Mayor Paden called to order the special session at 5:00 p.m.

PUBLIC COMMENT:
Study Sessions are considered Special Meetings under the Brown Act. Accordingly, comments from the public are limited to items listed on the agenda (GC 54954.3a). Public Comment will be accepted during each agenda item. A maximum of three minutes is allowed for each speaker. Please begin your comments by stating your name and providing your city of residence.

GENERAL BUSINESS:
A. Recognition and remarks for outgoing Council Member Martin Devine.
Mayor Paden recognized Council Member Devine for his service to the community and presented him with a plaque After the presentation, each council member shared kind words about Mr. Devine.
B. Adoption of Resolution 24-47-R, Declaring Canvass of Results of the Votes Cast and Statement of Election Results and Swearing in new Council Members Nancy Howze and Kimber Regan.

C. Reorganization of the City Council - Selection of the Mayor and Vice Mayor City Attorney Ty Mizote explained the process of selecting a Mayor and Vice Mayor. Mr. Mizote called for nominations for Mayor. Council Member Regan nominated Lou Martinez with a second by Council Member Howze. Mr. Mizote called for nominations for Vice Mayor. Council Member Regan nominated Travis Paden with a second by Council Member Howze.

E. Council: Receive and discuss the list of Committees and Boards that have representation appointed directly by the Council. Following this discussion, the Council is requested to approve the proposed appointments through a formal vote.
Mayor Martinez asked that the discussion and selection of boards and committees be tabled to the next meeting so that the council members have more time to prepare. It was a consensus of table the item until the next regular meeting scheduled for December 5, 2024.
COUNCIL COMMENTS AND COMMUNICATIONS:
At this time, any Council Member may ask a question for clarification or may request a matter, which is not otherwise scheduled on a City Council agenda, to be placed on a future agenda. The Council Member referring the item shall provide sufficient information as to the nature of the item. The City Council, by concurrence of a majority, may direct the City Manager to put the item on a future agenda. (GOV. CODE SEC. 54954.2) Mayor Martinez thanked the council and the community.
