AGENDA REPORT

FROM: Lisa Rossi, Administrative Services Director
Kenneth Stiles, Finance Manager
TITLE: TREASURER’S REPORT FOR THE QUARTER ENDING JUNE 30, 2025 ______________________________________________________________________________ RECOMMENDATION:
Accept the Treasurer’s Report for the quarter ending June 30, 2025.
FISCAL IMPACT:
There is no fiscal impact with the acceptance of this report.
STRATEGIC ELEMENT:
This recommendation supports the Fiscal Sustainability and Inclusive Governance Elements of the Strategic Plan.
BACKGROUND:
In accordance with Government Code Section 53600 et seq., the City’s Treasurer is to provide the City Council with a report on investments on a quarterly basis. As shown in the Treasurer’s Report (Attachment 1), the City’s investments are in external investment pools listed at cost, as well as its fair value, not amortized cost, in compliance with Governmental Accounting Standard. The City’s investment practices strictly follow Government Code Section 53600 et seq., the City’s investment policy, and a prudent person’s rule.
DISCUSSION:
The City’s cash and investment portfolio, at fair market value, as of June 30, 2025, is $50.2 million of which $37.6 million is placed with the San Mateo County Treasurer’s Investment Pool and $8.6 million is placed with the State Controller’s Local Agency Investment Fund (LAIF), and $4 million in operating accounts with Wells Fargo Bank. The average weighted yield for the City’s cash and investments is 3.76 % for the quarter.

TITLE: RESOLUTIONS OF SUPPORT FOR TWO (2) GRANT APPLICATIONS TO THE SAN MATEO COUNTY TRANSPORTATION AUTHORITY FOR THE CYCLE 3
TRANSPORTATION DEMAND MANAGEMENT PROGRAM
____________________________________________________________________________ RECOMMENDATION:
Adopt a resolution:
1. Directing staff to submit two (2) separate grant applications to the San Mateo County Transportation Authority (TA) for Measures A and W Transportation Demand Management Program funds for the following projects:
a. $465,000 in grant funding from the TA with a $35,000 local match for the Cunha Intermediate School Safety and Connectivity Project; and b. $200,000 in grant funding from the TA with a $10,000 local match for a Detailed Parking Study to supplement the previously adopted Downtown Streetscape Master Plan
2. Authorizing the City Manager, or their designee, to execute a funding agreement or memorandum of understanding and any amendments with the TA to encumber Measures A and W Transportation Demand Management funds should the applications be successful;
3. Committing to the completion of the Projects, including the required local funding contributions of $35,000 for the Cunha Intermediate School Safety and Connectivity Project and $10,000 for the Detailed Parking Study, should the applications be successful;
4. Certifying that any funds awarded by the TA will be used to supplement existing funds for program activities, and will not replace existing funds or resources; and
5. Authorizing the City Manager, or their designee, to take any other actions necessary to give effect to this resolution and execute applicable amendments. 23
FISCAL IMPACT:
There is minimal fiscal impact with submitting both grant applications, including staff time to prepare the applications and exhibits, which are captured through the operating budget. If the City is awarded either or both grants, a 5% minimum local match would be required for each.
If the City is awarded the grant for the Cunha Intermediate School Safety and Connectivity Project, there are sufficient funds in the Capital Improvement Program Project No. 9010 and the Streets and Roads Fund (123) for the required local funding match of $35,000.
If the City is awarded the grant for the Detailed Parking Study, there are sufficient funds in the Streets and Roads Fund (123) for the required local funding match of $10,000.
The Streets and Roads Fund is a restricted fund, accounting for the expenditures made for city streets and roads improvements and maintenance. This restricted fund is comprised of primarily California Gas Tax revenues, SMCTA Measure A and W, Development Impact Fees, and some general fund dollars.
STRATEGIC ELEMENT:
This recommendation supports the Infrastructure and Environment, and Healthy Communities, and Public Safety Elements of the Strategic Plan.
BACKGROUND:
Within a Capital Improvement Program (CIP), it is not unusual to identify future projects and to have a significant amount of programming “unfunded.” Given the ongoing need for funding of capital projects and capital maintenance, staff continues to monitor the availability of grant funds and to align application submittals with City Council identified priorities. Grant funds vary significantly by source and program objective. Many grants are focused on funding construction of approved shovel-ready projects while others provide funding or a portion of funding for initial planning, design, environmental review, and entitlements. Finally, other grant programs provide funding for programmatic efforts. City staff look for opportunities within all programs to match community needs and Council priorities.
