ITEM NO. 6
COUNCIL AGENDA ITEM
SEPTEMBER 17, 2024
PREPARED BY: Melanie Correa, Administrative Services Director SUBJECT: Authorize Issuance of Letter of Opposition for AB 2561
BACKGROUND/DISCUSSION
The League of California Cities, of which the City of Gustine is a member city, has asked for member cities to consider submitting letters to oppose AB 2561.
AB 2561 (McKinnor)
Existing law, the Meyers-Milias-Brown Act (act), authorizes local public employees, as defined, to form, join, and participate in the activities of employee organizations of their own choosing for the purpose of representation on matters of labor relations. The act requires the governing body of a public agency to meet and confer in good faith regarding wages, hours, and other terms and conditions of employment with representatives of recognized employee organizations and to consider fully presentations that are made by the employee organization on behalf of its members before arriving at a determination of policy or course of action.
This bill will require a public agency to present the status of vacancies and recruitment and retention efforts at a public hearing at least once per fiscal year, and will entitle the recognized employee organization to present at the hearing. If the number of job vacancies within a single bargaining unit meets or exceeds 20% of the total number of authorized full-time positions, the bill would require the public agency, upon request of the recognized employee organization, to include specified information during the public hearing. By imposing new duties on local public agencies, the bill would impose a state-mandated local program without any identified source of funding.
The bill has passed through both the Senate and Assembly, with revisions incorporated along the way. Considering the City's employee count, a 20% vacancy threshold is easily achieved with just one vacancy. Further, any additional mandated program, and its residual processes, will take away from the deliverance of core city services.
While a statement of opposition from the City may not affect AB 2561 's passage into law, it will attest towards the City's disagreement with unfunded State mandates and undue burden on its limited staff.
FISCAL IMPACT
There is no fiscal impact associated with this item.
RECOMMENDATION
The recommendation is for City Council to authorize the City Manager, or designee, to execute and submit an opposition letter for AB 2561 to the appropriate recipients.

RE: AB_2561 (McKinnor) Local Public Employees: Vacant Positions.
Notice of OPPOSE (As Amended 8/31/2024)
Dear Senator Caballero,
The City of Gustine must respectfully oppose SB 2561 (McKinnor). This measure requires cities with bargaining unit vacancies to meet with the representative of the recognized employee organization about strategies to fill vacancies. The bill requires the public agency to present this plan during a public hearing to the governing legislative body and to publish the plan on its internet website for public review for at least one year.
The City of Gustine recognizes the impact that long-term vacancy rates have, both on current employees and our residents who receive local services. Many specialty positions like Police Officer are experiencing nationwide workforce shortages and a dwindling pipeline for new entrants, driven by both an expansion of services and an aging workforce. To further complicate recruitment, local governments are competing with both the private sector and other government agencies.
The City of Gustine is committed to continuing the work happening now between all levels of government and employees to expand pipeline programs, build pathways into public sector jobs, modernize the hiring process, and offer competitive compensation. However, we cannot close the workforce shortages overnight; it will take investment from educational institutions, all levels of government, and the private sector to meet the workforce demands across the country.
We must use our limited human resources staff to hire employees during this economically challenging time rather than diverting resources to additional reports.
It is important to note that the meet and confer requirements are not merely procedural in nature to facilitate conversations on vacancy rates. The requirements could result in demands to reopen MOUs, thereby exposing local agencies to impasse procedures, fact finding, and strikes during the MOU term. Certainly, there will be additional time and cost pressures for local agencies related to this requirement.
Local bargaining units have the ability to address workforce concerns and develop hiring retention strategies at the barraging table within agreements and compensation studies. The City of Gustine welcomes collaborating on workforce strategies and believes there is a more feasible solution than AB 2561. As amended, AB 2561 is the wrong approach.
For those reasons the City of Gustine respectfully opposes AB 2561 (McKinnor).
