CITY OF GROVER BEACH

POLICIES AND PROCEDURES FOR CONDUCT AND DECORUM AT COUNCIL MEETINGS (Pursuant to Resolution No. 07-44, adopted 04-16-07, revised 02-18-2020) The City Council and staff welcomes and encourages civic participation and debate on issues. The Council values the public’s opinion and in every Council meeting invite and encourage the public to address the Council on any matter of interest. The Council adopted these policies and procedures for appropriate conduct and decorum at Council meetings and establish guidance for public participation during Council meetings.

These policies will foster and provide greater clarity to preserve the intent of open government and maintain a positive environment for public input and City Council decision-making.

1.0 DECORUM AND ORDER – IN GENERAL

1.1 The presiding officer is responsible for the maintenance of order and decorum at all times.

1.2 The presiding officer shall determine all points of order subject to the right of any Council member to appeal to the City Council by majority vote. If any appeal is taken, the question shall be “Shall the decision of the presiding officer be sustained” in which event a majority vote of the Council shall govern and conclusively determine such question of order.

1.3 All Council members, staff members and members of the public should speak respectfully and avoid the use of profanity, vulgarity and slanderous comments. Recognizing that the First Amendment precludes the City Council from prohibiting speakers from speaking based upon the content of their speech, the presiding officer shall use their best efforts, short of enforcement action, to remind and encourage all participating in the meeting to keep their speech respectful towards others and within bounds appropriate for children and persons of sensitivity toward course language as a courtesy to others present or otherwise viewing Council meetings.

2.0 DECORUM AND ORDER – COUNCIL MEMBERS

2.1 Manner of Speaking.

Any Council member desiring to speak shall first address the presiding officer. Upon recognition by the presiding officer, the Council member shall speak only to the question under debate.

U2.1(a) Questioning Staff.

A Council member desiring to question the staff should address his question to the City Manager, or, in appropriate cases, the City Clerk or City Attorney, who shall be entitled either to answer the inquiry or to designate some staff member for that purpose. Such a designation may be made at the time of any staff presentation or on the agenda listing for the item.

U2.1(b) Interruptions.

Once recognized, a Council member shall not be interrupted while speaking unless called to order by the presiding officer; unless a point of order is raised by another Council member, or unless the speaker chooses to yield to questions from another Council member.

3.0 DECORUM AND ORDER – STAFF

3.1 City Manager Responsibilities
The City Manager is responsible for ensuring that members of the administrative staff observe the rules of decorum and order set forth in this Policy.

3.2 AAddressing the City Council
Any administrative staff member desiring to address the City Council or members of the public shall first be recognized by the presiding officer. All remarks shall be addressed to the presiding officer and not to any individual Council Member or member of the public. Administrative staff members shall accord the utmost courtesy to the City Council, other administrative staff members and the public.

4.0 DECORUM AND ORDER – MEMBERS OF THE PUBLIC

4.1 AAddressing the City Council
Any member of the public desiring to address the City Council or members of the public shall first be recognized by the presiding officer at the appropriate place on the agenda. All remarks shall be addressed to the presiding officer and not to any individual Council Member, City Manager, City Attorney or member of the administrative staff or member of the public.

4.2 Time Limitation for Addressing the City Council
Public comment when addressing the City Council shall be generally limited to three (3) minutes per speaker. Depending on the extent of the agenda and the number of persons desiring to speak on an issue, the presiding officer may, at the beginning of the hearing, set a different time limit for each speaker. Any person may speak for a longer period of time upon approval from the presiding officer, when deemed necessary, for instance when a person is speaking on behalf of a group or has a graphic or slide presentation requiring more time.

4.3 Failure to Yield, Disruptions
Any person who refuses to relinquish the floor after their allotted time or while attending the City Council meeting engages in conduct or speech which disrupts the business of the meeting shall be brought to order and/or removed from the room if the sergeant-at-arms is so directed by the presiding officer.

Disruptive remarks from the audience, stamping of feet, clapping, whistles, yells and similar demonstrations shall not be permitted by the presiding officer who may direct the sergeant-at-arms to remove such offenders from the room.

