BUSINESS OF THE COUNCIL OF THE CITY OF HALF MOON BAY

AGENDA REPORT
For meeting of: September 5, 2023
TO: Honorable Mayor and City Council
VIA: Matthew Chidester, City Manager
FROM: Karen Decker, Economic and Community Vitality Manager TITLE: DOWNTOWN STREETSCAPE MASTER PLAN - PROJECT KICKOFF ______________________________________________________________________________ RECOMMENDATION:

Receive a presentation on the Downtown Streetscape Master Plan and provide feedback to staff and consultants as part of the community outreach and engagement activities associated with this project.

FISCAL IMPACT:

The Downtown Streetscape Master Plan is included as a funded project in the FY 2023-24 Capital Improvement Program (CIP). The CIP initially included $250,000 for the Master Plan (Phase 1) and was amended on April 4 to add $100,000 for project management and other consultant services related to completion of the project.

STRATEGIC ELEMENT:

This recommendation supports all elements of the Strategic Plan.

BACKGROUND:

Downtown revitalization has been an area of interest for this Council and a topic of conversation during annual priority setting workshops. This concept was further explored by task force members of the Coastside Recovery Initiative, who identified Downtown Half Moon Bay as a business district with untapped potential for commercial and community vibrancy.

Task force members and staff conducted a walking tour of downtown and observed that the physical design could be improved to increase access and mobility and stimulate more economic activity among residents and visitors.

The recommendation to reimagine the downtown streetscape of Half Moon Bay resulted in the City Council’s inclusion of this project in the City’s Capital Improvement Program (CIP) and allocation of funds for FY 2023-24.

Goals and Scope
The goals of the project are to 1) create a more attractive, accessible, and economically vibrant downtown; 2) preserve and enhance the existing character of downtown; and 3) prioritize improvements that benefit residents and visitors alike. The project’s broad geographic scope is Main Street from Highway 1 (North Main Street) to South Main Street with focused emphasis being on the four central blocks of downtown from the Main Street Bridge to Correas Street.

Consultant Selection
In late 2022 Staff released a Request for Proposal (RFP) to identify qualified individuals and firms that could provide professional architectural design and community engagement services to support downtown revitalization and the development of the Master Plan, ten proposals were received. The City utilized the expertise of staff, our economic development consultant, and community members to review the proposals and narrow the list to the top three. Those three proposals/firms were invited to participate in interviews with the President of the Downtown Association, a member of the City’s Architectural Advisory Committee and the City’s Economic and Community Vitality Manager.

Ultimately Toole Design, a woman-owned, Oakland-based firm that is a national expert in multimodal streetscape design was selected unanimously by the interview panel. The firm’s passion is “creating and implementing thoughtfully designed streetscape environments and multimodal networks that are inviting for people of all ages and abilities.” A highlight of Toole Design’s proposal was around community engagement and their proposed visioning workshops (charettes) combined with interactive multimedia, live polling, and roundtable discussions to provide the opportunity for everyone, including Spanish speakers and other stakeholder groups to fully engage in planning for the future of Half Moon Bay.

Phase One
The project is in its first phase, which consists of an existing conditions review, extensive community engagement and input, preliminary design, and the creation of a downtown streetscape master plan. The existing conditions review includes key findings from prior studies, plans, and reports that have relevance to the project. Examples of prior studies and work include parking surveys, the updated Land Use Plan, Bicycle and Pedestrian Master Plan, and Parks Master Plan. Toole recently completed field survey work which will also be critical in identifying utilities and defining right-of way limits.

Toole Design has created a public engagement plan with the goals of soliciting input from community members, extracting meaningful ideas to inform concepts, and creating a feedback loop where participants see and understand how their contributions were incorporated into the final design and plan. With assistance from staff, key stakeholders have been identified and will be invited to participate in a series of upcoming meetings and discovery workshops / charrettes.

Several upcoming community engagement opportunities are available the week of September 11 including a public meeting September 13 from 6-8pm at the I.D.E.S. Hall and drop-in times

on September 13 and 14 from 9am-12pm and 1pm-5pm at the Half Moon Bay Library.

Participants can expect to learn more about the project and talk directly with the design team and city staff about re-imagining downtown.

DISCUSSION:

The purpose of the Special Meeting of the City Council is to provide Councilmembers with an opportunity for early input on key questions, such as, “how downtown is currently experienced, what should be preserved, and what could be changed or enhanced relative to the project goals?” The ideas shared in this workshop will be included with feedback gathered from commissions and committees, key stakeholder interviews, design studio input, and community meetings and pop-ups. In the upcoming months, staff and the Toole Design team will be providing Council with periodic updates regarding key project milestones. The Downtown Streetscape Master Plan document is expected to be delivered in the spring of 2024.
