Program Hurdles
Parent engagement
Lack of engagement to our higher risk population
Excessive amount of referrals attest to the need of resources in the community Having to refer children and their families to services that best fit their needs. This is outside the realm of the M.A.P.S. program. We don't have the resources to properly help every family.
- We have had 3 single parent families in just this past year looking for resources because they are getting evicted.
The mental and behavioral health of the youth is a growing concern in the community.
Behavioral issues are on the rise, there were 15 juvenile arrest made between August 2021 and June 2022 alone. Four of which were arrested for assault with a deadly weapon.
• 6 juvenile 5150's (mental health holds) between August 2021 and June 2022.
Gang influence around the community has become an issue among the youth population.
Youth are viewing gangs as people to look up to rather than looking up to the influential people in the community.
What is on the Horizon? How do we
overcome the hurdles?
•M.A.P.S. has reached out to multiple resources to provide aid for those families in need.
• Aspire net- They are able to offer assistance to families and individuals through various programs.
Community Co-Response Team. Can help assist officers with 5150 calls and can help prov ntal health resources for both the adult and juvenile population. As well as can help w temporary housing assistance or bill assistance.
* The just Ce syst Probin orde offer inter prom bain repeat niend become involved with • Community Mentoring Program: Members of the community that attend the Joven Noble (group counseling sessions) with the youths and that offer a positive influence in these youth's life.
Parent Committee: We envision the parent committee formed at the school, to branch out into the community. This will allow us to provide informational presentations to the community on a larger scale.
• Youth Centered Activities: Recreational activities, possible Rec. Center, more parks, all of these will sway youth away from gang activity, behavioral issues, mental health issues, and arrest. Which in turn creates a stronger community. 5 7/27/2022

COUNCIL AGENDA ITEM
AUGUST 2, 2022
PREPARED BY: Tiffany Vitorino, Recreation Manager
SUBJECT: Gustine Rotary Club Flea Market
BACKGROUND/DISCUSSION
The Gustine Rotary Club has contacted staff to have their Annual Rotary Flea Market in Henry Miller Park on Sunday, September 18, 2022. The Flea Market has been a longstanding tradition for the Rotary and always well attended by the community. The funds raised from the market is used for several projects that take place in the Gustine community.
The Flea Market will consist of numerous booths selling antiques, furniture, and other specialty items. The club is requesting the City waive the rental fees for the park and gazebo rentals. The club would like to allow food vendors at the event to sell from their permitted specialized trailers and booths.
The Rotary is requesting Council's authorization to waive the facility rental fees and to allow vendors in the park during the event. According to the Gustine Municipal Code Section 5-6-3, mobile kitchen type vendors are only allowed in manufacturing districts, except otherwise by special permission of the City Council during festivals, parades and other public events. If approved, staff will ensure that proper permits and licenses will be obtained. The Rotary Club will be submitting the proper paperwork to Merced County Environmental Health Department to obtain the appropriate health permits for the event and each vendor.
The Rotary Club obtains an annual City of Gustine Business License, which serves to cover all vendors that participate in this event.
FISCAL IMPACT
Fiscal impact includes loss of revenue of the rental fees, which is a total of $210. (Two- day rental of Gazebo and Rotary Shelter)
RECOMMENDATION
City Council to consider approving the request from the Rotary Club to allow the mobile food vendors to participate in Annual Rotary Flea Market.

THE FOUR-WAY TEST OF THE THINGS WE THINK, SAY OR DO

COUNCIL AGENDA ITEM
AUGUST 2, 2022
PREPARED BY: Melanie Correa, Administrative Services Director SUBJECT: Approve Denial of Claim
BACKGROUND/DISCUSSION
The City has received a claim from James Everett for damage to his vehicle resulting from a fallen tree limb. The tree from which the limb fell is classified as a City tree, the incident occurred on May 20, 2022. The claimant is seeking damages in the amount of $3,150.00. The claim states that the damage was caused by "wind".
On behalf of the City, Acclamation Insurance Management Services (AIMS) performed an investigation into this claim and has concluded that there was no evidence of negligence and/or liability on the part of the City because the City had no notice, knowledge and/or complaints with regard to the subject tree prior to the date of the incident. More importantly, wind gusts on the date of the incident were recorded as high as 36.15 mph, categorizing the incident as a natural and unforeseeable event caused by the forces of nature. AIMS recommends that the City provides the claimant with a denial letter that outlines the findings of their investigation.
Claimants have six months to pursue the matter should the claim be rejected. The claim will then remain open and investigated until a determination of fault is made. The time period allows the claimant to further pursue the matter through litigation.
FISCAL IMPACT
Claims against the City pose an impact on insurance premiums. Fiscal impact on these claims is not known.
RECOMMENDATION
Council approve denying the claim and the attached Notice of Action Form F be mailed to the claimant.

SUBJECT: Request to Close City Streets for the September 11th Memorial Walk
BACKGROUND/DISCUSSION
The City has received a request from local resident Zachary Ramos of the Traveling Library wishing to coordinate the annual September 11th Memorial Walk.
As in past years, the streets will be barricaded off to allow for pedestrian traffic to walk and commemorate the 21st anniversary of this tragic event. Mr. Ramos is requesting to use Fifth Street from S.R. 33 north to the Veterans of Foreign Wars (VFW) Hall on Sunday September 11, 2022 from 8:00 PM to approximately 9:30 PM to host the "21st Anniversary September 11th Memorial Walk" to honor and remember those who perished in this historic tragedy.
Staff will have ensured that proper barricades will be in place and appropriate detours will be established to accommodate the OLM Procession, occurring concurrently. Street closures and detours will be in effect beginning at 7:30 PM, with the roadway re- opening at approximately 10:00 PM. The actual walk will kick off at 8:00 PM and end at approximately 9:30 PM. The walk is currently scheduled to include a short program inside the VFW Hall.
FISCAL IMPACT
As a result of the OLM Procession, Public Works personnel will have already provided all barricades and detours and as a result, there will be no overtime costs incurred. The Police department will already have staff on-duty to assist with the OLM Procession.
Staff commitment to the 9-11 Memorial Walk will not impact the OLM activities. No extra labor costs will be incurred.
RECOMMENDATION
Staff recommends that Council approve the request for use of streets and services for the "September 11th Memorial Walk" on Sunday, September 11, 2022 from 8:00 PM to approximately 9:30 PM.