4.4 Prosecution
Aggravated cases shall be prosecuted on appropriate complaint signed by the presiding officer.

5.0 ENFORCEMENT OF DECORUM

5.1 The Chief of Police or his designee shall be the ex-officio sergeant-at-arms of the City Council. The sergeant-at-arms shall carry out all legal and valid orders and instructions given by the presiding officer for the purpose of maintaining order and decorum in the Council Chamber. Upon instructions from the presiding officer, it shall be the duty of the sergeant-at-arms to remove any disorderly person from the Council Chambers or place the disorderly person under arrest or both.

5.2 As set forth in Government Code Section 54957.9, in the event that any meeting is willfully interrupted by a person or group of persons so as to render the orderly conduct of such meeting unfeasible or impedes the ability of the Council to hold the meeting, and order cannot be restored by the removal of individuals who are willfully interrupting the meeting, the presiding officer may order the meeting room cleared and continue in session. Only matters appearing on the agenda may be considered in such a session. Duly accredited representatives of the press or other news media, except those participating in the disturbance, shall be allowed to attend any session held pursuant to this Section. Nothing in this Section shall prohibit the City Council from establishing a procedure for readmitting an individual or individuals not responsible for willfully disturbing the orderly conduct of the meeting. $ 4,637,503.11

CITY COUNCIL STAFF REPORT
Agenda Item No. 5
Placement: Consent
Meeting Date: June 22, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Nick Szamet, Administrative Services Director SUBJECT: Adoption of FY 2026-27 Budget and FY 2026-31 Capital Improvement Program

RECOMMENDATION
Adopt Resolutions for FY 2026-27 budget and FY 2026-31 Capital Improvement Program; appropriate funds for the FY 2026-27 budget; set the FY 2026-27 Appropriations Limit from Tax Proceeds; establish authorized positions list in departments for FY 2026-27; and authorize the amended payment schedule for existing interfund advance between Wastewater and General Funds.

BACKGROUND
On June 8, 2026, staff presented the FY 2026-27 Proposed Budget to the City Council for review and public comment. The total proposed citywide budget for FY 2026-27 is $29.5 million, including $19.4 million in the City’s General Fund, $6.9 million in Enterprise Funds including Water and Wastewater Funds, and $2.1 million in Special Revenue Funds. The five-year CIP includes $1.6 million in funding in FY 2026-27 for key capital projects notwithstanding carryover which increases CIP to $7.4 million.

The Proposed Budget maintains existing services with targeted investments in addressing Council Goals with a focus on the four Multi-Year Goals of Public Safety and Community Services, Economic Development and Housing, Community Infrastructure, and Financial and Organizational Sustainability. The proposed General Fund budget is balanced with a surplus of approximately $3,511 with ending reserves estimated to be approximately 27% of operating expenditures at the end of FY 2026-27 in excess of the Council’s 25% policy.

Staff recommends the Council adopt the related Resolutions to approve the final budget and personnel allocation for FY 2026-27 to begin on July 1, 2026. Staff will also create an adopted budget document which will be provided to the Council Members and posted on the City’s website after the beginning of the new fiscal year. Staff will return to the Council with quarterly financial reports over the next fiscal year including the mid-year budget review and updated five-year financial forecast in early 2027.

Lastly, staff has included the amended payment schedule for approval which will offset charges accrued to General Fund for sewer work undertaken at the same time as the West Grand Avenue Project. Repayment schedule amends existing payments to $202,358 per year to offset the Staff Report: : FY 2026-27 Budget and FY 2026-31 CIP Adoption Page 2 June 22, 2026
amount owed to the General Fund for the sewer project for the Council’s consideration. This will not change the timing of full repayment of the loans by FY 2026-27.

FISCAL IMPACT
Adoption of the FY 2026-27 budget appropriates a total of $29.5 million for citywide expenditures based on the estimated funding sources.

