SUBJECT: Request to Close City Streets for the Second Annual Victor Medeiros Memorial Car and Motorcycle Show
BACKGROUND/DISCUSSION
Local resident Bernie Medeiros hosted the Inaugural Victor Medeiros Memorial Car and Motorcycle Show this past February 2022. The event was a big hit with the community and was attended by hundreds of car and motorcycle enthusiasts. She has submitted a request to close the streets on Saturday, February 25, 2023 to host the Second Annua Victor Medeiros Memorial Car and Motorcycle Show. The streets directly impacted would be 5'h Street between 3rd and 5th Avenues, possible up to 2nd Avenue dependent on number of vehicles entering the show. This event is to honor her late husband who suddenly passed away last year.
Victor loved the City of Gustine and owned a 1967 Pontiac GTO which he drove daily through town. Bernie's desire is to have a nice car show to honor him with the local restaurants being promoted as well as two food trucks with a menu that does not compete with the local restaurants. In addition, she would also like to possibly apply for an ABC license for the local bars to sell outside to the public and allow the ability for attendees to walk around enjoying the cars. Any adult beverages would be restricted to the boundaries of the car show which would be monitored by officers who are assigned to the event.
Proceeds from entry fees will be donated to Jessica's House. Bernie has recruited local car clubs and others to assist. The event would start at 8 am and conclude at 4 pm. The streets would need to be coordinated off at approximately 6 am until 5 pm to accommodate the approximately 120 vehicles in the show. The show would conclude with an awards ceremony after the judges have selected the winners of various categories and best of show.
FISCAL IMPACT
None. Public works personnel will be able to supply and retrieve all barricades during normal work hours and as such, there will be no overtime costs incurred. The police department will staff two on-duty command officers and one Police Officer, Explorers, and volunteers to assist with minimal costs at approximately $350, which Motors on Main has expressed they would pay for.
RECOMMENDATION
Staff recommends that Council approve the requested street closure for the Victor Medeiros Memorial Car and Motorcycle Show on Saturday, February 25, 2023 between 6:00 am to 5pm, and approve the allowance of mobile food vendors for the event.

Re: Memorial Car Show
Dear Distinguished City Council Members,
We are requesting the ability to hold the 2nd Annual Motors on Main. This year the event will take place February 25, 2023 on 5'h Street between 3'd and 5th Avenue, from 8am to 5pm. We are requesting the streets be closed during that time and will cover the cost of the street closures along with any additional costs incurred by Gustine Police Department. It is our intention to drive business to local establishments and would like the flexibility to bring in outside vendors.
Following last year's success we anticipate another great turn out this year resulting in a prosperous weekend for all Downtown Gustine.
All proceeds from the 2"d Annual Motors on Main will be donated to Jessica's House. Jessica's House provides support in a safe place for children, teens, young adults and their families grieving a death because no one should grieve alone.
My family and I thank you for your consideration and look forward to honoring Victor's life, providing support to local businesses, and to give back to a very worthy cause and community.
With deep appreciation,

COUNCIL AGENDA ITEM
OCTOBER 4, 2022
PREPARED BY: Ruben Chavez, Chief of Police
SUBJECT: City Council Authorize an Expenditure of a New Police Communications Antenna from Silke Communications, Inc.
BACKGROUND/DISCUSSION
The Gustine Police Department currently contracts with the Livingston Police Department for dispatch services. The contract requires the Gustine Police Department to purchase and maintain all communications equipment. The current dispatch radio antenna on top of the water tower is approximately 20 years old and needs to be replaced. The coverage and connections at times are below standards and creates for an officer safety issue in the event an officer needs assistance.
The company that usually has maintained police department equipment has become too busy to meet our needs. Staff has reached out to several agencies to get recommendations and was provided the company Silke Communications, Inc. as a very professional and responsive communications company. Due to the specialized nature of this work, staff contacted the company to help determine the best solutions to remedy the communications issue.
The company sent a technician who determined the radio antenna on top of the water tower was inadequate and needs to be replaced. The quote for this project requires a specialty team to perform the work. There are very few companies across the western U.S. that perform this work. The team to install the antenna will be traveling from Oregon.
FISCAL IMPACT
The quote to replace the antenna is $10,816.49. Staff had originally budgeted for a moveable message board in the 2022-23 budget in the amount of $10,000 and wishes to reallocate the funding for this purchase. The balance of $816.49 will be from GPD line item 001-0210-640-038-00.
RECOMMENDATION
Staff recommends that Council authorize the Interim City Manager to execute a contract with Silke Communications, Inc. for the purchase and installation of a new communications antenna in the amount of $10,816.49, approve the reallocation of budgeted funding for this purpose, and direct staff to make the necessary budget modifications.

