CONVENE REGULAR MEETING / ROLL CALL
Mayor Ruddock called the meeting to order at 6:00 p.m.

PRESENT: Councilmembers Jimenez and Rarback, Vice Mayor Penrose, and Mayor Ruddock ABSENT: Councilmember Brownstone
1. RESOLUTIONS AND STAFF REPORTS
1.A SMITH FIELD PARK FACILITIES MASTER PLAN
Public Works Director Doughty and Melanie Reynolds, Gates and Associates, presented the staff report.
The following individuals addressed the Council:

• Marilyn Headrick
• Chris Gianini
• John Ullom
The Council asked questions and discussed the item.
MOTION
Vice Mayor Penrose moved and Councilmember Jimenez seconded a motion to adopt a resolution: 1) Accepting the Smith Field Master Facilities Plan as recommended by the Parks and Recreation Commission; and 2) Directing staff to return to the City Council with recommended amendments to the FY 2022-23 Capital Budget identifying funding options to cover the anticipated costs of completing 35-percent design and Coastal Development Permit; and 3) Directing staff to return to City Council with amendments to professional services AUGUST 3, 2022

agreements with Gates +Associates and Freyer & Laureta, Inc. for architectural and civil engineering work and a new professional services agreement with SWCA for environmental services work necessary to obtain a Coastal Development Permit for Smith Field Park and Wavecrest Water Main Project. The question was called and the motion carried 4-0-1, Councilmember Brownstone absent.
ADJOURNMENT
Mayor Ruddock adjourned the meeting to Closed Session at 7:30 p.m.