ALTERNATIVES
The Council has the following alternatives to consider:

1. Adopt Resolutions to adopt the FY 2026-27 budget and FY 2026-31 Capital Improvement Program; appropriate funds for the FY 2026-27 budget; set the FY 2026- 27 Appropriations Limit from Tax Proceeds; establish authorized positions list in departments for FY 2026-27; and authorize the amended payment schedule for existing interfund advance between Wastewater and General Funds; or

CITY COUNCIL STAFF REPORT
Agenda Item No. 6
Placement: Consent
Meeting Date: June 22, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Erin Wiggin, CIP Manager
SUBJECT: Update of Approved List of Qualified Consultants for Construction Management and Geotechnical Engineering Services

RECOMMENDATION
Approve the updated list of qualified consultants for construction management and geotechnical engineering services related to upcoming Capital Improvement Projects and authorize the City Manager to execute Agreements for Consultant Services up to $400,000 based on approved scope and budget proposals.

BACKGROUND
The Public Works Department often relies on consultants as a staff resource for priority projects identified by the City Council. This is especially true with major capital projects where consultants typically provide civil engineering design, grant administration, materials testing and construction management services. Other services provided by consultants include geotechnical engineering, landscape architecture, project management, surveying, plan checking, and environmental clearance.

When procuring professional services, the department follows the Request for Proposals (RFP) process as outlined in the State Government Code. This process is typically followed to procure each professional service on a project. Per the Government Code, the City is required to advertise for proposals in a local publication, review the proposals received and rank the firms based on qualifications. The highest-ranking firm is then selected, and the City enters into price negotiations with that firm. If unsuccessful in negotiating a fair contract price, the City begins negotiations with the second-place firm and so on until a contract can be awarded. This process requires a great deal of staff time and resources while significantly impacting project schedules and staff’s ability to complete multiple projects.

In 2015, in an effort to expedite the delivery of projects and reduce staff time and costs associated with the procurement of professional services, Council established an approved list of qualified consultants to provide various consulting services for projects identified in the City’s Capital Improvement Program. The Government Code allows the City to use this process to prequalify professional consulting firms and individuals, create a short list of those most qualified, and then directly solicit price and scope proposals from the qualified list. Staff recommended that the list should be updated generally every 3-5 years. Given the last update in 2021 (2021 Staff Report), and a subsequent extension in 2024 (Staff Report 2024), approval of another update is being sought by staff at this time.

Staff Report: Approved List of Qualified Construction Management and Geotechnical Services Page 2 June 22, 2026
The Public Works Department advertised a Request for Qualifications (RFQ) on April 9, 2026 to gather Statements of Qualifications (SOQs) from firms interested in providing professional services in two categories: construction management services and geotechnical engineering services. Once Council re-establishes a list of approved consultants, staff can seek cost and scope proposals for construction management and/or geotechnical engineering services from consultants on the approved list. Being included on the list does not guarantee that a consultant will receive any assignments. The volume of work assigned to an approved consultant will depend on the consultant’s qualifications and availability as they relate to a specific project.

The RFQ closed on May 7, 2026, and SOQs were received from 11 firms interested in providing construction management services and two firms interested in providing geotechnical services.

The construction management firms are Cannon, BKF, Willdan, Vanier, Wallace, Fillipin, CLAD, L6 Engineering, PEI, WSC and C2PM. The geotechnical firms are Earth Systems and Engeo. A panel evaluated and ranked the proposals based on the advertised criteria, as per Government Code Section 4526 which states:
“Notwithstanding any other provision of law, selection by a state or local agency head for professional services of private architectural, landscape architectural, engineering, environmental, land surveying, or construction project management firms shall be on the basis of demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required.

Staff’s recommendations are based on criteria that seeks to identify the qualifications and experience of the firm, qualifications and experience of the employees identified, past experience with projects of similar size and scope, capability to meet milestone and budget requirements, experience with Caltrans Standard Specifications and Standard Drawings (which are used as the reference standards to the adopted City standards), and any specialized project needs such as experience with specific techniques of pavement rehabilitation proposed for the City’s street projects. While all consultants who submitted SOQs had some degree of qualifications, staff recommends limiting the list of approved consultants to up to six of the most qualified and capable consultants. This recommendation provides for redundancy in available service, increases the likelihood that selected consultants will complete some level of work for the City, and assures that selected consultants are well qualified to complete work without additional assistance from staff.

