Re: Gustine Chamber of Commerce 4" of July Parade
The Gustine Chamber of Commerce is planning to put on the annual 4 th of July Parade again this year in downtown Gustine on 4" of July at 10:30AM. We are requesting to use the same parade route as years past. Below is a detailed explanation of what the Chamber would like barricaded, no parking, etc.
The following parade route we are requesting to have "no parking" signs and barricades blocking the route.
Parade Route:
Start of Parade: Going south on 5 th Street from 1st A venue Parade Travels south down 5" Street, tuming right on 5 " Avenue, tuming right on 6 Street
End of Parade: Parade participants will end the corner of 6 Street and 2" Ave.
From there parade participants will only be allowed to stop there to drop off anyone riding on their floats, and they will then be asked to move.
The following line up sections we are requesting to have "no parking signs" and barricades blocking the area. In the past this section has not been barricades, and we have had nonparticipating vehicles driving through the line up area many times. We worry of the safety of our parade participants, children, animals, and their personal property. In the line up area we have many people walking around, animals, and vehicles or floats. We are requesting this specific area to be barricaded this year and in years to follow to prevent unwanted vehicles from driving through for the safety of all involved.
Parade Line Up:
9:00AM Portion of West Avenue barricaded at North Avenue and at 2 Avenue.
1 ·Avenue barricaded at 5" Street
6" Street barricaded at North Avenue and at 2 Avenue
I have included a highlighted map of my requests. Blue highlights is the parade route, yellow highlights is the line up area, and the red lines are the requested barricades. All along both routes we are requesting "no parking" signs for the morning of the parade.
The Chamber would like a fee waiver for the above request.

COUNCIL AGENDA ITEM
MAY 20, 2025
PREPARED BY: City Engineer Mario Gouveia, PE
SUBJECT: Approve a Resolution Accepting Completion of the Schmidt Park Trail Slurry Seal Project, Authorizing the City Clerk to file a Notice of Completion with Merced County, and Authorizing the City Manager to Make Final Payment of Retention Monies to Graham Contractors, Inc.
STRATEGIC PLAN GOALS: 2. Community-Based Development
BACKGROUND
The Schmidt Park Multi-Purpose Trail was completed in August of 2021. The 10-foot-wide asphalt concrete trail is approximately ¾ of a mile long and requires periodic maintenance as needed. As part of a maintenance program, the City of Gustine will need to periodically apply a type II slurry seal to the asphalt concrete surface in order to extend the useful life of the pavement.
ANALYSIS/DISCUSSION
The maintenance work consisted primarily of furnishing and applying pavement crack sealing, furnishing and placing approximately 38 tons of slurry seal, and furnishing and applying paint striping.
Following an informal bidding process, Council awarded a contract to Graham Contractors, Inc. on November 19, 2024 in the amount of fifty-five thousand five hundred five dollars and zero cents ($55,505.00). The crack sealing work was completed in the Fall of 2024, and due to unfavorable weather conditions, the remaining project activities were suspended until April 2025.
The Contractor started work on April 8, 2025 and completed all the work on April 16, 2025. A final inspection has been performed and the work was found to be in compliance with the plans and specifications. Therefore, the work should be accepted as complete and a Notice of Completion filed with Merced County. If no claims are filed within 35 days after recordation, retention in the amount of two thousand seven hundred thirty dollars and one cent ($2,730.01) should be paid to Graham Contractors, Inc., 860 Lonus Street, San Jose, CA 95126.

STRATEGIC PLAN GOALS

ITEM NO. 12
COUNCIL AGENDA ITEM
MAY 20, 2025
PREPARED BY: Jami Westervelt, Economic & Community Development Director Danny Reed, Gouveia Engineering
SUBJECT: Conduct Public Hearing on the Pioneer Park California State Parks Grant and Provide Direction on Priorities for Future Steps STRATEGIC PLAN GOALS: 2. Community-Based Development
BACKGROUND
Following a comprehensive outreach program by the City of Gustine in 2019 to develop the application, the State awarded the City $1.3 million in grant funds from Proposition 68 Statewide Park Program (SPP). The City received funding as one of 62 projects funded out of 478 applications for that round of competitive funding. The City must have the park fully complete and open by March 2028.
