Regular Meeting of the Guadalupe City Council

1. ROLL CALL:

Mayor Julian called the meeting to order at 6:00 p.m. All were present.

4. AGENDA REVIEW
At this time the City Council will review the order of business to be conducted and receive requests for, or make announcements regarding, any change(s) in the order of business.
No changes were made to the agenda.
5. COMMUNITY PARTICIPATION FORUM
Each person will be limited to a discussion of three (3) minutes or as directed by the Mayor. Pursuant to the provisions of the Brown Act, no action may be taken on these matters unless they are listed on the agenda, or unless certain emergency or special circumstances exist. City Council may direct staff to investigate and/or schedule certain matters for consideration at a future City Council meeting.

2. George Alvarez spoke on the lack of animal control.
PRESENTATIONS

7. CONSENT CALENDAR (A-E)
The following items are presented for City Council approval without discussion as a single agenda item in order to expedite the meeting. Should a Council Member wish to discuss or disapprove an item, it must be dropped from the blanket motion of approval and considered as a separate item.
A. Waive the reading in full of all Ordinances and Resolutions. Ordinances on the Consent Calendar will be adopted by the same vote cast as the first meeting unless City Council indicates otherwise.
Approve payment of warrants for the period ending February 14, 2025. c. Approve the Minutes of the City Council special meeting of February 8, 2025.
D. Approve the Minutes of the City Council regular meeting of February 11, 2025.
Adopt Resolution No. 2025-13 designating the Mayor as the authorized representative for the City of Guadalupe to submit a Financial Assistance Application for a financing agreement with the State Water Resources Control Board.
Motion was made by Council Member Hernandez and seconded by Council Member Furness to approve the balance of the Calendar. 5-0 Motion passed.

REGULAR BUSINESS
10. Adoption of City Council Norms/Protocols and Goal Statements to guide the FY 2025-2026 Budget.

Recommendation: That the City Council adopt Resolution No. 2025-14 approving the City Council Norms for good governance and Goal Statements containing goals to be used in the fiscal year 2025- 2026 budget process.
Motion was made by Council Member Villegas and seconded by Council Member Costa, Jr. to approve Resolution No. 2025-14 approving the City Council Norms with Goal Statements, as amended. 5-0 Motion passed.
11. Mid-Year Budget Review for Fiscal Year 2024-2025.
Written report: Janice Davis, Finance Director
Recommendation: That the City Council adopt Resolution No. 2025-15 approving budget amendments to the FY 2024-2025 budget.
Motion was made by Council Member Furness and seconded by Council Member Villegas to approve Resolution No. 2025-15. 5-0 Motion passed.