Sincerely,
Soknirorn Than
City Manager

COUNCIL AGENDA ITEM
SEPTEMBER 17, 2024
PREPARED BY: Jami Westervelt, Economic and Community Development Director SUBJECT: Southeast Gustine Master Plan Katakis Development Street Names
BACKGROUND
On July 16, 2024 the Council considered the topic of naming streets within the City. With the first development in the Southeast Gustine Master Plan (SGMP) area proceeding forward, street names for the subdivision need to be decided.
Council provided direction on specific preferred themes for street names and confirmation on a general policy for naming streets in the City going forward. Members also confirmed a desire to review specific street names for the subdivision.
Council expressed a strong preference for historical local significance as the first choice. Several agriculture alternatives were discussed with the Council settling on agriculture in general as the second choice for themes.
DISCUSSION
Staff consulted with the Historical Society to gather a larger list of potential historical street names to start. The majority provided by the Society were individuals, a few places were also provided. For individuals, only those listed posthumously were included.
To most objectively assess the list, the names proposed were compared against criteria based solely on the notes provided by the Society. The ten names listed in Exhibit A are those which meet the most of the criteria, with priority criteria being: founders, historical places, historic achievement, and volunteer/unpaid service to the community. The list is sorted alphabetically by the potential road name.
Approval of this list, along with the addition of Faulder Court previously agreed to by Council, should provide a sufficient amount of names for use in the Katakis Development in SGMP area. Staff recommends Council approve the list of eleven total street names to provide to the Katakis subdivision for use. Only Faulder Court would be required and the developer could choose which of this list to use if fewer names are necessary. The names not selected would be provided to future developers in SGMP.
During Council discussion on July 16, the concept of using the same theme for the entire SGMP area was discussed. This list may not provide enough for the entire SGMP area. However, there are enough historical street names available that would provide
the same criteria utilized in considering this initial list to cover all of the streets for the three approved Vesting Tentative Subdivision Maps and potentially beyond. Exhibit B provides examples of additional historic names, as pulled from the Historical Society website. The list is included to provide context for the availability of additional historic street names for future use in the SGMP area.
As the clear preference by the Council on July 16 was for historical names and there are enough of these to meet the needs for the SGMP development, staff is not bringing forward any other types of themes at this time. The second Council priority of agriculture is a very broad theme and staff will bring forward more specific options within agriculture in future street name discussions.
FISCAL IMPACT
There is no fiscal impact associated with this item.
RECOMMENDATION
City Council approve the attached list of 10 names to provide to the Katakis development to use as street names, along with Faulder Court.

COUNCIL AGENDA ITEM
SEPTEMBER 17, 2024
PREPARED BY: Gary Ingram, Public Works Director
SUBJECT: Approve the Purchase of Four New Utility Trucks
BACKGROUND
The Public Works Department's fleet of utility trucks has been in service for 20 plus years, and many of the vehicles have surpassed their expected service life. The aging fleet has led to increased maintenance costs, more frequent breakdowns, and reduced efficiency in field operations. To maintain operational effectiveness and ensure the safety of our staff, it is necessary to replace these vehicles.
State Cooperative Procurement Contract #1-22-23-20D offers a streamlined procurement process for utility trucks, providing access to pre-negotiated pricing and terms with selected vendors. By utilizing this method, we can expedite the lengthy bidding process, ensuring the timely acquisition of the vehicles needed. This procurement method is allowed under the Gustine Municipal Code Section 2-6-35(0).
The utility trucks being considered under the state contract meet all the specifications required for our operational needs, including:
Fuel Efficiency: Modern fuel-efficient technology to reduce operating costs.
Safety Features: Enhanced safety features including advanced braking systems and driver-assistance technologies.
Warranty: Comprehensive manufacturer warranties covering major components.
Vendor Support: Strong vendor support for maintenance and parts availability.
The total cost of four (4) trucks under State Contract #1-22-23-20D is $299,736.28, which includes delivery and standard options. This pricing has been reviewed and is consistent with market rates, offering a competitive advantage through the state contract.
City Staff will pick up the vehicles in Sacramento to save on delivery fees. The quote includes all applicable OMV fees.
