CITY ADMINISTRATOR REPORT: (Information Only)
The City Administrator stated that Joy Otsuki of Leibold, McClendon & Mann (RDA Attorney) spoke with Santa Barbara Countywide Oversight Board (SCOB) staff (Jackie Salvadore) and she has canceled the SBCOB meeting to approve the amended the Recognized Obligation Payments Schedule (ROPS) as the Department of Finance (DOF) has said they will not approve a reduction in administration expenses on the Amended ROPS. This is very frustrating to the COB (and to us) because Finance has mentioned in its letters repeatedly that it considers the administration expenses to be too high, and not just for Guadalupe SA.
Accordingly, the City Administrator said the Successor Agency item is no longer necessary and can be removed from the agenda.
9. DIRECTOR OF PUBLIC SAFETY REPORT: (Information Only) The Public Safety Director Reported on:
Fire - The Guadalupe Fire Strike Team has returned from their "Wildfire Strike Team" mutual aid assignment in Northern California.

Consulting City Planner Mr. Bill Scott provided a written report and gave a presentation about the above-referenced project. At 7:00 p.m. the Mayor opened the public hearing and gave members of the public a chance to speak:
George Alvarez asked if we have plans for secondhand smoke? Do we have equipment and training and testing for DUl's?
Austen Connella, Owner
Since / was the first to apply for a medical dispensary permit in SLO County way back in 2003, I have been trying to normalize cannabis here on the Central Coast. While that original effort met its end with a misguided appeal, my stubbornness is working. With a fully operational shop in SLO, and Guadalupe now set to take hold, I'm working every day to return cannabis to the people. While the multi-state operators are stressed with their bloated budgets, poor operations and a basic disconnect from the local markets they attempt to serve, we are striving to fill the vacuum created by their exits and shortcomings.
We started the process of working for a dispensary in Guadalupe over three years ago. In that time, we worked to move the understanding and comfort of the city toward onboarding this industry, and we are happy to see it happening at last.
We have met and discussed our project with many citizens, volunteered, and generally worked to become contributing community members. I am happy to have formed relationships here, and the time and effort have been rewarding. You may have seen us at Foodbank days, picking up trash at Dunes Center events, or attending Guadalupe Business Association meetings. And you'll keep seeing us because the impact we make is our measure of success.
But what often goes unnoticed is the hard work that happens behind the scenes. We are excited to share some of that with you tonight. We've dedicated countless hours to building a professional brand for Root One, our dispensary. We've partnered with an ad and design firm to create a branding September 12, 2023 City of Guadalupe Council Meeting Minutes Page 4 of 10 and marketing strategy that captures the essence of the Central Coast - the Four P's: Plant, People, Passion, and Place.
This branding isn't just about aesthetics; it's about creating an experience that resonates with our customers.
Our commitment extends beyond branding. We are also collaborating with these experts to design the interior of our retail space, ensuring that our vision becomes an integral part of the shopping experience.
We want to bring people to Guadalupe, not just as customers but as part of our community.
Our focus remains on keeping our efforts close to home and being true catalysts for change in Guadalupe. Our mission is to bring positive change to the city and help revitalize the business district.
Root One is just the beginning, and our goal is to attract more businesses to Guadalupe, creating a thriving economic ecosystem. The profits generated from Root One will be reinvested in the community, igniting further economic growth.
Today, we stand on the brink of an exciting future for Guadalupe, one where cannabis is a positive force for change. We invite you to join us on this journey, as we work tirelessly to make Guadalupe a better place for everyone. Thank you for your time and support.
Adam Laurent, Owner
We have navigated a winding road to be with you here today and are able to activate this entire project, bringing Root One to its enterprise readiness. The speed of developing this CUP since submission in late June is testament to how we operate, as well as what can be done when a motivated company works together with a motivated city. Our goal is to continue this momentum into achieving our building permit, which we submitted in advance of this CUP approval at our own risk. We will actively manage this buildout with an eye on quality, compliance, but also to get this store open and city revenues spun up.
There have been surprises, setbacks, challenges. We have met them all and stand tall ready to forge this path. Our compass is good. Our aim is true.
We were first to secure our location in Guadalupe's contest. We looked at every single commercial space in Guadalupe that would let us. We honestly had the pick of the litter here. And after an exhaustive process, we landed at this Location at 928 GUADALUPE Street. Many of you know it as the former Ritter Gallery.
Completing the purchase of our building reflects that we're in this for the long haul. Just as we are stewards of the land, we are now stewards of this special building. We plan on honoring its history and heritage, as we give it a new economic life.
September 12, 2023 City of Guadalupe Council Meeting Minutes Page 5 of 10 Neighborhood Fit
Ideal Elements: dedicated onsite parking, completely secure with a fenced delivery bay in the back, right sized with no need for major construction/additions
ROOT ONE BELIEVES WE OWE A DUTY TO OUR NEIGHBORS TO OPERATE OUR BUSINESS RESPONSIBLY. WE WILL ACCOMPLISH THIS THROUGH PROACTIVE MANAGEMENT, early identification of any issues, and prompt complaint response. We're not here to stamp our will on anybody. We're here to integrate into this community and fit it.
We were first in this contest to select a building, and we looked at every single building that would let us through the door. We love the historic nature of our building, and just like Austen is a steward of the land he farms, we are now stewards to this building. We want to honor its heritage, and only want to give it its next economic life. We can't wait to make this a commercial and community success.
I'd just like to give a shout out to Bill Scott, the planner who processed and guided this CUP. He's been a pleasure to work with and an absolute refreshing change from planners in many other jurisdictions. You've got a good one, Guadalupe.
The Council Members gave recognition to Adam and Austen for all of their volunteering, especially at the Thursday food distribution.
The Public Hearing closed at 7:27 p.m.
A motion was made by Council Member Lizalde and seconded by Council Member Robles to adopt Resolution No. 2023-74 approving the Conditional Use Permit 2023-031-CUP, including CUP Findings, a CEQA Class 1 Exemption, and the Conditions of Approval. 4-0. Motion passed.