A required element to the grant application was extensive outreach to the public to essentially have them design the project. A significant amount of the scoring of the grant applications hinged on efforts to gather input and implement that input into the project scope as specifically as possible.
Costs have significantly increased since the 2019 application due to factors that could not be anticipated, including the COVID-19 pandemic and significant cost inflation across the nation.
Council discussed the shortfall of the project at its April 15 meeting, following the unexpected defunding by the federal government of the Congressionally Directed Spending [CDS) allocation of $900,000 that the City had secured to make up the shortfall in project costs. Council directed staff to pursue options to keep the budget within the original award. Council also indicated that inclusion of feature-specific costs would prove helpful even in early discussions.
ANALYSIS/DISCUSSION
The estimated shortfall of $900,000 is based upon the budget that engineers developed for submittal to the CDS program. This budget already included a reduction in the original scope of the project presented to Council. Engineers and staff reduced the size of some of the features, which is allowable without a scope change. Reductions were also made in relationship to aesthetics that were not directly tied to the park functionalities.
Attached as Exhibit A are slides from the February 2, 2021 presentation to Council, pertaining to original features, specific funding requirements and design specifications.
The Exhibit B diagram reflects feature reductions included in the $900,000 shortfall estimate. The diagram provides rough cost estimates for project features, allocating direct feature costs and percentages of shared costs where possible. Some costs cannot be split in that manner and those are called out as such on the diagram. These costs are provided only to facilitate and inform discussion. They will be updated for final budget discussions at a future meeting, incorporating Council direction from this meeting.
Based on reductions to features already included in current budget estimates, and the basic work needed at the site, engineers and staff agree that in order to remain within the grant award amount the City will need to consider removal of one or more features of the original project scope.
In recent discussions, State Parks has revised its original requirements to remove features from approved SPP projects, presumably due to the unforeseeable inflation of project costs since original budgeting. Generally speaking, the Council has the option to modify feature specifications further or request to remove them from the project. The City does not have the option to substitute in recreational features not in the grant.
Features
Although Exhibit B reflects cost reductions, there are a few additional cost reductions possible. Below are potential additional cost reductions Council could consider by feature that could be used in combination with potential removal of one or more of the features in an attempt to stay within the grant award amount.
Full-Court Basketball Court
If installed, this would be the first City-owned full-court basketball court in the City. On the CDS budget, removal of the high-performance athletic surfacing was already included, as was removal of lights around the court. Another saving option remains in removal of the interior ball netting (assuming the park perimeter fence remains).
Splash Pad
If installed, this would be the first Splash Pad in the City. There are not opportunities to further reduce feature costs. The current estimate is the minimum cost based on the nature and type of infrastructure that must be installed regardless of the size and aesthetics of this feature.
Playground with Equipment of all ages
While this was reduced already, there are some potential additional savings, including replacing the two structures with one structure catering to a wider age range (similar to playground installation at Schmidt Park). A shorter structure would also require less material underneath, reducing the cost of surfacing within the playground. The budget already contains cost savings as there are no traditional swings. Swing banks have large fall areas and staying away from these older swing types matches playground feedback the City heard from the public in 2019. Input on the playground included:
• Increase equipment for all ages and specifically include types other than traditional swings
• Equipment with varying range of motion- climbing, sliding, balancing • Use bouncy rubber surface for safety, accessibility and color • Incorporate shade on playground
Free-Play area
If installed, this would be the first such area in a City Park. A free-play area is a spot that can include things such as hop-scotch or four-square. This was included initially as a very low-cost way to add more play value and color to the project. Size was reduced for CDS budget update. There is not a way to further reduce costs for this feature.
Picnic Areas
The scope called for removing the one larger picnic area and replacing it with two areas. Cost reductions could include reducing the number or size of the picnic areas.
Fencing Around Park Perimeter
The scope called for replacing old cyclone fencing around the entire perimeter of the park with new fencing. This is a small park near a fairly busy street that has always been fenced in. Using less expensive fencing can reduce costs and, although the City reduced the materials cost already, engineers are researching other lower-cost materials. If council consider removing the fence all together, Council should be aware that California State Parks may not approve removal of this specific feature and staff would advise against it. The application noted community comments at workshops of the need for the fence in regard to safety at this location.