FISCAL IMPACT
$290,000 was budgeted for four (4) new utility trucks in the FY 2024-25 capital expenditure budget, allocated in the following funds:
o $20,000- General Fund (001) - CIP Project No. 25SW0001 o $35,000 - Transportation (Gas Tax 10) Fund (010) - CIP Project No. 25ST0001 o $20,000- Refuse Fund (062)- CIP Project No. 25SW0001
o $125,000 - Water Fund (060) - CIP Project No. 25SW0001, 25WT0001, 25WT0002,25ST0001
o $90,000- Sewer Fund (061)- CIP Project No. 25SW0001, 25WT0001, 25WT0002 There is a cost overrun of $9,736.28 for all four vehicles. This amounts to $2,434.07 per vehicle. For this reason, staff is recommending City Council amend the budget and appropriate an additional $9,736.28 out of the following accounts:
o $4,196.67 -- Water Fund (060)
o $3,021.60- Sewer Fund (061)
o $1,175.07 -Gas Tax Fund (010)
o $1,342.94- General Fund Capital (007)
There sufficient fund balance to accommodate the cost increase outlined above.
RECOMMENDATION
Staff recommends Council consider approving a resolution authorizing the City Manager to execute a Purchase Order with Winner Chevrolet for the acquisition of four (4) utility trucks and amend the Fiscal Year 2024-2025 budget to appropriate an additional $4,196.67 in the Water Fund (060), $3,021.60 in the Sewer Fund (061), $1,175.07 in the Gas Tax Fund (010) and $1,342.94 in the General Fund Capital (007) for the purchase of these vehicles.

ITEM NO. 9
COUNCIL AGENDA ITEM
SEPTEMBER 17, 2024
PREPARED BY: Soknirorn Than, City Manager
SUBJECT: Utility Users Tax Expenditure Plan
BACKGROUND
On July 3, 1995, City Council adopted ordinance 405 establishing a Utility Users Tax (UUT) and add chapter nine to title three of the Gustine Municipal Code. This tax rate is set at
2.5% and applies to Cable Television Services, Electricity, Gas, Telephone, and Water.
The purpose of this tax is to provide general municipal revenues, which is to be used for general municipal purposes. Per section, 3-9.010 of the ordinance, the revenue generated by this tax shall be placed in the City's General Fund.
Per our adopted budget, this revenue has been placed in the Utility Tax Fund (Fund 002). Below are the annual revenues generated from Fiscal Year 2007-2008 to Fiscal Year 2023-2024.

$50,000.00
$- I
Although, per the adopted ordinance, this fund is unrestricted and can be used for general municipal purposes, the City Council directed staff on June 18, 2024 to bring this item back for discussion.
During the previous discussion, it is believed that this fund is not intended to be used for
employee salaries or benefits, but rather is intended for special projects and/or special events that the General Fund would otherwise not be afforded.
DISCUSSION
Based on staff review, the UUT can be used for any lawful purposes without restriction; however, the City Council may add expenditure limitations as to how the tax revenue can be used at any time. The best practice in achieving such limitations would be as follows:
1. Revise the ordinance and add the expenditure limitation through adoption of an amended ordinance
2. Adopt an expenditure plan/policy
Regardless of the methods, there are three keys steps to consider:
1 . Set Clear Objectives:
a. Policy Goals: Define the policy goals and objectives that the expenditure plan aims to achieve. This could include infrastructure improvements, public safety enhancements, educational programs, recreational programs or community development projects.
2. Budget Allocation:
a. Prioritize Spending: Allocate funds based on priority areas. Essential services like public safety, education, and healthcare often take precedence; however, existing quality of life services may also be considered. Ensure that the allocation aligns with the community's needs and policy goals.
b. Capital vs. Operating Expenses: Differentiate between capital expenditures (long-term investments like infrastructure projects) and operating expenses (day-to-day operational costs).
3. Expenditure Limits and Controls:
a. Tax and Expenditure Limits: Will City Council want to consider imposing expenditure limits based on various factors such revenue growth, inflation, or fixed percentage of projected revenue.
Exhibits B and C are sample expenditure plan from other agencies.