The San Mateo County Transportation Authority (TA) announced its call for projects for their 2025 Cycle 3 Transportation Demand Management Program in early June of 2025. The goal of the Program is to encourage the use of sustainable transportation options and enhance mobility across San Mateo County. The program aims to fund projects that construct pedestrian and bicycle improvements that increase safety, thereby encouraging a mode shift away from solo car trips. Examples of competitive eligible projects include improved bike parking, improvements to bicycle and pedestrian networks, vanpools, wayfinding/signage, transit pass subsidies, E-bike subsidies, micro-mobility subsidies, pedestrian/bicycle crossing treatments near transit, and more.
24
The Measure A Transportation Expenditure Plan and Measure W Congestion Relief Plan provide funding for mobility programs in San Mateo County. The San Mateo County Transportation Authority administers the proceeds of Measure A and Measure W sales tax revenue. While some programs are directly provided funding allocations (like the Local Streets and Transportation category), other programs must hold a competitive selection process known as a "Call for Projects" to fund projects. The Call for Projects for the 2025 Cycle 3 round of Measure A/W TDM Program funding was issued on June 5, 2025.
The Cunha Intermediate School Safety & Connectivity Project was developed in response to safety concerns and long-standing gaps in the city’s biking and walking network, especially for students and families trying to reach key destinations like schools. The project was initiated after the Cabrillo Unified School District contacted the City with safety concerns. In response, the City identified this project as a strong candidate for the TDM Cycle 3 Grant Program, given its potential to improve safety, reduce reliance on car travel, and close key infrastructure gaps.
This project aligns with multiple city and regional planning efforts:
1. Get There Together: An Action Plan for Transportation Choices in Half Moon Bay and the Midcoast (2024)
• Identifies Strategy T.3: “Prioritize Building a Complete Walking and Biking Network” as a high priority.
• Notes that the lack of a safe and connected pedestrian and bicycle network is a barrier, particularly for youth and families.
2. Half Moon Bay Bicycle and Pedestrian Plan (2019)
• Highlights network gaps that limit safe access for people of all ages and abilities. • Designates area around Cunha Intermediate School as a Priority Pedestrian Zone.
The Detailed Parking Study also aligns with City planning efforts:
1. Get There Together: An Action Plan for Transportation Choices in Half Moon Bay and the Midcoast (2024)
• Recommends Strategy P.1: “Implement a Coastside Parking Management Strategy” to support reduced vehicle miles traveled, which aligns with the goals of the Transportation Demand Management (TDM) Grant Program.
City Staff prepared and submitted two (2) grant applications prior to the due date of August 1, 2025. A funding breakdown of the amount requested for each respective application and the required local match funding are provided below.
1. The Cunha Intermediate School Safety and Connectivity Project requested a total of $465,000 from SMCTA with $35,000 of local matching funds as required by the funding program;
2. The Detailed Parking Study requested a total of $200,00 from SMCTA with $10,000 of local matching funds as required by the funding program. 25
The City is requesting a total amount of $710,000, consisting of $45,000 local match and $665,000 in Measure A and W funds from SMCTA grant funds. A requirement of the grant application is the adoption of resolutions supporting each project, authorizing their submittals and commitment of the required local matching funds.
DISCUSSION:
Cunha Intermediate School Safety and Connectivity Project Staff is requesting grant funding to support the Environmental, Design, and Construction stages of the project. This project proposes to improve pedestrian safety and accessibility near Cunha Intermediate School and its sidewalk connection to downtown. Improvements including new pedestrian crosswalks, bulb-outs and signage are proposed at the intersections of Church and Miramontes Street and Purissima and Miramontes Streets. Improvements will enhance safety during drop-off and pick-up at Cunha, providing enhanced pedestrian visibility, traffic-calming and other benefits. New sidewalks are also proposed along the north side of Miramontes Street between the two intersections to complete a critical gap in pedestrian connectivity between Cunha School and the historic Main Street. Refer to Attachment 3 for additional details.
Detailed Parking Study for the Downtown Streetscape Master Plan Staff is requesting grant funding to support the preparation of a detailed, data-driven, parking study to support the 2024 Downtown Streetscape Master Plan. The study will focus on historic Main Street and adjacent areas. The parking study is a necessary precursor to the further development of the Master Plan, and will provide information about existing demand conditions, identify opportunities for shared parking and/or the expansion of city-owned facilities, and develop strategies to support a more walkable, bikeable, and transit-friendly downtown area. Data resulting from the parking study has the potential to inform future development projects beyond the Streetscape Master Plan and help leverage future grants and investments.
CONCLUSION:
City staff recommends the City Council adopt a resolution authorizing the submittal of the applications, authorizing the City Manager (or their designee) to execute funding agreements and memorandums of understanding with the San Mateo County Transportation Authority to encumber the Measures A and W funds, committing the required local matching funds, certifying that awarded funds will supplement, but not supplant, existing funding commitments and authorizing the City Manager (or their designee) to take any other actions necessary to give effect to this resolution and execute applicable amendments.

