CALL TO ORDER / ROLL CALL
Mayor Penrose called the special meeting to order at 7:05 p.m.

1.A. WORK SESSION – FIRST PUBLIC DRAFT HOUSING ELEMENT
Community Development Director Ekas and Housing Coordinator Noce presented the staff report.
The Planning Commission and Council asked questions of staff.

RECESS
Mayor Penrose called a recess at 8:40 p.m. The meeting reconvened at 8:46 p.m. with all Councilmembers and Commissioners present.
The Planning Commission and City Council discussed the item, asked questions of staff, and provided input.
MOTION
Councilmember Brownstone moved and Councilmember Rarback seconded a motion to direct staff to prepare revisions to the draft Housing Element and submit it to the California Department of Housing and Community Development (HCD) for its 90-day review. The motion carried unanimously.
ADJOURNMENT
Mayor Penrose adjourned the meeting at 10:03 p.m.
