AGENDA

STAFF REPORT

MEETING DATE: 12/20/2022

AGENDA SECTION: B

SUBJECT:

Public Works: Approve change orders and an appropriation transfer of $39,000.00 from the Accumulated Capital Outlay (ACO) Fund, to fully fund the completion of the Police Parking Lot Expansion Construction Project

RECOMMENDATION:

That the City Council by motion:

1. Approve an appropriation transfer of $39,000.00 from the Accumulated Capital Outlay (ACO) Fund to fully fund the completion of the construction project.

2. Approve associated change orders for the project

BACKGROUND:

This project includes the reconfiguration and redesign of the existing police department parking lot, located east of the Police Station, and provides additional, secure, and more efficient parking.

This project also includes fencing and gates to secure the area. Existing parking areas located east of the police station (east of alley) are inefficient and function poorly and are not secured.

The reconfiguration of the parking lot in this area will add additional parking stalls, allow for more efficient use of the space, and provide secured fencing with electrical gates.

Project construction began on September 26, 2023, and is scheduled to be completed on December 29, 2023. During this period, unforeseen conditions arose which were not contemplated by the plans or specifications, and the additional work became necessary. The unforeseen conditions required that direction be given to the contractor in a expeditious manner to avoid costly interruption and was necessary for management and control of the contracts.

All change orders were negotiated to the lowest cost, prepared, and captured all additional work outside the original scope of the project. Reductions and/or additional cost resulting in change of the scope were reviewed by City management and meet the public work standard specification for the City of Hanford.

14.B
Packet Pg. 282
To date, a total of six (6) change orders have been authorized on this project that amounted to a net increase of $76,787.94. Resolution No. 88-01-R sets forth the criteria for the approval of all Change Orders for City projects. That resolution specifically states, "No Contract Change Order shall be approved unless there are sufficient unencumbered funds appropriated to pay the cost of the additional work". Additionally, per the Resolution, Council's approval is required for any and all change orders that result in exceeding one-half of the contingency amount. Council previously established a construction contingency of $48,000 for this project. An appropriation transfer of $39,000 from the ACO Fund will fully fund the completion of the construction project, no additional contingency appropriation is anticipated. A copy of the work order summary and back up documentations is attached for review.

FISCAL IMPACT:

The Police Impact Fee Fund and the ARPA Fund currently provide $564,336.69 for this project including contingencies. An appropriation transfer of $39,000.00 from the ACO fund project Veterans Building Roof Replacement (#823602) is required to fully fund the construction of this project. There is the potential for a federal grant for the Veterans Building Roof Replacement that will replace the current appropriation which currently is not enough to complete the project.

AGENDA

STAFF REPORT

MEETING DATE: 12/20/2022

AGENDA SECTION: C

SUBJECT:

Council: Review and Approval of the 2023 Calendar of City Council Meetings

RECOMMENDATION:

That the City Council review the 2023 calendar of scheduled meetings for the City Council and direct staff to cancel or reschedule any specific dates.

BACKGROUND:

Over the course of each calendar year, due to holidays or City events, there are occasionally conflicts with the City Council meetings. In the past the Council has requested that staff bring forth a calendar for next year's meetings to review and determine if any should be cancelled or rescheduled. Providing staff with advance notice of changes to meeting dates allows them to prepare in advance for anticipated deadlines and to place items on an agenda in an efficient manner.

Based on the initial review of the 2023 Calendar, staff is recommending that the Council approve the cancellation of the January 3rd, July 4th, and September 5th Council meetings. These meetings occur right after holidays that typically involve travel for staff and/or Council members and it is difficult to plan agendas around such holidays.