TITLE: AUTHORIZE THE ACCEPTANCE OF THE METROPOLITAN TRANSPORTATION COMMISSION “CAPITAL PROGRAM IMPLEMENTATION GRANT FOR CHARGING INFRASTRUCTURE”
__________________________________________________________________________ RECOMMENDATION:
Adopt a resolution authorizing the acceptance of an award for funding from the Metropolitan Transportation Commission (MTC) Capital Program Implementation Grant for EV Charging Infrastructure.
FISCAL IMPACT:
The City has been awarded $829,000 in grant funding from MTC to design and implement EV charging infrastructure. The City is required to contribute an 11.47% local match (approximately $107,650). The match will be met through $105,000 in Peninsula Clean Energy EV Ready program incentives and $5,000 in staff time as an in-kind contribution. The MTC grant is reimbursementbased, with the California Department of Transportation (“Caltrans”) responsible for disbursing funds.
The project budget includes standard operations and maintenance costs for two to five years. Most EV infrastructure companies offer packages that bundle software and routine maintenance with hardware purchases for this period. After the grant term, ongoing operations and maintenance will be covered by electricity sales revenue.
Table 1: Project Funding Associated with MTC Grant for Charging Infrastructure Source of Funding Amount Funds Model
Grant Funding from MTC $829,000 Reimbursement based funding PCE Incentives $105,000 Energy incentives from PCE
City Staff Time Contribution $5,000 Staff time
Total Project Cost $939,000
33 STRATEGIC ELEMENT:
This recommendation supports all Elements of the Strategic Plan: Fiscal Sustainability, Inclusive Governance, and Infrastructure and Environment.
BACKGROUND:
On September 30, 2024, MTC issued a call for its 2024 Climate Program Implementation Grants, supporting strategies in Plan Bay Area 2050, the region’s long-range plan developed with the Association of Bay Area Governments (ABAG) to meet a 19% greenhouse gas reduction target for cars and light trucks by 2035. The grant is part of MTC’s Transportation Electrification initiative to expand access to clean mobility options and increase charging infrastructure.
Through the Regionally Integrated Climate Action Planning Support (RICAPS) Program, the San Mateo County Office of Sustainability coordinated individual but aligned applications from Half Moon Bay, San Carlos, East Palo Alto, and Portola Valley. Collectively titled San Mateo County Regional EV Charging: Scaling Accessible and Sustainable Solutions, the proposals included 66 publicly available chargers countywide (62 Level 2 and 4 DC Fast Chargers), strategically located near multi-unit housing, transit-oriented communities, and neighborhood hubs to address infrastructure gaps and minimize administrative costs through coordinated procurement and deployment. Staff filed an application for grant funding on December 20, 2024. If the item is approved, it will authorize acceptance of the funding and direct staff to implement the proposed EV charging infrastructure.
DISCUSSION:
The Coastside’s combination of local transportation needs and high tourism results in congested roadways and associated emissions. Many residents have transitioned to EVs to reduce emissions—by 2024, zero-emission vehicles represented 25.3% of new car registrations in San Mateo County, matching the statewide rate. In Half Moon Bay, 27.2% of housing units are renter-occupied, and many multi-family residents lack home charging options. Expanding public EV infrastructure will ensure equitable access and support the City’s greenhouse gas reduction goals.
The proposed infrastructure aligns with the following key City policies and plans:
• General Plan Circulation Element (2013)
o Policy 3-2: Promote projects that incorporate all transportation modes, accommodate all users, and balance mode share.
• Local Coastal Program (2020)
o Policy 5-54: Promote alternative transportation modes to reduce vehicle trips, greenhouse gas emissions, and parking impacts.
o Policy 5-55: Support installation of EV chargers in public parking areas and require chargers in new non-residential and multifamily development. • Climate Action Plan (2023)
o Measure T-3: Increase ZEV adoption from 3% to 33% by 2030 and 100% by 2045. 34 o Measure T-3.1: Prioritize charger locations based on existing infrastructure, equitable access for multi-family residents, low-income households, communities of color, seniors, and residents with disabilities.
Public Works staff identified sites within a ½ mile radius of available electrical infrastructure that meet grant requirements.

Pursuant to Half Moon Bay Municipal Code Section 2.24.030, a person nominated for a Planning Commission appointment “shall be appointed to the commission upon receiving a majority of votes from the entire city council.” If a Councilmember’s nomination is not approved, the nominating Councilmember is entitled to two more nominations. If, after this process, no nomination is approved, the floor will be open to additional nominations from all members of the Council.
Current appointments:
Mayor Brownstone – Vacant
Vice Mayor Ruddock – Rick Hernandez
Councilmember Jonsson – Jacob (Jim) Rems
Councilmember Nagengast – David Gorn
Councilmember Penrose – Steve Ruddock
DISCUSSION:
The City of Half Moon Bay held a Municipal Election on November 8, 2022, which resulted in the re-election of three councilmembers, including Robert Brownstone, who is currently serving 69
as the Mayor. Following that election, each new or reappointed councilmember recommended appointments to several commissions and committees. There is currently a vacancy on the Planning Commission for Mayor Brownstone’s nomination due to a recent resignation.
