Mayor Ruddock called the meeting to order at 10:00 a.m.

PRESENT: Councilmembers Brownstone, Jimenez, and Rarback, Vice Mayor Penrose, and Mayor Ruddock
1. RESOLUTIONS AND STAFF REPORTS
1.A RESOLUTION TO APPOINT ROBERT BROWNSTONE (DISTRICT 1) AND DEBORAH PENROSE (DISTRICT 5) AND CANCEL THE ELECTION FOR DISTRICTS 1 AND 5 Communications Director / City Clerk Blair presented the staff report.
MOTION
Councilmember Brownstone moved and Councilmember Rarback seconded a motion to adopt a resolution appointing Robert Brownstone to the City Council to represent Electoral District No. 1 for a full-term of four years and Deborah Penrose to the City Council to represent Electoral District No. 5 for a full-term of four years in lieu of an election, and cancelling the November 8, 2022 General Municipal Election for City Councilmembers from Electoral District Nos. 1 and 5, pursuant to California Elections Code Section 10229. The question was called and the motion carried 4-1, Councilmember Jimenez dissenting.
ADJOURNMENT
Mayor Ruddock adjourned the meeting at 10:07 a.m.