It is important to note per the city’s purchasing policy, any firm The following tables indicate staff’s recommendations for the list of qualified consultants along with related notes for both construction management and geotechnical engineering services:

ENGEO

Staff would note that consultants not recommended for each list are not precluded from working with the city. The City reserves the right to bypass these lists for specific projects that are deemed more appropriate for a traditional RFP consultant selection process. This is typically the case for highly unique or specialized projects that are beyond more routine work scopes. Also, other firms that did not make the list due to limited experience or resources identified can be provided opportunities on smaller projects which would allow them to gain experience and skills necessary to be included on future lists.

Once Council approves this list of qualified consultants, the consultant selected to perform work under contract with the City using the City’s Consultant Services Agreement will agree to provide services based on hourly rates identified in their SOQ. The City will negotiate separate scope and fee estimates for each project. This methodology reduces time and staff resources necessary to procure consulting services since the consultant’s qualifications have already been determined, all the terms and conditions of the contract are in place, and the consultant’s insurance information is on record.

FISCAL IMPACT
There are no funding impacts to this staff report.

ALTERNATIVES
The Council has the following alternatives to consider:

1. Approve the updated list of qualified consultants for construction management and geotechnical engineering services related to upcoming Capital Improvement Projects and authorize the City Manager to execute Agreements for Consultant Services up to $400,000 based on approved scope and budget proposals; or

2. Do not accept staff recommendation and provide additional direction to staff.

RECOMMENDATION
Approve the list of qualified consultants for Engineering Design Services related to upcoming Capital Improvement Projects

When typically procuring professional services, the department follows the Request for Proposals (RFP) process as outlined in the State Government Code.

In 2021, Council approved lists for qualified consultants for engineering and design services with the intent to update this list every 3-5 years (2021 Staff Report). The list was extended in 2024 (2024 Staff Report). Staff is now seeking to update this list for professional engineering design services and specifically is recommending the creation of separate lists for water, wastewater, and stormwater design projects, and a list for street and roadway design projects.

The Public Works Department published a Request for Qualifications (RFQ) on April 9, 2026, to gather Statements of Qualifications (SOQs) from firms interested in providing professional services in each of the three categories identified above. This process, as well as the consultant proposal review and selection process, adheres to the Public Works Professional Service On-Call List Procedure which establishes guidelines for staff to advertise on-call contracts, select qualified Staff Report: Approved Lists for Engineering Design Services Consultant Page 2 June 22, 2026
firms, and equitably rotate work among selected firms. Once Council establishes these lists of approved consultants, staff can seek cost and scope proposals for design services from consultants on the approved lists. Being included on the list does not guarantee that a consultant will receive any assignments as the volume of work assigned to an approved consultant is dependent on the consultant’s qualifications and availability as they relate to a specific project.

The RFQ closed on May 7, 2026, and SOQs were received from 15 total firms which represented a strong response to the RFQ process. 12 firms proposed for water, wastewater, and stormwater design services while 13 firms proposed for street and roadway design services. A panel of City staff evaluated the proposals independently and then met to discuss the proposals and rank them.

The SOQs were ranked based on the advertised criteria, as per Government Code Section 4526 which states:
“Notwithstanding any other provision of law, selection by a state or local agency head for professional services of private architectural, landscape architectural, engineering, environmental, land surveying, or construction project management firms shall be on the basis of demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required.

Staff’s recommendations are based on criteria that seek to identify the following items:
• Capacity of the team to perform the work
• Qualifications and experience of the employees identified • Past experience with projects of similar size and scope • Capability to meet milestone and budget requirements
• Technical expertise and demonstrated ability to efficiently deliver projects with an understanding of Constructability.
• Experience with City Specifications, Standards and Drawings • Any specialized project needs, such as experience with specific techniques for delivery of the City’s street projects.

While all consultants who submitted SOQs had varying levels of qualifications, staff recommends limiting the list to the firms identified in the tables on the following page. This recommendation provides for redundancy in available service, increases the likelihood that all selected consultants will complete some level of work for the City, and assures that chosen consultants are well qualified to complete the work without additional assistance from City staff. While staff recommends limiting the list to seven approved consultants, the streets and roadways on-call list is recommended to be larger than the others due to the large volume of work that the City anticipates in this category over the next several years.