FISCAL IMPACT
None at this time. Depending on the funding priorities, staff will analyze the fiscal impact and bring this back to Council for evaluation.
RECOMMENDATION
Staff is seeking City Council direction whether to put together an expenditure plan or revise the ordinance for UUT expenditures. If City Council desires to adopt an expenditure plan, staff is requesting direction as to which area of priority and category of expenditure (Capital vs. Operating expenses) should be focused on.

The SCRPD Director reports to the Sonoma County Board of Supervisors.
Independent Citizens' Oversight Committee and Annual Audit The Board of Supervisors shall establish a citizens' oversight committee to provide transparency and ensure fiscal accountability. The committee shall review the receipt and expenditures of the revenue from the transactions and use tax, including the County's annual independent audit. The committee's review shall be completed in conjunction with the County's budget process. The committee shall produce an annual oral or written report on its review which shall be considered by the Board at a public meeting. The committee may provide budget recommendations to the Board and City Councils regarding expenditures from the transactions and use tax. Any written report shall be a public record. The Board shall adopt a resolution regarding the appointment of seven committee members, and any additional duties of the committee. A minimum of two of Committee members will be selected from list of names submitted by the Mayors of Sonoma County Cities, provided such suggested names are submitted. In the absence of one or both names from City Mayors the Sonoma County Parks Advisory Commission Chair and Vice Chair will serve on the Oversight Committee. Each Board of Supervisor Member will appoint one person to serve on the Citizen's Oversight Committee. Committee members will serve a three year term and are eligible to be reappointed to one additional three year term.
The funds collected from the transactions and use tax ordinance shall be accounted for and tracked by the County Auditor-Controller Treasurer-Tax Collector in four separate funds to facilitate citizen oversight.
The amount generated by this revenue source and how it was used shall be included in the annual audit of the County's financial operations by an independent certified public accountant, which the committee shall review.

Annual Report
An annual Sonoma County Parks Improvement, Water Quality, and Fire Safety Measure Transactions and Use Tax Ordinance Report shall be prepared by the SCRPD and each city no later than the last day of the sixth month following the end of each fiscal year. The Report shall be submitted to the Citizens' Oversight Committee for review. The Committee will submit their findings and conclusions to the County Board of Supervisors and City Councils. The Report will also be made available to the public. The Annual Report shall detail the prior fiscal year's activities related to the retail transactions and use tax. California Department of Tax and Fee Administration Costs.
Payment for the costs of contracting with the California Department of Tax and Fee Administration for administration of the tax shall be the responsibility of the County. If the election is successful, the County shall be reimbursed for any fee charged by the California Department of Tax and Fee Administration from the proceeds of the tax.- Election and Administration Costs
Payment for the costs of the election shall be the responsibility of the County. If the election is successful, the County shall be reimbursed for the cost of the election from the proceeds of the tax. The annual administrative cost borne by the County's Auditor staff and the California Department of Tax and Fee Administration will be deducted from the annual proceeds from 1/8% sales tax before distribution to the park departments.
Allocation of Transaction Tax Proceeds
The net proceeds from the 1/8 % tax after deduction for California Department of Tax and Fee Administration and the County Auditor-Controller, Treasurer, Tax Collector cost for the administration of the tax shall be distributed as follows: 33.3% of proceeds from the 1/8th
percent transaction tax will be distributed to all incorporated cities based on their pro rata share of the most current total population of incorporated Sonoma County cities as provided by the State of California Finance Department. A onetime change over the 10 year term of this measure can be made to the per capita method of distributing the 33.3% share to cities by agreement of a 2/3rds majority of the City Managers or their designee's from each of the incorporated Sonoma County Cities.
Maintenance of Effort Requirement
The proceeds from this measure should not be used to supplant an agency's historical general fund(s) contribution in support of the operating (non-capital project) cost for providing its park and recreation programs, facilities and services. Other than during times of financial downturn or other unexpected event, General Fund contributions, adjusted for onetime funding, should not be less than allocated for the previous fiscal year. For purposes of this section a financial downturn is defined as a time where total general fund revenues for the county/city have declined by 1% or more when compared to the previous year.
