Council Member Villegas inquired with Chief Cash about page 6 of the warrants regarding the amount of $13,000.00 for a marketing web site redesign. If a new vendor is being used why and would this website be attached to the city website.

Chief Cash responded there were complaints about the existing website internally and externally with unconnected links which promoted the search for a new vendor. The vendor offered a comprehensive package which included community relation items.

Council Member Hernandez asked Chief Cash if the website would be integrated into the city website. Chief Cash responded it would be and will include the Fire and Police Department.

Council Member Villegas asked Chief Cash about a one-year subscription for $3,000.00 for GOV Pilot on page 13 inquiring what it is and how it relates to code compliance.

Chief Cash responded that the subscription is for Code compliance software. It will help to categorize and issue citations and track everything when going before a hearing judge and bring the system into the 21st century.

January 27, 2026 City of Guadalupe Council Meeting Minutes Page 2 of 5 Council Member Villegas asked Chief Cash about a new vehicle and inquired if this was for the rotation process. If so, what happens to the rotated vehicles.

Chief Cash responded that the rotation process aims to retire vehicles when they are still considered assets, rather than spending more money on their maintenance and upkeep. The old vehicles are typically stripped down and auctioned off.

Council Member Villegas asked Annette Munoz about the J&E Cleaning service on page 18 as to why these invoices were late.

Annette Munoz responded she was not sure why these were late. To prevent future late fees the city is now implementing weekly check run. This will avoid late charges, for invoices not being received promptly or waiting for the next council meeting for ratification. The goal is to ensure all vendors are paid up-to-date avoiding further late fees.