Agenda Item No. 8

Meeting Date: June 22, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Matthew Bronson, City Manager
SUBJECT: Creation of Ad Hoc Council Committee on Building Heights and Commercial Space Citizen Initiative and Next Steps with the Citizen Initiative

RECOMMENDATION
Approve the creation of an ad hoc Council committee consisting of Mayor Dee and Council Member Tuggle on the building heights and commercial space citizen initiative and receive information about the next steps regarding the citizen initiative.

BACKGROUND
On June 8, 2026, the Council adopted Resolution No. 26-20 to place a citizen initiative to reduce building heights in commercial and industrial areas and establish a commercial space requirement on the November 3, 2026, general election ballot. This action followed submission of a petition for this initiative to the City on April 20, 2026, and certification of signatures accepted by the City Council on May 11, 2026, that required the Council to either adopt the ordinance in the initiative or place the ordinance on the November 2026 ballot.

The initiative would limit building heights in certain Commercial Zoning Districts to three (3) stories and no more than forty feet (40') in height, and limit buildings within the Industrial Zoning Districts to thirty-three feet (33') in height. The initiative would additionally change how building height is measured and require that building heights are measured from the average natural grade to the highest point of the building, including any appurtenances. For mixed-use developments, the initiative would require a minimum of thirty-three percent (33%) of a mixed-use building to be dedicated to commercial uses and require such commercial uses on the ground floor frontage on the primary street.

The June 8th staff report provided additional information on the impacts of this initiative. These impacts included potential loss of residential units that would have to be accounted for elsewhere in the city, the implementation process if the initiative was approved, including coordination with the California Department of Housing and Community Development (HCD) to remain compliant with State housing law, and the overall fiscal impact projected with this effort.

Ad Hoc Council Committee
Along with placing the initiative on the ballot, the Council provided direction to create an ad hoc Council committee related to the initiative and this agenda item establishes such a committee.

The expressed intent of such a committee is to meet with proponents of the citizen initiative to Staff Report: Creation of Ad Hoc Council Committee on Development Initiative and Next Steps Page 2 June 22, 2026
discuss these potential impacts and alternatives that could be considered. An ad hoc committee consisting of two members of the Council can be established at any time and for any purpose by Council action and can meet on an as-needed basis. The two members of the Council proposed for this committee are Mayor Dee and Council Member Tuggle though the Council can modify this composition if desired. If the creation of this committee was approved by the Council, the City Manager and/or City Attorney would support the work of this committee as staff.

Next Steps with the Citizen Initiative
Below is a summary of next steps related to the citizen initiative following the June 8th meeting:
• The City Clerk has submitted the adopted resolution (Resolution No. 26-20) for placing the citizen initiative on the November ballot to the County Elections Office. The citizen initiative would be labeled on the ballot as Measure F-26. • Staff is working with SLOCOG to schedule an agenda item with the Council to discuss the upcoming Regional Housing Needs Allocation (RHNA) process and hear concerns about the City’s potential allocation in the potential distribution methodology. A proposed timeframe for this agenda item is July through September depending on schedule availability and initial discussions about the methodology. Final adoption of the methodology is anticipated in early 2027.
• Staff is working on a Request for Information (RFI) for the analysis that would be needed if the measure is approved that would confirm the number of residential units lost through this action and potential rezoning needed to account for these lost units. This RFI would just produce information about the availability of firms to do this work and the estimated cost involved. The RFI is anticipated to be released later this month. • As part of the Request for Proposals (RFP) process to begin for the consultant work related to the Housing Element update, staff is adding an additional work task to analyze the effects of a potential ordinance that reduces building heights without the commercial space requirement. Such an ordinance could potentially have less impact on loss of residential units than the ordinance in the citizen initiative that also includes a commercial space requirement, but this would need to be analyzed by an outside consultant to ensure a legally compliant ordinance. Direction to consider development of such an ordinance would need to come from the Council as this initial information about the cost and timing of such an analysis would be brought to the Council for discussion once available. The RFP is anticipated to be released later this month.

In addition to these items, staff is implementing direction provided by the Council as part of the action to place the initiative on the November 2026 ballot. This direction included sending letters to HCD in support of SLOCOG’s objection to the proposed countywide RHNA number and requesting a letter to the City outlining HCD’s review process if the measure is adopted and the necessary steps to ensure compliance with the City’s Housing Element. Staff would add that HCD has already reached out to the City about placement of this initiative on the ballot and has requested a meeting later this month to discuss the potential impacts. This meeting may also provide information on HCD’s review process and compliance efforts the City would need to undertake. Lastly, the Council directed staff to send a support letter for AB 2676 which would affect implementation and enforcement of voter initiatives related to housing development.

