A 2. Honestly, I agree that rent control should continue, since every year rent goes up and salaries are not enough, because not everyone earns the same income.
And this is good to maintain control of rents, since there are many people who take advantage of tenants. They don't care whether tenants are working or not, but the rent still has to be paid, and every year it goes up and up.
This is my humble opinion.
A 3. My situation caused me to share housing with another family because I could not find an affordable place to live. The high rents made it impossible for me to find one because the cost is very high and my income is very low.
I support continuing rent control and the rental registry to support families.

I believe it is very important that rent control continue because currently it is very difficult to pay rent. Without rent control, property owners would have the freedom to increase rent as they wish, causing those of us who do not have high salaries to have to leave our homes because we cannot afford to pay.
Currently, for my family it is difficult to pay rent because these are small places with very high prices where it is not possible to share housing with someone else. It is very sad to live day to day with the worry that if you get sick or miss work, you will not have enough to pay your rent. And if there is no rent control and owners are free to increase rent however they want, we will be at risk of losing our home.
I understand that for them it is necessary to increase rent to pay for insurance and repairs, but I believe that with rent control, drastic and sudden increases can be prevented. Many times, these increases affect a renter's ability to pay the new amount and they are forced to look for another place, which is very difficult.

I wish I could attend tonight's meeting to discuss the vote to end rent control in Half Moon Bay. I've lived on the Coast for nearly 30 years and have witnessed firsthand how
unaffordable it has become. Due to rising housing and rental costs, many Latino residents have relocated to more
affordable areas like Sacramento, Modesto, Tracy, Gilroy, Manteca, and the Central Valley. As of 2024, Half Moon
Bay's Hispanic population remains around 28%. To receive federal and state funding, our schools heavily rely on Latino students to maintain enrollment. My fear is that if you proceed with rescinding rent control, more members of this important community will be forced to leave Half Moon Bay.
A 2% rent increase limit is reasonable, and without a strong affordable housing alternative, it doesn't make sense to overturn a policy that helps house those from our
community who help build our homes locally, staff our
restaurants, clean our homes, tend to our gardens, and
provide excellent care for our seniors. Please do not turn Half Moon Bay into another Carmel. I am concerned about losing our area's unique character, which values a diverse population. If rent control is overturned, it will certainly move out many who have called Half Moon Bay their home
for decades.

I am sending this email to urge you to continue the current rental registry and rent stabilization programs.
We live in one of the richest counties in the country. And yet, much of our population is estimated to be rent burdened, that is paying rent above 30% of their income. According to the SAN MATEO COUNTY 2025 Affordable Housing Needs Report (1) 81% of extremely low-income households in San Mateo County are paying more than half of their income on housing costs compared to 2% of moderate-income households. In Half Moon Bay, an annual income of $120,000 would be required to stay within the 30% guideline for the average rent of $3,000/month for a 1-bedroom apartment (2). Yet, the annual income for many in our community who provide services we all depend on falls between the acutely low and very low income levels (3). The annual salary for a farmworker is between $20,000 - $30,000, for a retail worker paid minimum wage is $37,253, and for a teacher at step 1 in CUSD is $65,897 (4).

However, the pace of developing new housing is very slow, particularly for low-income housing. For example, Stone Pine Cove was 1 exceptionally fast yet took approximately 27 months for completion of 46 units. Additionally, public objection continues to delay projects such as 555 Kelly, and currently Measure D limits growth to 1.0 - 1.5% annually. Hence, I also believe that rent stabilization is an appropriate short-term strategy, while sufficient housing is built.
Again l urge you to continue both the rent registry and stabilization programs. By doing so, you will contribute to the safety and security of so many in our Coastside community.

Dear Councilmember Penrose:
I write this as a citizen and property owner residing in Half Moon Bay and as an income property owner in another city.
On January 20, 2026, the Half Moon Bay City Council, by a three to two majority, directed staff to end the unpopular rent stabilization and rental registry programs. The Council reviewed a staff presentation on program performance, costs, and policy. The Council then listened to testimony from small mom and pop housing providers, local realtors, homeowners, and members of the public before directing staff to wind down the programs gracefully.
The following are some reasons why council directed staff to end the programs:
• There were many questions about who was being served based on the taxpayer expenditure of $257,000 to date.
• Diversion of staff time and workload that added $10,000. • Concerns about utilizing a database containing sensitive information on the public. • Consultant expenditure of $25,000.
1 • $150,000 that was used from the Affordable Housing fund to start the two programs.
• Cost recovery running at a deficit (68% with fees, and fines not able to cover expenses).
• Low case numbers from Legal Aid (fifteen cases looked at and then only four cases eventually served in a city of 12,000).
• The need to educate the public on state laws already in place dealing with tenant protections, AB 1482 and SB 567.
• Impacts to small housing providers and their families, people exiting the rental housing market and housing providers taking properties off the market thus eliminating needed housing.
• Education on resources that are already available to tenants (Legal Aid, mediation services, language translation, AB 1482, SB 567, and Half Moon Bay's Tenant Protection Ordinance that is already in effect regarding local just cause eviction protection).
The City Council also directed staff to investigate establishing an emergency rental assistance program. The City of San Mateo recently rejected rent control and a rental registry and instead enacted an emergency rental assistance program and selected Project Sentinel to administer the program. A Stanford study showed that most evictions were due to non-payment of rent. It was suggested that the emergency rental assistance program is a more solutions-oriented approach rather than more punitive rules and regulations on mom-and-pop housing providers.
The new staff report for the Tuesday, February 17, 2026, City Council meeting includes follow-up on alternative approaches to maintaining tenant protections, addressing subleasing-related concerns, and understanding the role of an emergency rental assistance program and legal aid services. The report, however, lacks clear direction on winding down the rent stabilization and rental registry programs.
I am respectfully requesting that you VOTE YES on Alternative 3: Eliminate the Rent Stabilization and Rent Registry Programs and Focus on Legal and Supportive Resources and Select Project Sentinel to administer an emergency rental assistance program.

We are a very low-income family, and we had to rent out a room in our apartment because we earn minimum wage and have three children. Rent is very high, and many times we have found ourselves in a situation where we do not have enough for our children's personal expenses and our food costs are very limited.

Had to leave because the rent was raised a lot and they kick you out when you don't make payments. But when they tell us that they will fix things, they never fix the house.
