and resources
• Promote transparency and accountability
• Foster community well-being and safety
Regional Homeless Services Inventory
In addition to the Compact, County Homeless Services Division staff has developed a Regional Homeless Services Inventory (Inventory) shown in Attachment 3, which is intended to convey the homeless services investments, commitments, and services being provided by each jurisdiction.
The Inventory was informed by a homeless services survey facilitated by the County Homeless Services Division. Each jurisdiction could provide feedback on their respective efforts to address homelessness through the survey. The Inventory is organized into five sections:
• Strategic Planning & Coordination activities
• Funding contributions from each entity across the homeless services continuum, followed by a chart of funding sources
• Planning & Zoning activities
• Direct services provided by each entity, either specifically designed for individuals experiencing homelessness or with significant utilization by this population • Data & Communication activities
The Inventory illustrates the City’s commitment to addressing homelessness in our community through a variety of ways while also pointing out areas of potential work pending available resources. County Homeless Services Division staff will present the Inventory for the Council’s Staff Report: Countywide Regional Homelessness and Affordable Housing Compact Page 3 April 27, 2026
information, questions, and comments. 5CHC staff will also attend the meeting and can provide additional information on the services and programs provided by 5CHC.
FISCAL IMPACT
There are no funding impacts to this staff report.

San Luis Obispo Countywide Regional Homelessness and Affordable Housing Compact A united regional framework to address homelessness and strengthen community well-being Revision date:11/18/2025
Treat All People with
Dignity
We affirm that individuals experiencing homelessness are members of our community and deserve respect, compassion, and equitable access to services.
Strengthen Regional
Collaboration
We will coordinate across jurisdictions to align services, share data, and pursue joint funding opportunities that advance local and regional plans.
Expand Housing and
Services
We will work to increase access to shelter, supportive housing, affordable housing and essential services, recognizing that housing is foundational to health and stability.
Share Responsibility
and Resources
We will equitably share the responsibility of addressing homelessness by advocating for and actively pursuing funding for homelessness and affordable housing and by engaging in collaborative planning.
Promote Transparency
and Accountability
We will share data, communicate clearly with the public, and evaluate progress together to ensure effective, responsive action.
Foster Community
Well-Being and Safety
We recognize homelessness as both a public health concern and a humanitarian crisis that requires a coordinated and compassionate response. We will manage encampments with empathy and collaboration, balancing the needs of individuals with neighborhood safety, public health, and environmental stewardship.
We, the County of San Luis Obispo and the seven incorporated Cities, recognize that homelessness is a complex, countywide challenge that requires unified, compassionate, and strategic action. In San Luis Obispo County, individuals experiencing homelessness are most often long-term community members. According to the 2024 Point-in-Time Count, 81% of respondents reported living in the county for more than five years. This reinforces the importance of viewing people experiencing homelessness not as problems to be solved, but as neighbors and community members to be supported.
Together, our agencies embrace the following shared commitments. We agree to pursue policies that align with these principles and use them to guide future individual and collaborative actions to address homelessness in San Luis Obispo County. By strengthening our partnership, we can better respond to community needs and enhance our competitiveness for funding opportunities.
By signing this compact on this XX day of xxx, we commit to aligning our actions with these shared regional commitments. Through collaborative action we will build a more inclusive, resilient, and hopeful future for all who call San Luis Obispo County home.
