Reclamite is a pavement surface protection and preservation treatment for city streets. The treatment keeps pavement surfaces flexible and reduces asphalt oil content loss.

Funding for this project will be allocated from Gas Tax Reserves.

5-Year Funding Allocation
Reclamite seal treatments will extend the useful life of asphalt pavement surfaces thereby reducing street maintenance costs. This project will provide surface treatment for approximately five miles of arterial/collector street (175,000 SY).

Asphalt concrete pavement surfaces deteriorate over time due to loss of oil content from naturally occurring processes and vehicular traffic loads.

AGENDA

STAFF REPORT

MEETING DATE: 5/3/2022

AGENDA SECTION: C

SUBJECT:

Public Works: Authorization to Award a Contract to 4Creeks Engineering of Visalia, Ca., in the amount of $71,861.00 and approve an additional appropriation of $14,900.00 from the TDA Fund to fully fund the preparation of the Local Roadway Safety Plan.

RECOMMENDATION:

That the City Council, by motion:
1) Award a Contract to with 4Creeks of Visalia, Ca., to prepare a Local Roadway and Safety Plan, in the amount of $71,861.00.
2) Award additional appropriation in the amount of $14,861.00 from the TDA Fund Reserves to fully fund the project.

BACKGROUND:

Federal regulations require each State has a Strategic Highway Safety Plan (SHSP). A SHSP is a statewide data-driven traffic safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads. In coordination with federal, state, local and private sector safety stakeholders, the SHSP establishes goals, objectives, and emphasis (or challenge) areas.

While the SHSP is used as a statewide approach for improving roadway safety, A Local Road Safety Plan (LRSP) is used in providing local and rural approach for improving roadway safety, while contributing to the statewide SHSP. The process of preparing an LRSP creates a framework to systematically identify and analyze safety problems and recommend safety improvements. Preparing an LRSP facilitates the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that can demonstrate a defined need and contribute to the statewide plan. The LRSP offers a proactive approach to addressing safety needs and demonstrates agency responsiveness to safety challenges.

15.C
Packet Pg. 206
Staff solicited the current On Call Engineering firms to submit a proposal for the preparation of the LRSP. A total of one proposal was received and ranked based on qualifications. 4- Creeks Engineering was selected, for a cost of $71,861.00.

Preparation of the City’s LRSP will be accomplished through acquiring and analyzing data, identifying partners to review the data, selecting emphasis areas, developing safety strategies and countermeasures, and adopting the final plan. The LRSP will play a critical role in addressing traffic collision risks and may identify specific or unique conditions that contribute to traffic collisions within the City. The LRSP will provide the City the opportunity to proactively correct high collision or problem locations in hopes to prevent local road fatalities and injuries. The final plan will recommend proven countermeasures, provide a structured and realistic set of responses that implement changes over time, will integrate the “4 E’s” approach (Education, Enforcement, Emergency Service, and Engineering) in its proposed solution strategies, and will identify road safety partners that could sustain a long-term effort.

If awarded, the study will take an approximately 7 months to complete.

FISCAL IMPACT:

The City received grant funding from The Department of Transportation in the amount of $57,000.00 for Agency Preliminary Engineering for the Local Roadway Safety Plan. An additional appropriation of $14,900.00 from the TDA Fund is necessary to fully fund this project. See attached finance letter for Councils review.

used for a broad range of surface transportation purposes listed in Section 113(b) of Title 23 of the U.S. Code and are meant to “prevent, prepare for, and respond to coronavirus.” Specifically, the Act allows cities to cover revenue losses and allows COVID Relief Funds to be used on new or existing projects, and for preventive and routine maintenance

Staff has examined and validated the lowest bidder's contractor's license status, and verified the contractor is in good standing. With Council approval, if awarded, construction is anticipated to begin in June 2022.

That amount is comprised of the following projects: Emma Lee Lane Crossing/Lift Station #37, Emma Lee Lane Reconstruction, Grangeville Boulevard to Conquistador Street and Water Main Replacement Program. In addition, the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) Fund will contribute an additional $243,000.00, making the total project budget $1,106,000.00 including contingency.
