CITY OF GROVER BEACH
CITY COUNCIL STAFF REPORT
Agenda Item No. 11
Placement: Consent
Meeting Date: July 27, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Nick Szamet, Director of Administrative Services SUBJECT: Resolution to Amend the Master Fee Schedule for Community Services Special Events/Outdoor Assemblies
RECOMMENDATION
Adopt the Resolution to amend the Master Fee Schedule for FY 2026-27 for Community Service Facility Fees and provide a graduated level of costs for Special Event/Outdoor Assembly of 100 or more people and adjust the pricing as provided in the amended Master Fee Schedule.
BACKGROUND
The City routinely reviews its fee structure to ensure that fees adequately recoup the cost of providing specific services. The annual review is typically done each spring as part of a comprehensive Master Fee Schedule update. However, this past spring, adjustments to Community Services outdoor assembly fees were not included and are now proposed to be updated. The attached Resolution will incorporate the changes requested which are aimed at making permits for gatherings at City facilities more affordable. These changes are based on Community Services staff’s assessment of the event’s requirements and necessary levels of review, which can be simple or complex based on the nature of the event, rather than the current one-size fits all approach in the Master Fee Schedule.
The proposed amendments would create a graduated table of fees based on the level of review for special events or public assemblies of 100 or more. Currently, fees are set at a flat rate of $500 or $1,581 if reviewed by City Council (staff would note that there have not been recent examples of special events or public assemblies reviewed by Council). Instead, staff is recommending a revised fee structure at a minimum of $99 for an initial feasibility review. If an event moves to the application phase, an additional $150 will be assessed and if the event is determined to require Public Works or Public Safety review, an additional $125 will be assessed for each. The most that an event would be charged is $499 under the revised fee schedule which is consistent with the current flat rate and some events may end up with a lower fee as a result of the level of review required. In addition, the requirement for a Council review with a fee of $1,581 is proposed to be eliminated.
Pending Council adoption, this revised fee structure would go into effective beginning July 28, 2026 and used for future events from that point forward.

FISCAL IMPACT
Although one or more events per year may pay less in fees, overall, this adjustment is not expected to have a material effect on City’s revenues or budgeted expenditures. The proposed amendments will also bring the City in line with neighboring jurisdictions’ fees for similar events.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt the Resolution amending the FY 2026-27 Master Fee Schedule for fees associated with Special Event/Public Assembly Fees; or
2. Provide alternative direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.