Tax proceed recipients (cities and county) with reductions to General Funded Parks Departments due to financial downturn will not be deemed as in violation of the maintenance of effort requirement provided the actual amount of General Funds provided for operating Parks and Recreation programs, facilities and services is no less than the lowest amount provided over the three fiscal years of 15/16, 16/17 and 17 /18 as shown in those three years' Adopted Budgets. Tax proceed recipients as part of their budgeting process shall annually determine the budgeted general fund(s) non-capital contributions, adjusted for onetime funding, for parks and recreation uses.
Implementation Guidelines
A. The duration of the tax will be 10 years, beginning on April 1, 2019 and expiring on March 31, 2029.
B. Environmental reporting, review and approval procedures as provided for under the National Environmental Policy Act, and/or the California Environmental Quality Act, or other applicable laws will be adhered to as a prerequisite to the implementation of any project.
C. Actual tax proceeds may be higher or lower than estimated in this Regional Parks 1/8" Cent Transactions and Use Tax Ordinance for Sonoma County over the 10-year term. The Expenditure Plan is based on the percentage distributions to each Program Category and the dollar values included are estimates only. Actual tax proceeds will be programmed annually in accordance with the percentage distributions in the Expenditure Plan.

FY 2019-20 MEASURE X SPENDING PLAN AND SEVEN YEAR
PRELIMINARY EXPENDITURE PLAN FOR APRIL 17, 2019 BUDGET
WORKSHOP
A new component of this year's budget is Measure X. The provisions of Ordinance 18- OR0334-1 enacting Measure X state that:
"It is the intent that the Measure X funds be used to improve infrastructure and the delivery of public safety services and the plan (the "Measure X Spending Plan'') shall reflect these priorities and include specific proposals for near term expenditures as well as a plan for expenditures throughout the seven (7) year term of the tax, and finance options for larger-scale projects that may require the pledge of Measure X revenues. After review and recommendation by the COC, the Measure X Spending Plan shall be presented to the City Council for its consideration and final decision, in its discretion, as part of the City's annual budget process." (34.6.16 B.)
The attached draft Spending Plan (Attachment 1) is based on the priorities outlined in Measure X to improve public safety and infrastructure. The Measure X Responsible Spending Pledge adopted by the City Council included a list of potential programs and projects that could be funded. The total cost of all of the projects listed in the Spending Pledge is approximately $568M in one-time costs. The pledge notes that "The City Council will need to determine specific priorities as the list of potential programs and projects far exceeds" the anticipated Measure X revenue.
Staff assembled the draft Measure X Spending Plan with a focus on improved public safety services including programs to address homelessness, and infrastructure improvements focused on roads, public safety and beachfront improvements. These
priorities ranked highly in the initial survey and citizen feedback during the Measure X process. The Measure X ballot question also specifically listed "police patrols, crime, drug, and gang prevention, fire, paramedic and 9-1-1 response, pothole repair, street maintenance, improved infrastructure, maintain safe, clean parks and beaches, and address homelessness" as examples of general city services that could be funded by Measure X.
Proposed Spending Plan for FY 2019-20. Year 1 of Measure X includes fifteen months of revenue (April 2019 - June 2020). Based on projections from the City's sales tax consultant, staff estimates the net revenue to be $13,885,672 (after subtracting State set-up fees). Using a 1 % annual escalator, the total revenue for the seven year duration of Measure X is estimated to be $80,535,893.
The attached Spending Plan (Plan) includes the following components for Year 1:
Improved Public Safety Services including Addressing Homelessness and providing for a new Fire Deployment Model
Improved Infrastructure
Public Safety Infrastructure Projects
Street & Road Repairs/Improvements
Beaches/Beachfront/Pier /Parks
TOTAL SPENDING PLAN FOR YEAR ONE
$3,485,250
$2,300,000
$2,990,422
$5,110,000
$13,885,672
Measure X Citizens Oversight Committee (COC). Staff presented the Spending Plan to the Measure X COC on March 21, 2019. At that meeting the COC received detailed presentations on the three major components of the Spending Plan: Police and homeless related efforts and budget; Emergency Medical Technician Program and revised emergency service delivery model and budget; and infrastructure budget. Staff's presentations are included as Attachment 2.