Therefore, an appointment to the Planning Commission must be made.
Printed vacancy ads were noticed in the San Mateo Daily Journal on July 14th and August 4, 2025th. Digital vacancy ads were noticed on multiple dates on the City’s various social media accounts, NextDoor platform, and on the City website. Willing to serve forms were due August 13, 2025.
Mayor Brownstone will recommend an applicant for the Planning Commission, and all Councilmembers are being asked to confirm his nomination.

BACKGROUND:
On July 16, 2024, the City Council adopted the Downtown Streetscape Master Plan, a blueprint for improving the design, functionality, and appeal of Downtown Half Moon Bay. The Plan was informed by the Coastside Recovery Initiative and emphasizes mobility, vibrancy, and long-term economic health while preserving downtown’s historic character.
The plan development involved extensive public outreach, including:
• 25 focus group sessions
• 240 community participants in engagement activities
• 164 community survey responses
• Presentation to Architectural Advisory Committee (AAC), Planning Commission, Parks & Recreation Commission, Bicycle & Pedestrian Advisory Committee, and City Council A recurring theme in public input was the lack of a distinctive “arrival experience” at the intersection of Highway 92 and Main Street. Residents and business owners noted that visitors often missed downtown altogether. Many expressed support for a visual gateway or landmark to clearly mark the entrance to Downtown Half Moon Bay.
This concept is not new — community discussions about restoring a historic gateway date back to at least the 1990s. A prominent example was the 1940s-era art deco arch that once stood at the north end of the Main Street Bridge. In 2014, the Chamber of Commerce presented a gateway arch concept to the Planning Commission as part of a larger signage plan.
In recognition of strong community interest and the scale of the broader Streetscape effort, the City began exploring shorter-term improvements that could be funded and implemented independently. One private donor expressed interest in supporting a gateway monument and requested detailed design and cost information.
To move forward, a site analysis, technical studies, and early design work were necessary. The City allocated an original $80,000 in funding and released a Request for Proposals (RFP) for qualified consultants. RHAA Landscape Architecture and Planning was selected based on their qualifications, experience, and proposal.
On November 19, 2024, the City Council authorized an agreement with RHAA for architectural design and engineering services and approved a $20,000 General Fund transfer for supplemental technical analyses.
RHAA has completed several tasks from its scope of work including:
• Community Site Walk with key stakeholders (12/12/24)
• Site Analysis and Existing Conditions Review
• Architectural Advisory Committee (AAC) Meeting - Background, Context and Precedents (1/9/25)
• Preparation of 3 Design Concepts – Including 3D models and visual simulations 82
• AAC Workshop #1: Review of Concepts (3/13/25)
During the January AAC meeting, the committee requested three distinct conceptual approaches. RHAA delivered these at the March meeting, which was attended by a dozen community members (primarily small business owners). Each design considered scale, visibility, timeline, and cost implications. See Attachment 3 for RHAA’s presentation materials from the March meeting.
The AAC concluded that a single gateway feature at Highway 92 and Main Street could not effectively serve both as a functional wayfinding sign and as a visually striking, historically appropriate gateway monument. Public comments supported this assessment.
The AAC acknowledged the merits of the work completed to date, and recommended separating the project into two distinct elements:
• Wayfinding Signage – Focused on westbound travelers approaching from Highway 92 • Gateway Monument – Focused on enhancing the sense of arrival at the north end of the Main Street Bridge, near the original location of the historic arch DISCUSSION:
RHAA’s work has clarified important constraints at the Hwy 92/Main Street site, including underground utilities, limited right-of-way, visibility issues, and complications involving Caltrans and adjacent private properties.
Given these findings, staff recommend separating the gateway and wayfinding into two independent projects, each with its own scope, schedule, and implementation strategy. This approach is also supported by AAC feedback and community input.
Gateway Monument Project
The preferred location for a future gateway is the north side of the Main Street Bridge, where the historic arch once stood. This location offers several advantages:
• Narrower right-of-way and arch span requirements
• Less utility interference
• No Caltrans right-of-way issues
• Clear visual transition into historic downtown
• Adequate construction access
• Cultural and historical significance
RHAA is well-positioned to continue leading this effort, as they have already begun concept development and assembled a qualified consultant team. However, completing CEQA/Coastal Development Permit (CDP) approvals and detailed design work could cost an additional $100,000 or more, and no construction funding has yet been secured.
Wayfinding Signage Project
83
Staff have identified nine (9) potential locations for directional signage to guide visitors to Downtown Half Moon Bay (Attachment 2). Many locations already have existing signage that is outdated or obscured. Some sites fall within City right-of-way, while others will require:
• Coordination with private property owners
• Easement agreements
• Caltrans encroachment permits
This project could be efficiently managed by City staff, with support from a graphic design consultant and community input. It is anticipated to be a faster and less costly effort compared to the gateway monument.
NEXT STEPS & OPTIONS
Staff present three options for City Council consideration:
Option 1 – Prioritize Wayfinding (Staff Recommendation) Reallocate RHAA’s remaining contract balance ($34,194) and unobligated funds ($16,830) to a new scope of work focused on wayfinding signage only. The City would lead this effort and handle permitting, supported by a graphic design consultant. Funds would cover:
• Graphic Design services
• Any needed easement negotiations
• Installation of new signage (if feasible)
Option 2 – Prioritize Gateway Monument
Reallocate all available funds toward continued design and technical studies for the gateway monument at the Main Street Bridge. RHAA would lead the effort. Additional funds may be needed in the future for entitlements and final construction design.
Option 3 – Balanced Approach
Allocate the remaining RHAA contract funds ($34,194) toward the gateway monument, and reserve the unobligated funds ($16,830) for a parallel wayfinding effort. In this scenario, both projects would likely require additional funding to reach full implementation.

BUSINESS OF THE COUNCIL OF THE CITY OF HALF MOON BAY
AGENDA REPORT
For meeting of: August 19, 2025
TO: Honorable Mayor and City Council
VIA: Matthew Chidester, City Manager
FROM: Maz Bozorginia, Public Works Director / City Engineer Dale Leda, Associate Engineer
TITLE: HIGHWAY 1 - NORTH (CIP PROJECT NO. 538) DESIGN AGREEMENT
AMENDMENT
______________________________________________________________________________ RECOMMENDATION:
Adopt a resolution authorizing the City Manager to execute Amendment No. 7 to the professional services agreement with Mark Thomas and Company, Inc. (MTCO) for additional design services and permitting support for the Highway 1 Safety and Operational Improvements Project – North (CIP Project No. 0538) for the not-to-exceed amount $188,181.00.
FISCAL IMPACT:
The Highway 1 Safety & Operational Improvements North Project is included in the City’s adopted FY 2025-26 Capital Improvement Program. Our current construction funding agreement with SMCTA allows for 78% reimbursable costs for a maximum construction-related reimbursement of $8,475,000. Another $438,500 was previously approved by SMCTA for design scope of services. A summary of the current funding sources and expenses to date below.
Table 1: Project Funds and Expenses Summary
Project Funds Project Expenses
Funding Source Fund Amount Consultants Expenses to Date SMCTA (Design) 438,500 Mark Thomas Co. 1,540,948
SMCTA (Construction) 8,475,000 PME, Inc. 823,006
City Funds 603,785 SWCA 38,469
Pacific Ridge Fees 3,119,215 Other Expenses 26,948
Total Funding: $ 12,636,500 Total Expenses: $ 2,429,371 The project’s Design phase funds have been depleted, and current spending and reimbursement requests have been pulled from the fund budget originally allocated for construction. 98
The current anticipated cost of construction is $19.2 million, which is based on an updated engineer’s estimate recently prepared by the design team and considering recent bid results on other Caltrans projects. An additional $1.9 million in construction-related and support expenses is also anticipated and puts the total expected construction phase costs at $21.1 million.
The increases in anticipated costs stem from material cost escalation over the last five years as well as revisions to the scope of improvements based on feedback from Caltrans throughout the permitting process.
Considering expenses to date and expected final design-phase costs (including those requested in the attached resolution), staff believe the project faces an estimated $11.2 million budget shortfall.
Staff have reviewed the budget shortfall with SMCTA and will be applying for additional grant funding under the 2025 Measure A &W Highway Program Call for Projects, which was released on July 11, 2025. SMCTA has expressed their strong support for seeing the project through completion and has offered support to staff through the preparation and submittal of the 2025 grant application, which is due on September 12, 2025.
SMCTA has indicated to staff that a City fund match requirement may be up to 10% of the requested grant amount, however this percentage has not been finalized and additional discussions with SMCTA are anticipated. A resolution for grant funding commitment will be presented to Council at the next scheduled meeting on September 2, 2025.
STRATEGIC ELEMENT:
This action supports the Infrastructure and Environment and Healthy Communities and Public Safety Elements of the Strategic Plan.
BACKGROUND:
The Highway 1 North project includes a new signalized intersection at Terrace Avenue and Highway 1 to provide a safe east-west crossing for pedestrians/bicyclists, protected turn movements for automobiles, consolidated access from Grand Boulevard and Frontage Road, as well as improvements to the Naomi Patridge Trail connection (across the previous access points to Highway 1). The project also includes a bicycle/pedestrian (Class I) path from North Main Street to Spindrift Way on the east side (Eastside Parallel Trail) of the highway as well as extension of the four-lane highway configuration north to just south of Grandview Blvd with improved turning lanes, center median improvements, and green infrastructure. Bus stops will also be improved in this area to meet current ADA requirements and provide enhanced experience for transit riders.
99
On April 2, 2019, the City Council executed an agreement with SMCTA to accept $300,000 in funding for the design phase of the project and an agreement with Mark Thomas and Co. for $945,000 for the design and preparation of PS&E for the project.
On July 20, 2021, the City Council executed an agreement with SMCTA to accept an additional $138,500 for design of additional improvements, and approved Amendment No. 3 to the professional services agreement with Mark Thomas and Co. for the completion of the Plans, Specifications and Estimates in the amount of $173,060. This additional work was due to new requirements imposed by Caltrans related to the design features of the Highway 1/Terrace Avenue intersection.
On June 21, 2022, the City Council approved Amendment No. 4 to the professional services agreement with Mark Thomas and Co. for the completion of the Plans, Specifications and Estimates (PS&E) in the amount of $ 147,000. This additional work was due to design coordination for the utility relocations and right-of-way clearance/easements required for the construction of the project.
On September 6, 2022, the City Council executed a new construction funding agreement with SMCTA to accept $8.475 million in funding for the construction phase of the project.
On April 7, 2023, the City Council approved Amendment No. 5 to the professional services agreement with Mark Thomas and Co. for the completion of the Plans, Specifications and Estimates (PS&E) in the amount of $148,892. This additional work was due to design coordination for the utility relocations and right-of-way clearance/easements required for the construction of the project.
On May 21, 2024, the City Council approved Amendment No. 6 to the professional services agreement with MTCO for additional design work associated with the utility relocation work above, for the not to exceed amount $127,069.82. Due to right-of-way space constraints and restrictions associated with adjacent environmentally sensitive habitat areas (ESHA’s) final redesign and approval of the utility relocations required special approval from Caltrans via a Design Standard Decision Document (DSDD) which consists of Caltrans acknowledgement and acceptance of design standard exceptions and appropriate mitigation. The DSDD process was completed and approved by Caltrans on December 18, 2024, and utility relocation work required for right-of-way certification was completed by respective utility companies in the spring of 2025.
On March 11, 2025, the City’s design team submitted the 100% plan-set to Caltrans for what was anticipated to be final plan check on the Encroachment permit. During this time, we learned that the project had been re-assigned to a new Caltrans project manager. Extensive comments were received back from various Caltrans plan reviewers on April 29 and successive dates. The new comments included newly adopted design provisions as well as some varying interpretation in Caltrans standards that created potential design conflicts regarding issues 100
which were thought to have been previously resolved through the DSDD and prior permit review stages. Some of the comments appear to be due to unfamiliarity with the project, studies and reports previously shared with the Caltrans team, past coordination with Caltrans plan reviewers and related challenges.
DISCUSSION:
The additional services covered under the proposed Amendment 7 for MTCO are needed to resolve the new and outstanding comments on the 100% submittal set provided by the Caltrans team. We expect some of the comments on the 100% to be resolved via resubmittal of previously shared studies and reports with the new Caltrans review team. There are extensive comments, however, that appear in conflict with the current design and will require significant coordination and collaboration with the Caltrans team in order to resolve. Once solutions can be agreed upon, plan updates and final document preparation for permit issuance and bid package development will also be necessary. The current request for additional budget would provide for this additional scope, however outstanding work by MTCO is also anticipated in the future which is not covered in this proposed contract amendment, including construction support and related services that are anticipated during construction.
As discussed above, the project faces a significant budget shortfall which staff is actively developing a grant application for under the SMCTA Highway Program. At the same time, it is imperative that project Plans and Specifications are finalized, and all necessary Caltrans approvals obtained, so that bidding and construction can proceed expediently after additional construction funding sources are secured. SMCTA has also stated their support to see the project move to construction as soon as we are able to and have expressed their support to the City.

1 BUSINESS OF THE COUNCIL OF THE CITY OF HALF MOON BAY
AGENDA REPORT
For meeting of: August 19, 2025
TO: Honorable Mayor and City Council
VIA: Matthew Chidester, City Manager
FROM: Maz Bozorginia, Public Works Director/City Engineer Todd Seeley, Public Works Superintendent
TITLE: PURCHASE OF A NEW ALL ELECTRIC FORD TRANSIT VAN
______________________________________________________________________________ RECOMMENDATION:
Adopt a resolution authorizing the City Manager to execute a purchase agreement in the amount of $56,451.00 with Towne Ford for the purchase of a 2026 all-electric Ford Transit Van.
FISCAL IMPACT:
Funding for the purchase of two replacement fleet vehicles was included in the Fiscal Year 2025- 26 Public Works Operating Budget allocated to vehicle replacement. The budget includes $100,000 which will cover the purchase price of $56,451.00.
STRATEGIC ELEMENT:
This purchase supports all Elements of the Strategic Plan.
BACKGROUND:
The Half Moon Bay Recreation Division currently operates one of the oldest vehicles in the City’s fleet. The 2004 Ford Ranger they are currently using is significantly past the end of its useful life and does not currently meet the needs of the division. Due to the need for Public Works Maintenance staff to regularly transport large items such as tables and chairs to various sites throughout the City, a new, larger vehicle would allow Recreation staff to operate freely and efficiently, while continuing to provide the same levels of service to the community.
The Public Works Department took an item to City Council at the July 15, 2025 meeting. Staff were instructed to look at different options such as leasing and possibly purchasing a used vehicle. Staff were also instructed to obtain quotes from different Ford dealers. Staff reached out to four local Ford dealers (James Ford, Towne Ford, Mission Valley Ford, and Serramonte Ford) and received bids from three of those dealers. A summary of purchase and pricing options is summarized in the following tables:

James Ford $61,678.94
Towne Ford $56,451.00
Mission Valley Ford $61,373.06
Serramonte Ford Non-Responsive

In preparing the FY 2025-26 budget, Public Works staff evaluated vehicle and equipment needs and included funding in the Operating Budget to purchase a new van for Recreation and replace the existing fleet car used by all staff. Due to state mandates for municipal fleets, Staff are required to acquire only plug-in electric vehicles for fleet additions and replacement, if the vehicles meet operational needs. Our research has determined that all electric vehicle options are currently viable for a portion of the City’s fleet, and the recommended purchase of this van falls under these criteria. Additionally, staff have evaluated traditional internal combustion engine vans and found their cost to be only slightly less than the all-electric version.
The current vehicle that recreation staff are using has been developing issues over time. The vehicle has window seals that are leaking which cause water to collect inside the driver’s side door in the rainy months. It also has quite a bit of rust visible on the vehicle and is undersized to adequately accomplish some of the necessary tasks for the users of the vehicle. This frequently leads to Public Works Maintenance supporting Recreation, and the acquisition of this new van would give Recreation the ability to accomplish their tasks without taking time away from the daily maintenance tasks of the Public Works Department. Additionally, the van can support other City functions, including emergency transport of goods or people during disaster responses.
The new all-electric Ford Transit Van will be the second vehicle of its kind in the City’s fleet. Public Works has owned an all-electric Ford F150 Lightning for almost two years and has been pleased with its performance. The mileage range of the truck has proven to be adequate for daily operations throughout town and the increased size of this van over the existing truck will provide Recreation staff with greater flexibility to conduct their operations. While all-electric and zero emissions, the van has been deemed to meet all the operational requirements necessary to be put into service in Half Moon Bay.
At the July 15, 2025 council meeting, staff were asked to look into alternative acquisition options such as leasing the new van and possibly buying a used van. Used vans are the least desirable option as significant depreciation has already occurred on the vehicle and it would be impossible 111
to verify how the used vehicles were cared for by the previous owners. This is most concerning when dealing with the large and expensive batteries that power these vehicles. It is difficult to assess the current condition of the batteries, and factors such as weather the vehicle was operated in (such as extreme cold or heat) and charging habits of the previous owners can lead to significant degradation of the batteries. After looking for comparable used all-electric Transit Vans, there are two options available locally. The first is a 2023 Ford E-Transit with 3,000 miles.
This vehicle is available from Mission Valley Ford and costs $40,000. The second is a 2022 Ford ETransit with 20,000 miles. It is available from Infinity of San Jose and costs $32,000. Based on the concerns mentioned above, staff do not feel that acquiring a used van is in the City’s best interest and are recommending the acquisition of a new van.
Staff also investigated the possibility of leasing a new van at the direction of City Council. As shown in the above table, the total cost of ownership for leasing a vehicle is generally higher.
These numbers were all run through a commercial leasing model, and while upfront costs are significantly lower, the overall costs are much higher. Leasing makes sense for small businesses and individuals who can write these payments off on their taxes, but since the City does not file taxes, we would not receive this benefit.
If leasing a van, at the end of the lease term (36 or 48 months), the City would have the option to exit the lease or pay the residual amount to own the vehicle. Paying the residual to own the vehicle, total cost of ownership would be almost $5,000 more than buying outright. Exiting the lease would require the City to enter another lease, and this option would be even more expensive when looked at over a 10-year period. It is also important to consider that leasing a vehicle limits any outfitting that could be done to the van to ensure operational efficiencies. Staff would not be able to mount any permanent storage solutions in the cargo area, and we would not be able to permanently affix the City logo on the doors of the van, which all other City vehicles have.