Restroom Consideration
While the City cannot add recreation features to the project at this time, Council does have discretion to add amenities. The State includes restrooms as amenities that can be paid from the project budget but currently there is not sufficient fund to cover this amenity.
Pioneer Park has never had restroom facilities. Parks built in the same timeframe as Pioneer were less likely to have restrooms. Pioneer Park also historically was a "pocket park" primarily serving the immediate neighborhood. As such, the original grant budget did not include a restroom and the application did not promise restroom facilities.
Following the award, staff received queries about whether a restroom should be added to Pioneer. Among the points brought up have been that the basketball court and splash pad are features for which users stay for longer periods and for which users are more likely to reside outside of the immediate neighborhood. Adding restroom facilities brings with it the need to install sewer infrastructure, making even basic restrooms costly, potentially costing more installed than some recreational features.
Adding restrooms to the project has been discussed but not resolved going back to the 2021 presentation to Council. Council ultimately needs to decide the priority it places on installing restroom facilities at Pioneer. Staff would not recommend prioritizing the restroom over recreation features in general.
If cost were not a factor, restrooms would be highly recommended because:
• Providing restrooms increases likelihood of use by the entire community • Users tend to remain at the park longer if restrooms are supplied • There are no options nearby for restrooms in unfortunate "emergency" situations • Sport activities like basketball would prolong the use of the park and thus create a need for restroom.
Other Specific Funding Requirements
The program application contained certain requirements that are listed below. The City may be able to forgo some of these requirements but not all of them:
•
•
•
•
•
Safety- Design to contribute to safety of all users (mandatory all projects) Accessibility- Elements to be ADA accessible (mandatory all projects) California Conservation Corp (CCC)- This is an application mandate that State Parks states might be waivable under specific circumstances, which staff is exploring. Engineer estimates have contractors charging less than CCC for the same work when included as part of a larger scope for the contractor.
Volunteer opportunities- For this application requirement, the City listed installation of a half wall made up of tiles designed by the community. The effort was to be supported by a local crafting business in the City that has since closed. The City will continue to work with State Parks to confirm alternatives or minimum requirements. However, staff appreciates and encourages alternative ideas on very low and no-cost alternatives from both the public and council for facilitating voluntary participation in the project by the community.
Environmental design requirements-While the City will pursue environmentallyfriendly alternatives as much as feasible, some elements may significantly impact costs. Staff will seek clarification with State Parks on the ability to forgo the one below that engineers advise is likely to increase cost:
• Pervious surfaces (this may increase costs)
• Water-efficient irrigation systems
• At least 1 0% of materials for construction consist of recycled materials • Landscaping excluding invasive plants and featuring drought-tolerant varieties.
Design Considerations from Previous Workshops
During workshops, residents shared thoughts on what they wanted the park to look and feel like aesthetically. The City can take steps to reduce costs while keeping in mind aesthetic direction for this park, which included:
• Making the park look fun, with bright colors to brighten up this corner • Reduce the amount of grass-features are more important to users • Provide contemporary design and features so that residents Citywide will be more likely to use
Following the presentation at the meeting, the Council will hold the public hearing and incorporate that public input into deliberations by Council. Staff seeks Council direction on individual features and a potential restroom amenity for a second future Council meeting. For that meeting, engineers and staff will bring back to Council specific budget reduction estimates for Council action.
COMMUNITY OUTREACH
The City took many steps to notify the public of the public hearing and the importance of participating, including: placing an advertisement in the paper of record, mailing notices directly to every individual that signed up to find out about the project, emailing notices to the same individuals, posting the notice on the City website, posting the notice on City social media and posting the notice on the City marquee.
FISCAL IMPACT
This grant does not contain any match requirements. Potential additional fiscal impacts come from any additions to the grant beyond the award amount.
STRATEGIC PLAN GOALS
Parks are essential to community well-being. Complete renovation of Pioneer Park will significantly increase the aesthetic of the neighborhood. Improving the park will provide a place for children to play and families to gather outdoors. Certain included features have the potential to bring different people in the community to this park to play together. This gathering of neighbors helps to foster and reinforce a sense of community as highlighted in the Strategic Plan goal #2, Objective #2.
RECOMMENDATION
Staff recommends the Council:
1. Hold the public hearing to gather input
2. Discuss options with the goal of coming to Council consensus
3. Provide specific direction on features and potential restroom that staff will incorporate into an item for a future Council meeting that will include detailed cost estimates for Council approval prior to submittal of a scope change request to California State Parks.

Other specific funding requirements
The following are some of the additional elements required in the application and that the City must work to implement:
■ Safety- Public input on type, location, etc. contributing to safety. ■ Accessibility- All elements must be ADA accessible. ■ California Conservation Corp (CCC)- The City required to use CCC per application. ■ Citizen participation element-Art wall and site volunteers (working with CCC on this). ■ Environmental design requirements- applicants required to choose sustainable methods. Gustine chose the following:
- Pervious surfaces where possible and grading to capture storm water. - Use of water-efficient irrigation systems reducing potable water consumption. - At /east 10% of the materials for construction consist of recycled materials. - Landscaping excludes invasive plants and features drought-tolerant plants.
Pioneer Park- Project Features
■ The entire Park will be updated. All equipment, grass, and concrete will be removed and the site will start from dirt and trees before being rebuilt. ■ Features that will be installed at Pioneer Park:
► Basketball Court
> Playground
► Splash Pad ► Free-Play Area ► Two smaller Picnic Areas ► Fencing Around Park
■ Workshop public input informed the application and guides the design:
- The Park needs to look FUN, including colors to brighten area. - Multiple grass areas reduced- features are important for users. - Provide a contemporary design and features and residents Citywide will use Pioneer.
FEATURES: Free-Play, Picnic and Fencing
■ FREE-PLAY AREA
- Locate adjacent to the playground on the southeast side. - Games such as hopscotch and four-square. - Kids can break off in small groups or alone. ■ PICNIC AREA - Split the one area into two, smaller areas for two groups at the same time. - Leave in the northeastern corner for privacy and quiet from the play areas. ■ FENCE
- New fence around perimeter to prevent children from running into the street. - Move away from current "institutional" to different color at minimum. - Make sure you can still "see through" fence due to stop at corner. - Provide a gate that can open large enough to get emergency vehicle in.
FEATURES: Basketball Court
■ Specifics of the Basketball Court in the approved grant:
- Full-court size
o High school dimensions (Estimate game lines of 50' x 84' plus out of bounds area).
o Internal containment net to limit ball from bouncing into the playground or splash pad areas.
- Outdoor court material (to reduce injuries/scrapes) over concrete. - Incorporate the color red in some way if possible (red has worst fade so looking at center jump and key areas of the court as an accent). - Place this on the west side of the park, near the street. Allows for pickup games or, alternately, for potential users to when the court is free. ■ NOTE: This will be the first City-owned, full-court basketball court open to the community in Gustine.
FEATURES: Splash Pad
■ Specifics of the Splash Pad in the approved grant:
- 1600 Square Feet minimum size overall.
- Colorful pieces. - Timers on running to reduce water use. - Located nearer to the rear of the park behind the playground. ■ This will be the first splash pad in the City of Gustine. ■ NOTE: There are multiple types of splash pads in regard to the technology and staff will bring information on those to the Council in the future.
FEATURES: Playground
■ Specifics of the Playground in the approved grant:
- Increase the amount of equipment.
- Install equipment for all ages and of lots of variety of types of play. - Use different ranges of motion- climbing, sliding, running, balancing, etc. - Keep the playground central- not on the street or up against houses. - Use "bouncy" solid rubber material (safety a key issue, along with color). Tile or pour in place specifically. - Use bright colors- not over the top but bright and "happy" looking. - Size near to 6,400 feet but fill the space with equipment to move between. - Incorporate shade as possible. - Limit swings- there are too many and they are not used. Limit and try a different swinging piece of equipment rather than swing banks.

COUNCIL AGENDA ITEM
MAY 20, 2025
PREPARED BY: Jami Westervelt, Economic & Community Development Director Kelsey George, Consulting Planner, Gouveia Engineering
SUBJECT: Provide Direction on Transmittal of the Second Revised Draft of the 2024-2032 Sixth Cycle Housing Element to the Department of Housing and Community Development (HCD)
STRATEGIC PLAN GOALS: 3. Economic Development
BACKGROUND
The Housing Element is a required component of a City General Plan and must be updated every eight years in accordance with California Government Code Section 65580. It evaluates past housing efforts, assesses current and future housing needs, identifies suitable sites for housing development, and outlines goals and programs to address those needs. The California Department of Housing and Community Development (HCD) assigns regional housing targets to Councils of Governments, with the Merced County Association of Governments (MCAG) distributing a share to each local jurisdiction. For the Sixth Cycle, the City of Gustine was assigned a Regional Housing Needs Assessment (RHNA) target of 346 units. The primary objective of the Housing Element is to demonstrate the City's capacity to accommodate this target and to establish strategies for facilitating housing development over the eight-year planning period.
The City of Gustine is in the process of gaining certification of its Sixth Cycle Housing Element by the State. The following are major steps taken related to HCD approval:
• The City submitted first draft to HCD on August 2, 2024. • HCD responded with a comment letter on October 11, 2024, stating that while the draft met many statutory requirements, additional changes were needed. • The City held a joint workshop with the City Council and Planning Commission and December 11, 2024, to discuss potential revisions to address HCD comments. • On January 14, 2025, the Planning Commission held a public hearing, solicited public input, and approved a resolution recommending Council approval. • On January 21, 2025, the Council held a public hearing, solicited public input, and voted to adopt the revised Sixth Cycle Housing Element and to authorize submittal to HCD.
• The adopted Housing Element was submitted on February 3, 2025.
HCD issued a second comment letter on April 3, 2025, acknowledging that the City had made significant progress toward substantial compliance but identified a few remaining
issues to be addressed prior to certification. Staff has been working with consultant Rincon Consultants to address remaining comments and prepare the next resubmittal.
Previously, Council provided direction to staff to bring back proposed Housing Element changes to Council prior to formally submitting to HCD.
ANALYSIS/DISCUSSION
The sections below summarize the proposed strategy for addressing HCD comments for Council review and confirmation. This staff report was prepared prior to a clarification meeting with HCD staff slated for May 14, 2025. Staff will highlight any new information or proposed direction related to that meeting at the May 20 Council meeting.
A full redlined version of the revised Housing Element is included as Exhibit A. The majority of the questions from HCD are administrative in nature, seeking clarifying information or additional supporting evidence. The City will not need to introduce any new substantive programs to its Action Plan to address those. Those changes are reflected in the redline but not called out in this staff report.
However, there are HCD comments that require specific additions or changes to the original Action Plan. Those warrant specific Council discussion and direction and are enumerated below.
I. HCD Finding regarding Local Processing and Permitting Procedures: HCD's comment (referenced on page D-4-32 0f the revised Housing Element) notes that all projects in the PD zone require a Planned Development Permit, and that PDzoned sites do not have fixed development standards. HCD finds that this lack of defined standards creates uncertainty for developers and directs the City to modify the document to rectify that. As an example, they suggest the City could commit to creating default development standards within the PD zone or consider rezoning those sites to an alternative zone that includes defined development standards.
Recommended Revision: Staff recommends revising Program 6- Zoning Code Amendments to include the following new wording (document page D7-10):
The City will amend Chapter 4-22 of the Zoning Code to provide more certainty for development in the PD zone by one of the following methods:
Rezone PD-zoned parcels using already existing zoning districts and repeal the PD district; establish development standards for the PD district; or create an overlay district to provide use-specific standards.
Staff can confirm that project developers approaching the City express frustration over a lack of clear guidance in relationship to PD zoning. The Zoning Code lacks development standards for the PD zone, and while there is a separate Planned Development Permit process, it does not reference the PD zone nor provide any associated standards.
While staff acknowledges that the PD zone needs to be revised, staff feels it would be premature to commit to a single approach. Revising the PD zone is not a simple Zoning Code clean-up action but rather a comprehensive change to an existing zone district. The Planning Commission and Council need to thoughtfully consider
the options and potential costs so that the Council can decide which of the alternatives will best fit the City needs.
The recommended language revision to Program 6 provides flexibility by outlining the potential options for amending the PD zone without committing to one at this time. If the State approves this language, staff will return to Council in the future to initiate the appropriate process and seek direction on which method to utilize.
2. HCD Finding Regarding Housing Programs -- Affirmatively Furthering Fair Housing:
While HCD's comment letter acknowledged the element includes many meaningful actions to affirmatively further fair housing (AFFH), HCD asserts the current draft lacks place-based strategies toward community revitalization, particularly related to park access and improvement and air quality health burdens. HCD highlights that the element must demonstrate specific commitments, timing, metrics, and geographic targeting for making meaningful actions toward AFFH, which includes expanding actions to promote language access and support services for persons with disabilities. The element can achieve this through expanding and implementing policies in the Environmental Justice element.
HCD has expressed a preference for place-based, geographically targeted actions that specifically address environmental justice concerns such as air quality and park access. Since the Housing Element requires programs with measurable outcomes and specific commitments, staff recommends incorporating and aligning existing and planned City initiatives into the Housing Element to meet these expectations. The recommended revisions outlined below reflect the effort to expand on existing programs and policies to address HCD's comment on Affirmatively Furthering Fair Housing.
Recommended Revisions: Staff recommends the following three actions:
Action l: Revising Program 13 - Community and Economic Development to include the following (document page D7-16):
Strengthen efforts to collaborate on public infrastructure improvements and evaluate mitigation measures to reduce air quality impacts in the western portion of the city from adjacent state highways.
This action is derived from a program included in the draft Environmental Justice Element already reviewed by Council.
Action 2: Revise Program 13 Community and Economic Development to include the following (document page D7-1 6):
By December 2029, rehabilitate park facilities in underserved areas, particularly in Southeast Gustine where park access is limited.
This action is based on a specific project underway-Pioneer Park-which is located in a part of the city with limited access to recreational facilities.
Action 3: Revise Program 14 -- Fair Housing Outreach and Enforcement to include
the following action (document page D7-18):
Develop written guidance on the City's language access policies to facilitate communication between City staff and those households with Limited English Proficiency. Ensure written City resources are available in Spanish and English.
This action is loosely based on a program in the draft Environmental Justice Element that requires the City to provide meeting materials in multiple languages.
This program formalizes state and federal laws that require language access to public services and would commit the City to providing the procedure for requesting translation services be posted on the City's website. The City also has an administrative policy in compliance with Title VI of the Civil Rights Act of 1964.
3. HCD Finding Regarding Progress in meeting the RHNA: HCD's comment letter directed that Program 2- Adequate Sites for RHNA and Monitoring of No Net Loss be revised to clarify that pipeline projects will be actively monitored, and alternative sites will be identified-by a specified date-if those projects do not proceed as anticipated.
Recommended Revisions: Staff recommends adding the following language to an existing action under Program 2 (document page D7-6):
Annually review the list of Planned, Approved, and Pending projects and, if projects are not proceeding as anticipated (e.g., entitlements are set to expire, permit applications are not submitted or stall out, and/or construction is delayed such that certificates of occupancies will not foreseeably be granted by the end of the planning period), identify sites appropriate for development that can accommodate the specified number of units appropriate for low-income, moderate-income, or abovemoderate income households. If a pipeline project is not completed by June 2030, the City will add an alternative site to the City's Site Inventory.
Rezoning will occur by December 2030 if needed to accommodate the specified number of units.
The City pipeline projects are the 264 above-moderate income units in the Southeast Gustine Master Plan Area, for which the City has previously approved entitlements. Although this revision is primarily a clarification, it does represent the City stating its intension to rezone additional land for above-moderate income housing if pipeline projects do not materialize by the time specified.
Consultants advise the State will not certify the City element without addressing this specific comment with a targeted deadline, as specified by HCD. This recommended revision provides as much time as possible for development to occur, pushing the project completion deadline to June 2030-well beyond the mid-point of the 2024-2032 Housing Element cycle.
4. HCD Finding Regarding Housing Programs - Adequate Sties: HCD's comment letter noted that, given the importance of farmworkers and housing needs in the region, the element should expand actions to specifically address the needs of farmworkers that are responsive to the analysis. HCD states that, specifically for
farmworkers, Program 11 should commit to how often the City will identify housing opportunities and approaches to conserve and improve existing housing conditions,
Recommended Revisions: Farmworker housing is not typically in the City, making the standard replies to this HCD comment impractical for Gustine. Staff and consultants will discuss this further with HCD at the May 14, 2025 meeting and share those results with Council at the meeting.
COMMUNITY OUTREACH
The City has conducted significant outreach on the Housing Element to get to this point.
Upon Council authorization to resubmit with the subject changes, the City will post the revision for the mandatory 7-day public review period prior to resubmittal to HCD.
FISCAL IMPACT
There are no direct fiscal impacts associated with this item. However, lack of a certified Housing Element could bring negative financial implications to the City.
STRATEGIC PLAN GOALS
The Sixth Cycle Housing Element and accompanying actions represent the City doing all it can to incentivize the development of housing inventory and affordable housing in the City of Gustine. Undertaking planning to stimulate economic growth is objective # 1 of Strategic Plan Goal #3. Additionally, developing a housing and jobs balance, is objective #4 of Strategic Plan Goal #2.
RECOMMENDATION
City Council to:
l. Provide direction on the recommended changes for re-submittal to HCD and to
2. Direct staff to post the document for required public comment.
3. Direct staff to transmit the second revised draft of the 2024-2032 Sixth Cycle Housing Element to the Department of Housing and Community Development (HCD) following public comment period

ITEM NO. 14
COUNCIL AGENDA ITEM
MAY 20, 2025
PREPARED BY: Jenny Morrison, Finance Director
SUBJECT: FY 2025-2026 Budget Workshop
STRATEGIC PLAN GOALS: 4. Financial and Budget Stability
BACKGROUND
Each year, the City adopts a new operating budget for the upcoming fiscal year. The budget is generally adopted by June 30 to maintain legal spending authority for the new fiscal year, which begins July 1. As part of the budget presentation and adoption process, a budget workshop is held to communicate the proposed budget and solicit feedback from the City Council, the community and all stakeholders.
ANALYSIS/DISCUSSION
An annual operating budget serves two primary purposes; a spending plan and a communication tool of resources to be spent for the fiscal year. Through a collaborative process, staff has identified priorities and a spending plan for the proposed Fiscal Year 2025-2026 budget that will require the use of the City's fiscal resources to operate all municipal departments. This budget workshop allows the opportunity to discuss the upcoming priorities and operations of FY 2025-2026, and to garner any feedback or changes that may need to be incorporated before the budget is adopted in June.
The budget will be presented to Council at the workshop. Copies will be available for interested attendees.
COMMUNITY OUTREACH
A budget workshop is an outreach tool. It allows staff and City Council to engage with residents, gather feedback, and ensure transparency in financial planning. This workshop is aimed to provide for the following:
• Public Engagement: Residents can voice their concerns and priorities, helping shape the budget to better reflect community needs.
• Educational Opportunity: Workshops can explain how municipal budgets work, breaking down revenue sources, expenditures, and financial constraints. • Transparency & Trust Building: Open discussions foster trust between the government and the community, showing that decisions are made with public input in mind.
• Final Review Before Adoption: The workshop serves as a checkpoint where staff present the proposed budget, answer questions, and make necessary adjustments before adoption.
FISCAL IMPACT
There is no fiscal impact to the City, as this is a discussion item only.
STRATEGIC PLAN GOALS
This workshop is part of Strategic Plan Goal No. 4 Objective Nos. 1, 2, and 4. This is a draft plan to ensure the City has sustainable financial health to continue to deliver high-quality services to residents and businesses by focusing on effective cost management and sustainable financial practices.
RECOMMENDATION
Staff recommends Council review and provide direction on the proposed Fiscal Year 2025-2026 budget.