After questions and discussion, the COC voted unanimously (6-0, Kern absent) to endorse the FY 2019-20 Spending Plan and recommend approval to the City Council.
Conclusion. The proposed Measure X Spending Plan for FY 2019-20 fulfills the intent of Measure X to improve infrastructure and the delivery of public safety services. It includes programs and projects in all of the areas listed in the ballot question and will provide an increased level of public safety services to the community, including police and fire, addresses homelessness, and funds paving, street improvements, public safety facilities, and beach, pier and park improvements. It is also mindful of the seven year duration of Measure X and is structured in a way that services can be dialed back when the Measure expires.

The following narrative describes each of the proposed programs/projects to be funded in year 1. It should be noted that if actual expenditures come in lower than the budgeted amount, the funds will flow forward into the balance available for budgeting in year 2.
Police
• Additional Homeless Outreach Team (HOT). The Plan proposes to fund two additional police officers and a vehicle in order to establish an additional HOT team, for a total of two HOTs. This program will cost $376,357 in year 1. These will be new City positions that can be moved into other police programs after 7 years when the Measure X revenues end since retirements will create new vacancies in the department.
• Crime Suppression Team. The Plan provides $650,000 in year 1 funding for the Police Department to deploy officers on an overtime basis to engage in additional crime suppression focused on the downtown and transient/homeless issues. • Additional HOT Contract Social Worker. The Plan funds an additional contract social worker to partner with the additional HOT team, at a cost of $77,000 in year
1. Homeless - General
• Homeless Diversion/Prevention and Homeless Reunification Program. This program would fund services such as emergency rent, security deposit and first/last months' rent, bridge housing, and funding to reunite homeless persons with family members as needed in order to keep people from becoming homeless or to rehouse those experiencing homelessness. $400,000 would be allocated to this program in year 1.
• Contract Sobering Services. Funding would reestablish a location with social worker support services for publicly inebriated/under the influence persons to detox and be diverted away from jail and the streets into a safe environment where
they can regain functioning, participate in screenings, and receive referrals to needed services such as substance abuse treatment, homeless services, physical and behavioral health services, and housing. $500,000 would be allocated to this program in year 1.
• Homeless Hiring Program. This program will qualify and screen homeless Oceanside residents for a work program in coordination with a nonprofit partner. $100,000 would be allocated in year 1 for this program.
Fire
• Enhanced Emergency Service Delivery Model. This program will hire contract Emergency Medical Technicians (EMTs) to provide two Basic Life Support (BLS) ambulance teams to supplement the City's current Advanced Life Support (ALS) ambulances and handle BLS medical aid calls and transports. This will allow current staff to be redeployed putting an additional Fire Engine in service thus providing a higher level of service to Oceanside residents, reducing response times and reshaping Emergency Service delivery to optimize the medical aid services that residents receive. Year 1 funding of $1,381,893 includes start-up costs to purchase an additional ambulance. This program can be scaled back after 7 years when the Measure X revenues end since the additional staff will be hired on limited contracts and other positions will open up through retirements.
Infrastructure - Public Safety Related
• New Fire Station 1/Emergency Operations Center (EOC). This project would replace Fire Station 1 Downtown with a new modern Fire Station and potentially include a City Emergency Operations Center. The current Fire Station 1 was built in 1929, requires seismic upgrade, does not accommodate the latest fire apparatus and is essentially obsolete. The City does not have a dedicated EOC and the project would include an EOC as a construction alternative. Design including plans and specifications will be completed in year 1 with partial funding from Measure X and the balance funded with City Capital Improvement Program (CIP) funds.
Construction is anticipated to follow in FY 2020-21 and 2021-22. The unspent balance of the year 1 Measure X allocation of $1.6M will flow forward into future years towards the estimated total project cost of $14.7M. City staff will also pursue outside funding to supplement Measure X.