Staff also investigated rebates and incentives offered for the purchase of electric vehicles. One rebate does currently exist through Peninsula Clean Energy (PCE), but the deadline for this rebate is September 30th, 2025. Since the proposed purchase is a special order, we would not take delivery of the new van before the deadline and therefore the rebate would not apply to this purchase. Staff are considering replacing the pool car with an electric vehicle this fiscal year as well and will look at in-stock options for purchase that would qualify for the rebate. Staff will return with a separate recommendation later if there are viable options available to qualify for the rebate for a different vehicle replacement.
Per the City’s purchasing policy, staff solicited and received a quote for the new all-electric Ford Transit Van from Towne Ford, James Ford and Mission Valley Ford. Serramonte Ford was contacted but was non-responsive. Towne Ford provided the lowest bid, and staff is recommending that Towne Ford is awarded the purchase agreement for this new van. Because this purchase was included in the budget process, there is available funding in the Vehicle Replacement Fund to cover this vehicle purchase request. 112

BUSINESS OF THE COUNCIL OF THE CITY OF HALF MOON BAY
AGENDA REPORT
For meeting of: August 19, 2025
TO: Honorable Mayor and City Council
VIA: Matthew Chidester, City Manager
FROM: Lisa Rossi, Administrative Services Director
TITLE: UPDATE AND INFORMATION REGARDING POTENTIAL ORGANIZATIONAL STUDY ______________________________________________________________________________ RECOMMENDATION:
Receive an update and provide direction to staff and the ad-hoc committee to move forward on an organizational study.
FISCAL IMPACT:
There is no fiscal impact in receiving this update. However, moving forward, if the council directs staff to hire an outside consultant to conduct an organizational study; costs will be determined based on the scope of service and brought back to the council for approval (if outside of City Manager purchasing authority).
STRATEGIC ELEMENT:
This action supports the Infrastructure and Environment, Fiscal Sustainability, and Inclusive Governance Elements of the Strategic Plan.
BACKGROUND:
In response to the City’s ongoing projections of a structural deficit and Council’s ongoing priority-setting discussions, several key staff vacancies have been intentionally held open to allow for an evaluation of the City’s structure and operations, with a goal of improving efficiency, focusing on effective core service delivery, and cost savings.
At the July 15, 2025, meeting, the City Council formed an ad-hoc committee consisting of Mayor Brownstone and Councilmember Nagengast, to work with staff in evaluating the staffing and structure of the city organization. As part of the discussion, the Council directed staff to explore engagement of a consultant to perform a comprehensive organizational study. Such a study could provide a detailed analysis of the City’s current structure, and offer recommendations to optimize departmental functions and improve service delivery. A central component of this effort is to ensure the City is strategically deploying existing staff, leveraging their skills and experience in the most efficient and practical manner to maximize productivity and public value.
125
DISCUSSION:
Staff conducted interviews with five consultants, all of whom have a proven track record in municipal organizational analysis. All firms are qualified to tackle the challenges identified by both Council and staff. Each of their proposed methodologies offer a clear path to not only address the immediate operational pressures caused by staff vacancies but also to establish a long-term strategic plan for organizational health and responsible fiscal management.
Summary of Consultant Proposals:
Citygate Associates
• Methodology: Offers a "Virtual City Hall" model with retired executive-level officials, focusing on departmental structures, staffing, and processes. • Cost: Studies typically range from $100,000 to $200,000. • Key Focus: Budget stabilization analysis and stakeholder engagement Jacob Green and Associates (JGA)
• Methodology: A five-step process that includes interviews, a staff survey, and the use of the AEM-Cube leadership assessment tool.
• Cost: $62,400 for the assessment, plus $75 per participant for the AEM-Cube tool. • Key Focus: Enhancing organizational alignment, operational efficiency, and leadership succession planning
Municipal Resource Group (MRG)
• Methodology: A comprehensive plan that includes reviewing documents, conducting interviews and focus groups, and benchmarking against other cities. • Cost: Estimated total cost is $69,488.

Matrix Consulting Group
• Methodology: Preparing a proposal that will outline their general methodology and pricing options.
• Cost: To be determined.
• Key Focus: Assessing potential overlaps in processes and drawing on prior experience with the City of Half Moon Bay in 2012.
126
Moving forward based on direction received from Council, staff will work with the ad-hoc committee to consider these options, weighing the costs and benefits of each proposed scope of work. By selecting a consultant, the City can move forward with a data-driven analysis to optimize departmental functions, strategically deploy staff, and ensure the City is structured to meet community needs within sound financial parameters effectively. The ultimate goal is to select a partner who can deliver actionable recommendations that will not only resolve immediate operational pressures but also contribute to the city's long-term organizational health and effectiveness.
