CITY OF GROVER BEACH
CITY COUNCIL STAFF REPORT
Agenda Item No. 5
Placement: Consent
Meeting Date: July 27, 2026
TO: Honorable Mayor and City Council
FROM: Matthew Bronson, City Manager
PREPARED BY: Kristin Eriksson, Assistant City Manager
Mark McKibben, Human Resources Officer
SUBJECT: Resolution to Amend the Position Allocation Related to Records and Property Technician and Community Services Officer Positions and Resolution to Amend the Memorandum of Understanding with the Grover Beach Police Officers Association
RECOMMENDATION
Adopt a Resolution to amend the Position Allocation to establish the new job classification and compensation for and add 1.00 Full-Time Equivalent (FTE) Lead Police Records Property & Evidence Technician; delete 1.00 FTE Records & Property Technician allocation; delete 0.50 FTE Community Services Officer within the Police Department and adopt a Resolution to amend the Memorandum of Understanding with the Grover Beach Police Officers Association.
BACKGROUND
The Grover Beach Police Department is currently allocated 2.00 Full-Time Equivalent (FTE) Records & Property Technicians. These positions are responsible for the management of found property, seized evidence, police reports and various public records. The custody and release of these items are governed by specialized state laws and statutory processes. In addition to directly supporting Police Department staff, these positions regularly interact with the public by assisting with citations, police reports and public records requests.
At the request of the Police Chief, the Human Resources Officer analyzed the workload and structure of these two positions and determined that converting 1.00 FTE to a lead-worker level position was consistent with the operational needs of the Department. In any work unit, it is important to have at least one team member who possess advanced and specialized technical expertise. This specialized knowledge allows the team to work independently and efficiently execute their duties, thereby minimizing the reliance on management staff for task assignment and routine approvals.
As proposed, the Lead Police Records Property & Evidence Technician role bridges the gap between frontline execution and management-level oversight. Responsibilities for this role include training of staff, reviewing the work of others and establishing processes and procedures for the unit. Similarly, new technologies including dashcam footage and body-worn camera recordings require specific protocols to be followed during processing and prior to release. Finally, this position will help to ensure consistency in onboarding and training other Technicians, and Police Officers, as they join the force or assume new roles in the department. The establishment of this Staff Report: Police Department Position Allocation Amendments Page 2 July 27, 2026
lead-worker role is a key component to ensure consistency in daily operations, chain of custody compliance, and timely response to requests for public records, accident and arrest reports, and related legal documents. If approved, this Lead Police Records Property and Evidence Technician position would be filled through an internal recruitment process.
As part of this analysis, the Police Chief and Human Resources Officer also reviewed the Police Department’s current allocation of 2.50 FTE Community Service Officers (CSO). While the two full-time allocations have consistently been filled, the half-time allocation has been vacant for over 16 months and has been difficult to fill, due in part to its limited hours. This position requires the same amount of specialized training as the full-time positions, but the limited hours prolong the training period. It is also difficult to retain staff in this position, as incumbents are frequently looking for full-time opportunities. The Police Department has determined that the workload is consistent with two full-time CSOs and recommended repurposing the 0.50 FTE allocation to provide funding to support the establishment of the Lead Police Records Property & Evidence Technician.
Lastly, in developing the new job classification, staff identified a conflict between the Police Department’s policy and the MOU with the Grover Beach Police Officers Association (GBPOA) associated with the new job class. The department’s policy manual identifies the Lead Police Records Property & Evidence Technician classification as a promotional position. By definition “promotional position” means a higher-level classification. In contrast, the current MOU identifies this job classification as a Special Duty Assignment and not a permanent promotional position in a higher class.
To address this conflicting language the parties agreed to strike the reference to Lead Police Records Property & Evidence Technician from the MOU and rely upon the policy language. A side agreement drafted by the City and approved by the GBPOA memorializes this amendment.
This change also ensures that a competitive recruitment process will be used to fill vacancies in the new job class. The City has satisfied its “meet and confer” requirements with the GBPOA which supports these recommendations as presented.
FISCAL IMPACT
This recommendation results in cost savings of approximately $41,253 for the remainder of the current fiscal year and $45,003 on an annual basis upon approval of this recommendation.
ALTERNATIVES
The Council has the following alternatives to consider:
1. Adopt a Resolution to amend the Position Allocation to establish a job classification and compensation for and add 1.00 Full Time Equivalent (FTE) Lead Police Records Property & Evidence Technician; and to delete 1.00 FTE Records & Property Technician allocation; and to delete 0.50 FTE Community Services Officer within the Police Department; and amend the MOU with the GBPOA, or
2. Provide alternate direction to staff.
PUBLIC NOTIFICATION
The agenda was posted in accordance with the Brown Act.

SIDE LETTER OF AGREEMENT AMENDING
THE 2024-2027 MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF GROVER BEACH AND
THE GROVER BEACH POLICE OFFICERS ASSOCIATION
This Side Letter of Agreement (“Agreement” is made between the City of Grover Beach (the "City") and the Grover Beach Police Officers Association (“GBPOA”) for the purposes of clarifying the Section 10: SPECIAL DUTY PAY in the current Memorandum of Understanding (MOU) between the parties.
On July 27, 2026 the City established the Lead Police Records Property and Evidence Technician classification, that is represented by the GBPOA. Section 10: SPECIAL DUTY PAY of the current MOU identifies the job classification “Lead Records and Property Technician” as a Special Duty Assignment and not a permanent promotional position in a higher class.
In contrast, the Police Department’s Policy Manual Section 1004.4.2 NON-SWORN SUPERVIOSR SELECTION PROCESS identifies the Lead Records and Property Technician classification as a promotional position. By definition “promotional position” means a higher-level classification.
To address this conflicting language and to be consistent with the City’s establishment of the new promotional Lead Police Records Property and Evidence Technician, the parties agree to strike the reference to Lead Records and Property Technician from the MOU in Section 10: SPECIAL DUTY PAY.
The parties further agree to rely upon the language in the Police Department’s Policy Manual Section 1004.4.2 NON-SWORN SUPERVSOR SELECTION PROCESS pertaining to the Lead Records and Property Technician
The effective date of this side letter is July 27, 2026 CITY: ASSOCIATION:
