ITEM NO.5

COUNCIL AGENDA ITEM
APRIL 21, 2026
PREPARED BY: Tiffany Vitorino, Recreation Manager
SUBJECT: Authorization for July 4, 2026 Celebration in the Park, Including Street Closures, Mobile Vendors, and Aquatics Center Fee Waiver STRATEGIC PLAN GOALS: 6. Community Services

BACKGROUND
This year's 4th of July celebration marks 250 Years of American Freedom, providing a unique opportunity to expand and enhance the City's annual festivities. Staff, along with community volunteers, are planning a variety of activities in and around Henry Miller Park to commemorate the occasion.

A small planning committee is working to introduce new attractions while also bringing back popular elements from past celebrations to create a memorable experience for all attendees. Staff is collaborating with the Historical Society to feature a historical display in the park highlighting the community's heritage. To increase entertainment offerings, the committee plans to reintroduce live performances at the gazebo, including music and dancing as "Gustine's GotTalent" will showcase local performers and help draw families and larger crowds to the park.

The committee is also exploring the possibility of bringing back the historic Frog Jump Contest and is currently in communication with Frank Borrelli Jr. regarding its potential return. City staff is actively seeking a local organization or club willing to take on the responsibility of organizing and preparing for the event. This presents a valuable opportunity for a community group to host the activity as a fundraiser.

While the committee explored bringing back the traditional bathtub races, the required equipment is no longer readily available. As an alternative, Aquatics Center staff and lifeguards are organizing the First Annual Cardboard Boat Races at the Aquatics Center.

Additional activities will include food and craft vendors, bounce houses, a dunk tank, and carnival-style games. These events are scheduled to begin immediately following the parade and will conclude at approximately 2:00 p.m.

In previous years, this event has drawn several hundred attendees. To further enhance the experience, staff proposes continuing to offer food vendors, youth activities, and an open swim session at the Aquatics Center following the boat races.

Page 39 of 73 ends

ANALYSIS/DISCUSSION
Due to the anticipated increase in attendance associated with the 250th anniversary celebration, minor adjustments to the event layout may be necessary. The overall goal of the event is to bring the community together in a safe, family-friendly environment.

Planned activities include live music, food and craft vendors, a Kids Zone, a cornhole tournament, and an open swim session at the Aquatics Center. Children under 12 years of age will receive free admission to the swim session.

The Facilities Maintenance Worker and Public Works staff will provide logistical support, including event setup and cleanup. Gustine Police Department will provide security during the event.

Pursuant to Gustine Municipal Code Section 5-6-3, mobile food vendors are typically restricted to manufacturing districts. Staff is requesting City Council approval to allow food vendors to operate during the celebration. If approved, vendors will be required to obtain a City business license and coordinate with the Recreation Manager to comply with Merced County Environmental Health permitting requirements. Street closures are proposed for Second Avenue, between Sixth Street and West Avenue, to accommodate parked display vehicles associated with the event. West Avenue will remain open to through traffic. The closures are scheduled from 7:00 a.m. to 3:00p.m.

One Gustine Police Officer will be assigned to provide event security. The Recreation Manager will oversee coordination between departments to ensure successful event execution.

COMMUNITY OUTREACH
Every year staff reaches out to local businesses and service clubs offering discounted vendor booths and other participation. Staff anticipates broad participation and positive public response. The City advertises the event in the local newspaper, on the City's electronic marquee sign, in the city newsletter, and on social media.

FISCAL IMPACT
To accommodate free admittance to Aquatics Center patrons under 12 years of age, staff requests Council waive pool fees for those patrons, which may result in approximately $120 in foregone revenue, based on previous attendance. Estimated personnel costs total $1,533.61 and will be included in the FY27 financial budget.

STRATEGIC PLAN GOALS
This item is categorized under Strategic Plan Goal #6 objective number l and 5. This event ensures access to amenities while actively engaging with our community. The 4th of July Celebration fosters community pride and engagement by activating a central public space-Henry Miller Park-and creating a welcoming, festive environment. The planned improvements to the park's aesthetic, use of local vendors, and family-friendly activities contribute to the overall vitality of the community. These efforts align with the City's objective to actively engage with the community.

RECOMMENDATION
Staff recommends that the City Council:
l. Approve the use of City streets and services for the 4th of July Celebration in the Park.

Page 40 of 73 ends

2. Authorize the participation of mobile food vendors.

3. Waive Aquatics Center admission fees for patrons aged 12 and under from 12:00 P.M. to 2:00 P.M.

COUNCIL AGENDA ITEM
APRIL 21, 2026
PREPARED BY: Jenny Morrison, Finance Director
SUBJECT: Emergency Purchase Over $10,000.00 and Budget Appropriation STRATEGIC PLAN GOALS: 5. Robust Infrastructure

BACKGROUND
On Jan 7, 2026 in preparation of incoming storms, Public Works went out to check storm drain pumps at the airport. Upon arrival a very high wet well was discovered, indicating that pumps are not being called to pump the water away from the runway and drainage ditch. Public Works continued to troubleshoot to the best of their abilities and discovered lack of power coming from breakers, at this point Public Works needed to engage with an electrician to pin point the problem.

The electrician found that water had infiltrated through cracked conduit and had damaged wiring behind electrical meter thus not enabling full power. Public Works continued to troubleshoot and found water had also got into one of the main pumps motor, causing it not to run. Public Works also found that floats were not working due to exposed wire caused by rodents. This only left us with one main pump and a smaller jockey pump which is not sufficient enough to pick up all the rain/tail water the airport cumulates.

ANALYSIS/DISCUSSION
Lightning Flash Electric Co. was engaged to recover the storm drain pumps back to full operation as soon as possible, due to the fact that disruptions to the storm pumps will back up water onto runway.

The airport pumps sit in the middle of a swamp and convey a lot of water from different tributaries, mainly in the winter months. Staff did not want to take a chance, especially during the incoming storms we were experiencing, in compounding problems and made this an emergency repair.

Gustine GMC Section 2-6-38(m) addresses emergency repairs. This item is being provided to Council as an informational item.

COMMUNITY OUTREACH
There is no Community Outreach for this agenda item.

FISCAL IMPACT
There are two invoices that were submitted for the emergency fix, one invoice is for $11,898,96 and the second invoice for $5,411.66. These will be funded through Fund 063

COUNCIL AGENDA ITEM
APRIL 21, 2026
PREPARED BY: Tiffany Vitorino, Recreation Manager
SUBJECT: 8th Annual Westside SK Color Run/Walk Street Closure Request and Food Vendor Authorization
STRATEGIC PLAN GOALS: 6. Community Services

BACKGROUND
The City of Gustine Recreation Department, in partnership with Gustine High School Class of 2027, is preparing to host the 8th Annual Westside SK Color Run/Walk on Sunday, June 28, 2026. This well-attended community recreational activity promotes health, community engagement, and local participation.

For 2026, staff has re-evaluated the event logistics and is proposing to return the route to the downtown area and surrounding City streets to increase participation. The proposed route mirrors the 2023 course, which proved to be a cost-effective option while maintaining participant satisfaction and overall event quality.

ANALYSIS
The proposed event will begin at 9:00 AM and conclude at approximately 11:00 AM.

Street closures are planned to begin at 7:00 AM and reopen by 12:00 PM.

The Start/Finish line will remain at the intersection of 5th Street and 4th Avenue. The proposed route consists of the following segments:
• Leg 1 - 5th Street between 4th Ave and 5th Ave
• Leg 2-5th Ave between 5th Street and West Ave
• Leg 3- West Ave between 5th Ave and Lucerne Ave
• Leg 4-Lucerne Ave between West Ave and Laurel Ave
• Leg 5- Laurel Ave between Lucerne Ave and North Ave
• Leg 6- North Ave between Laurel Ave and 5th Street
• Leg 7--5th Street between North Ave and 4th Ave
To improve operational efficiency and reduce costs, staff proposes that participants wishing to complete the full 5K (3.1 miles) complete the route twice. The number of color stations will remain consistent with prior years to preserve the event experience.

The Recreation Department will coordinate with the Police Department to ensure proper safety measures, including traffic control, barricades, and emergency access.

The event will conclude with an awards ceremony held on a stage/trailer located at the start/finish line between the Gustine Hotel and Pioneer Drug. Recreation staff will also engage with Public Works to ensure the street is swept after the event.

Page 45 of 73 ends

DISCUSSION
In addition to the run/walk, staff proposes incorporating vendor participation, including a limited number of food vendors. Several vendors have already expressed interest in attending. The inclusion of vendors is intended to enhance the event atmosphere and increase community engagement.

Staff is requesting City Council authorization to allow food truck vendors to operate within the downtown area during the event. Selected vendors will be carefully reviewed to ensure they do not directly compete with existing downtown businesses that will remain open.

Per Gustine Municipal Code Section 5-6-3, mobile food vendors are generally restricted to manufacturing districts unless granted special permission by the City Council for events such as festivals, parades, or public gatherings. If approved, staff will ensure all participating vendors obtain the required City business licenses and comply with all applicable regulations. Staff will also coordinate with Merced County to ensure health and safety standards are met.

FISCAL IMPACT
The total estimated cost for the 8th Annual Westside 5K Color Run/Walk is $2034.27.

These costs are associated with City staff, traffic control materials, and operational support. Funding for the event is included in the Recreation Department's approved budget. All proceeds from the event will be divided with the Class of 2027 which have been preparing and will be supplying the volunteers for the event.

STRATEGIC PLAN GOALS
This event falls under Strategic Plan Goal No. 6, Objective No. 5 by bringing a sense of pride to the community as well as enhancing the quality of life. The event aims to bring the community together in a family-friendly setting. This event provides a positive experience for residents who participate while actively engaging with the community.

RECOMMENDATION
Staff recommends that the City Council:
l. Approve the proposed route and street closures for the 8th Annual Westside 5K Color Run/Walk scheduled for June 28, 2026.

2. Grant special permission for mobile food vendors to operate within the downtown area during the event in accordance with Gustine Municipal Code Section 5-6-3.

ITEM NO. 8

COUNCIL AGENDA ITEM
APRIL 21, 2026
Prepared By: Ruben Chavez, Police Chief
Subject: Council to Approve Resolution Authorizing City Manager to Enter into an Agreement with Nichols Consulting to Facilitate State Reimbursement Fees to the City of Gustine not to exceed $3,600 STRATEGIC PLAN GOALS: 4. Financial and Budget Stability

BACKGROUND
The Gustine Police Department does not currently seek reimbursement for State mandated programs, which costs the City in employee work hours to comply with State laws. Senate Bill 90 (SB 90), also known as the Property Tax Relief Act, was intended to limit the ability of local agencies and school districts to levy taxes. The State declared to offset these limitations, agencies and school districts may be reimbursed for increased services mandated by State government. Nichols Consulting provides a wraparound service to be reimbursed for these required mandates.

ANALYSIS/DISCUSSION
The Police Department spends many work hours to comply with State laws, mandates, and regulations. Several examples include completing administrative license suspension paperwork for a suspected drunk driver, domestic violence arrest policies and victim assistance, peace officer bill of rights complaints and investigations, mental health crisis and intervention training (SB 29), U-Visa application processing, Racial Profiling requirements (AB 953), and others. '
While SB 90 was passed in 1972, it prohibited approving taxes to cover such services. As such, the State intended to mitigate these limitations by reimbursing municipalities and school districts directly for those services rendered. 1 n 1979, the voters approved Proposition 4, which added article XIII B to the California Constitution and superseded the SB 90 legislation. The legislation articulated that as a result of the State requiring and increased level of service base on mandates, the State would be required to reimburse those costs. While the City of Gustine is entitled to these costs, the city has not formerly submitted any claim to the state.

While attending the California Police Chiefs Association Training Seminar in San Diego recently, I met Mr. Andy Nichols of Nichols Consulting who had calculated that the City of Gustine was eligible for up to $36,000 in reimbursements based on data. Mr. Nichols was extremely helpful and emphasized that his clients include over 125 municipal agencies throughout California. Los Banos is the only City in Merced County he contracts with. I spoke with Los Banos Police Chief Ray Reyna who spoke highly of Mr.

Nichols and the services he provides. Nichols Consulting has over 18 years of

Page 48 of 73 ends

experience in working with cities and school districts to be reimbursed for their services.

COMMUNITY OUTREACH
There has not been any public outreach except for the agenda notification of this item.

FISCAL IMPACT
While there is not direct impact, Nichols Consulting offers two payments options for their services. The first is a flat-fee of $3,600 due in May 2027. The second option is 20% of amount reimbursed to the City upon reimbursement. Based on rough calculations, staff recommends the first flat-fee option.

STRATEGIC PLAN GOALS
This project aligns with the Financial and Budget Stability strategic goal as the City does not currently seek reimbursements for State mandated services and this recouped revenue would enhance general fund revenues.

RECOMMENDATION
Staff recommends City Council approve resolution and authorize the City Manager to enter into agreement with Nichols Consulting to submit for State reimbursement for those services covered under SB 90 and Proposition 4, under the flat-fee payment option, not to exceed $3,600 for the two claims.

SB 90/State Mandated Cost Reimbursement
Claim Preparation Services by Nichols Consulting
for the City of Gustine
I. History & Background of the Senate Bill90(SB 90yState-Mandated Cost_Process The concept of state reimbursement to local agencies and school districts for state mandated activities originated with the Property Tax Relief Act of 1972 (Senate Bill 90, Chapter 1406, Statutes of 1972), known as SB 90. The primary purpose of the Act was to limit the ability oflocal agencies and school districts to levy taxes. To offset these limitations, the Legislature declared its intent to reimburse local agencies and school districts for the costs of new programs or increased levels of service mandated by state government.

In 1979, voters approved Proposition 4, which added article XIII B to the California Constitution and superseded the SB 90 legislation. Article XIII B imposed appropriation limits on the tax proceeds of both state and local governments. Section 6 of Article XIII B requires that whenever the Legislature or any state agency mandates a new program or higher level of service on local government, the state must provide a subvention of funds to reimburse the associated costs, with certain exceptions.

To implement section 6 of article XIII B, the Legislature enacted Government Code section 17500 under Chapter 1459, Statutes of 1984. Under Government Code section 17500, the State Controller's Office releases Claiming Instructions for SB 90/State Mandated Cost Claims. Local Government Agencies have 120 days to file timely claims and one-year after that deadline to file "Late" claims with a 10% penalty.

II. Claiming Opportunities for the City of Gustine
As described above, the City of Gustine is eligible to file SB 90/State Mandated Cost reimbursement claims for a variety of programs, the scope of services for the City of Gustine is for the reimbursable State Mandated Cost activities of:

• Domestic Violence Calls Reimbursable programs include:
o Domestic Violence Arrest Policies and Standards

• Peace Officer Personnel Records: Unfounded Complaints and Discovery - Provide Immediate Notice to Officer and Provide Written Notification to Complainant within 30 days.

• Police Department Salaries - Salaries of Police Department Staff by Title. As an alternative, I could use the State Controller's Office Government Compensation Database for Gustine Police Department Staff, which is calculated from the city's audited financial statements (Government Code section 5389l(a)).

I would leave it up to the City's preference to gather the data. • Police Department Expenditures for FY 2024-25 and FY 2025-26 Salaries & Benefits and Services & Supplies for both fiscal years. The infonnation I need to calculate a Police Department Benefit Rate in accordance with State Controller's Office Guidelines and also an Overhead Rate in accordance with Federal Guidelines (Office of Management and Budget Circular (0MB) Circular 2 CFR, Chapter I and Chapter II, Part 200 et al.) for "Actual Expenditures" for the Police Department.

2. Employee Organization Participation: The City must allow its recognized employee organizations for each bargaining unit to make presentations during the public hearing concerning vacancies and recruitment and retention efforts. The Human Resources Department notified the City's three (3) represented bargaining units of their opportunity to present. (Gov. Code§ 3502.3(b).)

3. Additional Reporting for High Vacancy Rates: If vacancies within a single bargaining unit meet or exceed 20% of authorized full-time positions in that bargaining unit, upon request of the recognized employee organization for that bargaining unit, the City must provide additional information during the public hearing, including the following: (1) the total number of vacancies within the bargaining unit; (2) the number of applicants; (3) the average number of days to fill positions; and (4) opportunities to improve compensation and working conditions for employees in the bargaining unit. (Gov. Code§ 3502.3(c).) For the calendar year 2025, none of the bargaining group classification vacancies exceeded the 20% threshold. The two vacancies within Unrepresented Management classifications does exceed 20%, making up 22.2% vacancy of their allocated 9 positions.

One of the unre resented vacancies was filled in mid-Februar, 2026.

ITEM NO. 10

COUNCIL AGENDA ITEM
APRIL 21, 2026
PREPARED BY: Ruben Chavez, Chief of Police
Olivia Clark, City Attorney
SUBJECT: Introduce and Waive the First Reading of an Ordinance Establishing Prohibition of the Sale of Whippit Canisters at Smoke Shops STRATEGIC PLAN GOALS: 1. Enhanced Community Policing

BACKGROUND
The City of Gustine does not currently have an ordinance against the sale and/or advertisement of whippit canisters. In essence, these are cans of nitrous oxide that are used in the culinary industry. The cans are most known for being used in cans of whip cream for various deserts. Due to their freezing properties, the cans have evolved into being used to create many fancy cocktails and other food items.

Currently, the canisters have become known to be purchased and abused. Inhaling the contents of the can creates a short-lived high. Across the country, many communities are facing an epidemic of abuse by young people. Its use can become highly addictive. However, in many cases, it can result in significant health issues. The effects of nitrous oxide addiction can result in:
l. Nerve damage or numbness

2. Spinal cord injury or paralysis

3. Cognitive impairment or memory loss

4. Cardiac complications

5. Wrongful death due to inhalation

6. Health issues linked to repeated nitrous oxide usage, such as vitamin B 12 depletion and cognitive problems
There are several laws in the penal code the prohibit the ingestion of gases.

Under California Penal Code Section 381:
· Section 381 b prohibits possession of nitrous oxide with intent to inhale for intoxication.
· Section 381 c makes it unlawful to sell or distribute nitrous oxide to anyone under the age of 18.
· Section 381 e requires those who sell or dispense the gas to maintain transaction Records available for inspection.
· Section 381 d makes it a misdemeanor to provide nitrous oxide to someone who is known-or should reasonably be known-to intend inhalation, particularly if such use results in great bodily harm or death.

While these products are used by bakers and chefs for legitimate reasons, they are in

Page 64 of 73 ends

fact being abused by individuals looking for a cheap and quick euphoric experience.

Many states across the country have banned the sale and/or advertisement of nitrous oxide or have significant restrictions to ensure the products are being purchased for the intended use by those in the culinary industry. More recently, the states of New York, Wisconsin, Florida, Massachusetts, Alabama, and Minnesota, and the cities of Santa Ana and Costa Mesa, California, have banned their sale for recreational use.

While whip cream cans have been around for a long time, the manufacturing of larger nitrous cans for commercial use have created a loop hole which is being exploited. The larger canisters are available to lawfully purchase by anyone over 18 years old without the need to show the intent of its use.

The Gustine Police Department has received numerous complaints on the sale and advertisement of whippit canisters being sold in town. While they are believed to be abused, there is no evidence to support these beliefs.

ANALYSIS/DISCUSSION
Based on City Council direction provided at the March 3, 2026 meeting regarding the regulation of nitrous oxide ("whippits"), staff worked with the City Attorney to prepare an ordinance establishing a new division within the Public Safety title of the Municipal Code. The proposed ordinance would prohibit the sale of nitrous oxide and inhalants, establish an administrative citation fine schedule for violations, and designate any violation as grounds for revocation of a City business license.

COMMUNITY OUTREACH
None as this item is for the introduction and first reading. The Deputy City Clerk will notice the proposed ordinance following introduction in accordance with the law.

FISCAL IMPACT
There is no fiscal impact associated with this item at this time.

STRATEGIC PLAN GOALS
This new ordinance would fall under the Strategic Plan Goal of Enhanced Community Policing, more specifically, restricting the sale and advertising of whippits which in the end, will limit the abuse and addiction of the nitrous oxide in our community.

RECOMMENDATION
Staff recommends Council consider introducing and waiving the first reading of an ordinance that adds Division 3 "Other Injurious Mediums" and Section 7-7-241 "Nitrous Oxide and Inhalants" to Title 7 of the Gustine Municipal Code related to the sale of nitrous oxide within the city.

GUSTINE, CALIFORNIA, ADDING DIVISION 3 "OTHER INJURIOUS MEDIUMS" AND SECTION 7-7-241 "NITROUS OXIDE AND
INHALANTS" TO TITLE 7 (PUBLIC SAFETY) OF THE GUSTINE

MUNICIPAL CODE, RELATED TO THE SALE OF NITROUS OXIDE

WITHIN THE CITY
WHEREAS, the City of Gustine, California ("City") is a municipal corporation, duly organized under the constitution and laws of the State of California, authorized under its police powers to make and enforce within its limits all local, police, sanitary, and other ordinances and regulations not in conflict with general laws; and WHEREAS, nitrous oxide is an odorless, colorless chemical that can be inhaled for legitimate purposes associated with medical or dental procedures in a clinical setting, and is legitimately used for industrial purposes and as a propellant for food products; and WHEREAS, nitrous oxide is also subject to recreational misuse and abuse, in part, because it is easy to purchase from retail vendors and relatively inexpensive; WHEREAS, the recreational misuse and abuse of nitrous oxide can cause permanent vitamin deficiencies in the blood, and can cause long-term neurological effects, including paralysis and death; and
WHEREAS, possession of nitrous oxide with the intent to breathe, inhale, or ingest for the purpose of causing intoxication is a misdemeanor pursuant to California Penal Code section 381b; and
WHEREAS, selling, furnishing, administering, distributing, or giving away nitrous oxide, or offering to do so, to a person under 18 years of age is a misdemeanor offense under California Penal Code section 381 c. Additionally, a person who dispenses or distributes nitrous oxide to any person, and knows or should know that the person to whom they are dispensing or distributing nitrous oxide intends to breathe, inhale, or ingest the substance, is guilty of a misdemeanor if that person causes great bodily injury or death to themselves or another person, under California Penal Code section 381 d; and WHEREAS, California Penal Code section 381 e also requires that a person dispensing or distributing nitrous oxide maintain a record of each transaction, signed by the purchaser, and make such records available for inspection to law enforcement and employees of the California Board of Pharmacy; and
WHEREAS, despite state regulation of the sale and use of nitrous oxide, sellers who know or should know that their customers purchasing nitrous oxide intend to breathe, inhale, or ingest the substance, continue to sell nitrous oxide using a "don't ask, don't tell" approach. Often, the amounts of nitrous oxide being sold are too small for legitimate medical, industrial, or culinary use. Nitrous oxide is also sold in colorful canisters with names such as "Galaxy Gas," which come in a variety of flavors; and

Page 66 of 73 ends

WHEREAS, the rise in recreational abuse and misuse of nitrous oxide, as well as the "don't ask, don't tell" approach of sellers, has been documented in various publications such as The Atlantic! and Los Angeles Times?; and
WHEREAS, the City does not currently regulate the sale of nitrous oxide and finds and declares that, in the absence of local regulation, nitrous oxide remains subject to significant risk of misuse and abuse through sale to individuals who intend to misuse or abuse the product; and
WHEREAS, the City desires to regulate the sale of nitrous oxide in order to preserve and protect public health and to dissuade sellers of nitrous oxide products from selling to individuals which they know or have reason to know intend to use the products for illegal purposes (i.e., recreational ingestion and/or inhalation); and WHEREAS, on April 21,2026, and again on 2026 the City Council considered the staff report, recommendations by staff, and public comment regarding the adoption of Division 3 "Other Injurious Mediums" and Section 7-7-241 related to the sale of nitrous oxide within the City; and
WHEREAS, all other legal prerequisites to the adoption of this Ordinance have occurred.

ITEM NO. 11

COUNCIL AGENDA ITEM
APRIL 21, 2026
PREPARED BY: Jami Westervelt, Economic & Community Development Director Olivia Clark, City Attorney
SUBJECT: Council to Introduce and Waive the First Reading of an Ordinance Adding a Residency Requirement for Planning Commissioners under Section 4-2-32 of the Municipal Code
STRATEGIC PLAN GOALS: None specific.

BACKGROUND/DISCUSSION
At its March 3, 2026 meeting, the City Council directed staff to bring back for its consideration an Ordinance to add to the Municipal Code the requirement that Planning Commission members reside within City of Gustine boundaries.

While Government Code specifically requires Council members reside in a jurisdiction, the mandate does not apply to Planning Commissions. Each City has discretion on whether its code contains a requirement of residency. Current City of Gustine Municipal Code does not require residency in the City to serve on the Commission. The attached Ordinance adds a sentence (bolded and underlined) that adds the residency requirement to City of Gustine Municipal Code.

COMMUNITY OUTREACH
None applicable.

FISCAL IMPACT
No new fiscal impacts anticipated for the City.

STRATEGIC PLAN GOALS
This item does not fall under any specific goal of the City Strategic Plan, but rather was a directive brought forward by Council

RECOMMENDATION
It is recommended that the City Council introduce and waive the first reading of an Ordinance amending Section 4-2-32 to the City of Gustine Municipal Code to require that Planning Commissioners reside in City boundaries.