This bargaining unit is comprised of eight (8) public works employees, six of which are full-time, and two part-time.
The proposed amendment includes amendments to the following:
Term
- Salary adjustment
- Call Back/Stand By - clarifying language to exclude employees assigned as standby/on-call from working events occurring during the standby/on-call assignment.

Execute the Agreement on Behalf of the City of Gustine
BACKGROUND/DISCUSSION
As part of the FY 22/23 Capital Improvement Program (CIP), the City of Gustine is implementing a water valve and fire hydrant replacement program to address system deficiencies.
The water valve and hydrant replacement project was advertised on August 24, 2022 and bids were opened on September 7, 2022 at 2 P.M. The major work will consist of furnishing and installing 20 water valves and 9 fire hydrant assemblies at various locations in the City of Gustine.
The City received a total of two (2) bids that were opened and read aloud at Gustine City Hall, at the advertised bid opening date and time. The lowest responsive and responsible bid was submitted by Mid Cal Pipeline & Utilities, Inc. in the amount of $235,400.00.
CONTRACTOR TOTAL BID
Mid Cal Pipeline & Utilities, Inc. $ 235,400.00
Lawrence Backhoe Service, Inc. $ 340,492.00
Engineer's Estimate $ 185,100.00
Staff believes that current increases in construction costs and the relatively small size of the project are cause for the bids to come in higher than the engineer's estimate, as well as why only two bids were received.
FISCAL IMPACT
This project was budgeted at $210,000 in the FY 22/23 approved budget. Construction cost was estimated at $185,100.00 (Engineer's Estimate) leaving $24,900.00 for Soft Costs (Design, Plans, Specs, Bidding, Inspection, Contract Administration). However, the low bid came in higher than the Engineer's Estimate and the City Engineer's office estimated soft costs at $16,900, bringing the total project cost to $252,300 or $42,300 above the original $210,000 budgeted for this project.
The FY 22-23 Budget allocated American Rescue Plan Act (ARPA) funding, General Fund and Water Fund monies to this project. Staff is recommending that the additional $42,300 be furnished by a transfer of that amount from the Linden Avenue SPSS (lift station) Replacement Project - APRA Fund "Other Contract Services" (403-0000-530-009- 00) to the Water Valve and Fire Hydrant Replacement Phase III Project. The $42,300 removed from the Linden Avenue Project will be replaced by allocating the same amount from the Sewer Fund "Other Contract Services" (061-0520-530.201-00).
RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution accepting the low bid from Mid Cal Pipeline & Utilities, Inc. in the amount of $235,400.00 for the Water Valve and fire Hydrant Replacement Phase ill Project, authorize the Interim City Manager to enter into contract on behalf of the City of Gustine, and approve the transfers from the APRA Fund and Sewer Fund.

COUNCIL AGENDA ITEM
OCTOBER 4, 2022
PREPARED BY: Jesus Chavez, Public Works Director
SUBJECT: Authorize Interim City Manager to Execute Agreement with Merced County Public Works Roads Division for repairs to Carnation Road
BACKGROUND/DISCUSSION
Carnation Road, the road that leads to the City's Waste Water Treatment Plant and Animal Shelter, is extremely deteriorated and is in dire need of repair. The ownership of the road is shared with Merced County, with the City owning the portion from East Ave to Kniebes Rd. For the City to repair this road correctly would take several million dollars.
Staff reached out to Merced County Roads Superintendent Wes Whitley in regards to improving the road in its entirety. Staff made Mr. Whitley aware that the City has a large pile of scrap grindings at corporation yard which staff discussed the possibility of using the scrap grindings to improve the road. Mr. Whitley stated that the scrap grindings would not work for the road improvement but could be used along road shoulders.
Mr. Whitley shared that Merced County will be repairing their portion of the road starting at the intersection of Carnation Rd. and Kniebes Rd. to the City of Gustine Wastewater Facility. He also stated they would be willing to assist the City in repairing the remainder of the road from 140' west of Kniebes Rd. to East Ave. Cost of the City's portion of the road repair would be limited to the cost of materials only. The total estimated material is 137 tons of Superior Asphalt Mix SC800. The county would cover costs of their equipment and labor.
Merced County will also apply the asphalt grindings along the improved road on both shoulders. They are also agreeing to haul off any remaining asphalt grindings to use on other road shoulders across the county. The County is interested in starting this project soon, especially before the threat of rain.
FISCAL IMPACT
The estimated material cost is 137 tons of SC800 at $85 a ton, which totals $11,645 plus tax.
Staff is requesting Council's approval to allocate Regional Surface Transportation Program (RSTP) funding to cover the cost of materials.
RECOMMENDATION
Staff recommends that the City Council authorize the Interim City Manager to enter into an agreement with Merced County Roads Division for the repair of Carnation Road, and approve the allocation of RSTP funds to the cost of materials.
