SPECIAL MEETING
THURSDAY, OCTOBER 16, 2025

1. CONVENE SPECIAL MEETING
Mayor Brownstone called the regular meeting to order at 6:20 p.m. and led the Pledge of Allegiance.
2. ROLL CALL
Assistant City Clerk Rodriguez announced that Vice Mayor Ruddock would be participating under the “just cause” provisions of AB 2449, due to an illness. Roll call was taken:
PRESENT: Councilmembers Jonsson, Nagengast, and Penrose, Vice Mayor Ruddock (remote) and Mayor Brownstone
3. 555 KELLY AVENUE AFFORDABLE HOUSING PROJECT STUDY SESSION Mayor Brownstone opened the Study Session on the 555 Kelly Avenue Affordable Housing
Project. City Manager Chidester provided the background on the project and introduced Kelly Hollywood and Ramie Dare of Mercy Housing, who provided a detailed presentation on the project and discussed eligibility, parking, and provided schematic drawings, including office and recreational spaces. Councilmembers asked clarifying questions.
A recess was called at 7:03 p.m. and the meeting reconvened at 7:23 with all Councilmembers present.
Ms. Hollywood and Ms. Dare of Mercy Housing answered questions of Councilmembers posed earlier in the meeting.

A subsequent recess was called at 8:07 p.m. and the meeting reconvened at 8:14 p.m., with all Councilmembers present.

City Council Special Minutes
The City Council discussed the item and provided direction to staff on the project. No action was taken. Mayor Brownstone requested that the representatives from Mercy Housing address the additional questions posed during the meeting and return to a future meeting for further discussion.
4. ADJOURN SPECIAL MEETING
Mayor Brownstone adjourned the Study Session at 10:27 p.m.