SUBJECT: Amended and Restated Resolution Placing on the Ballot an Initiative Measure to Limit Building Heights and Establish a Minimum ThirtyThree Percent (33%) Commercial Component in Mixed-Use Development to Extend the Time to Submit Arguments

RECOMMENDATION
Adopt an amended and restated resolution placing on the ballot an initiative measure to limit building heights and establish a minimum thirty-three percent (33%) commercial component in mixed-use development to extend the time to submit arguments in favor and against.

BACKGROUND
On June 8, 2026, the City Council adopted a resolution placing a citizen initiative on the November 3, 2026, ballot to adopt an ordinance to limit building heights and establish a minimum thirty-three percent (33%) commercial component in mixed-use development, attached hereto as Attachment

1. State law requires the City elections official to fix a date 14 days from the calling of the election as a deadline, after which no arguments for or against a City ballot measure may be submitted unless the election is consolidated with another election (Elec. Code, § 9286.) The City municipal election will be consolidated with the statewide general election.

The June 8, 2026, resolution called for ballot arguments in favor of or against the measure to be submitted by June 22, 2026, which is 14 days after calling the election. However, to provide more time to initiative proponents and opponents to submit arguments, the notice posted required ballot arguments to be submitted by July 17, 2026, which is also in line with the County Elections Office’s filing deadlines. This amended and restated resolution amends the ballot argument deadline in the resolution to conform with the notice deadline.

FISCAL IMPACT
There is no fiscal impact.

CITY OF GROVER BEACH

CITY COUNCIL STAFF REPORT
Agenda Item No. 10
Placement: Consent
Meeting Date: June 22, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Wendi Sims, City Clerk
SUBJECT: Resolution Requesting the Board of Supervisors Consolidate City of Grover Beach Ballot Initiative Elections

RECOMMENDATION
Adopt the Resolution requesting the County Board of Supervisors to consolidate the City’s General Municipal Ballot Initiatives Elections with the Statewide General Election.

BACKGROUND
State law establishes the dates when general law cities conduct municipal elections for the purpose of considering citizen-initiated ballot measures. Grover Beach Municipal Code (“GBMC”) section 2350 requires the General Municipal Election to be held on the same day as, and consolidated with, the Statewide General Election. With adoption of this resolution, the City of Grover Beach (“City”) will be requesting the County Board of Supervisors to consolidate the General Municipal Ballot Initiative Election with the Statewide General Election. The request must be submitted to the Board of Supervisors by no later than August 7, 2026.

On October 15, 2024, the City Council adopted a resolution to place an initiative on the November 2026 ballot. This measure will be Measure A-26 on the ballot and invites Grover Beach’s electorate to weigh the benefits of electing a City Clerk against the tradition and current practice of appointment.

On June 6, 2026, the City Council adopted a resolution to place an initiative on the November 2026 ballot. This measure invites Grover Beach’s electorate to weigh the benefits of limiting building height in certain City zones and requiring mixed used development to be at least thirtythree percent (33%) commercial.

Adoption of this resolution will consolidate these two ballot initiatives with the Statewide General Election.

FISCAL IMPACT
The City’s total estimated costs for the November 2026 General Municipal Election are FortySeven Thousand Dollars ($47,000) and are included in the proposed Fiscal Year 2026-27 budget.

The cost of placing the citizen initiative on development standards and the citizen initiative to elect a City Clerk on the ballot is expected to cost an additional approximate Ten Thousand Dollars Staff Report: Resolution to Consolidate Municipal Ballot Initiative Election Page 2 June 22, 2026
($10,000). By consolidating the election with other jurisdictions in the County, the City's costs are significantly reduced.

ALTERNATIVES
The City Council has the following alternatives to consider:

1. Adopt the Resolutions as submitted;

2. Amend the Resolutions, provided all requirements of the Elections Code are met, and adopt the Resolutions as amended; or

3. Do not adopt the Resolutions and provide alternative direction to staff.

PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