• Training Tower/Drafting Pit/Asphalt. The current training tower did not meet Code and was removed, currently fire crews have to train outside the City which takes crews/apparatus out of service. Completing this project will keep crews in service in Oceanside and ensure that fire staff are ready to respond to all types of fire calls. Measure X funds not to exceed $600,000 will supplement existing funding to complete this project in year 1.
• Police Headquarters Expansion/Relocation Study. The current police department headquarters on Mission Avenue was sited in 1997 as an interim facility. This project would allocate $100,000 to study options for expansion/relocation to meet current and projected police needs.
Infrastructure- Streets & Roads[Traffic
• Road Repairs/Overlays/Slurry Seals. The City invests approximately $7M annually in pavement management including overlays, slurry seals and rehabilitation projects, however this funding level is not adequate to maintain the current pavement condition. The City's current Pavement Condition Index (PCI) is 58 and declining. At least $2.5M in additional funding is needed annually to increase the City's PCI rating by 8-10 points over ten years, which would indicate that City's streets are in upper fair to very good condition. $2,590,422 is proposed for the first year of Measure X funding.
• South Strand Rehabilitation Study. The concrete surface of The Strand south of the Pier to the southerly limits is in poor condition and is impacted from ocean water flooding during high tides. Rehabilitation of this road is expected to cost $3.6M and the Spending Plan funds a Project Study Report to evaluate existing conditions and develop design alternatives for $400,000 as the first phase of the project in FY 2019-20.
Infrastructure- Beaches/Beachfront/Pier/Parks
• Beachfront Improvement Project Including Police Substation. This shovel-ready project renovates the Historic 1930's Era Bathhouse to house a police substation and includes a new City Services building with a 14 stall public restroom, and office, garage and storage space for beach services. Additional project components include improvements to the plaza area, stairways, pathways and landscaping, and a sewer lift station. The estimated construction cost is $8M with $1.5 from Water Utilities for the sewer lift station. The balance would be funded from Measure X, with $4.5M in year 1(2019-20) and $2M in year 2 (FY 2020-21). • Pier View Bridge Rehabilitation. The concrete portion of the pier, known as the Pier View Bridge, was constructed in 1927 and does not meet current seismic codes. A consultant study was completed and the next step is to spend $250,000 for preliminary engineering design in FY 2019-20 including researching outside funding opportunities. The estimated cost to replace or rehabilitate the bridge ranges from $17M to $26M and will be budgeted from Measure X in future years.
City staff will also pursue outside funding to supplement Measure X. • Buccaneer Beach Park Facilities Study. This project would fund a Project Study Report (PSR) of the aging facilities at Buccaneer Beach Park including the restrooms, picnic area and play areas. Measure X would fund the PSR in the amount of $360,000 in year 1; the PSR will provide recommendations and costs for future improvements which are estimated to cost $2,870,000.
Preliminary Plan for Expenditures for Years 2-7. The Spending Plan also includes a preliminary plan for expenditures in years 2-7 of the Measure (July 2020 through March 2026). This plan anticipates continuance of the public safety and homelessness programs throughout the duration of the Measure, including cost escalators where appropriate, and completion of the infrastructure improvements initiated during year 1. The total cost to
continue/complete these items is estimated to be $74,859,967 which exceeds the projected revenue for those six years by $8,209,746.
As Measure X funds are budgeted in the latter years, project funding will need to be adjusted to match projected revenues. For example, some of the projects are scalable, such as the funding for road and street repairs, which means that smaller amounts could be allocated in future years if needed. Staff will also look for State and Federal grant opportunities and local funds generated from developer fees and CIP funds. Staff has also identified additional high priority capital projects that could be funded in whole or part from Measure X funds, should projects come in under estimates such that additional capacity becomes available.
Finance Options. Due to the seven year duration of the Measure, bond financing is not planned since it is not generally cost effective to issue bonds for such a short period. To the extent that an infrastructure project may require funds in advance of receipt, the City will consider internal borrowing to be repaid with future Measure X revenues. Any such borrowing will be done in accordance with best practices and adopted policies and will require separate City Council approval.
