CALL TO ORDER
The Joint Meeting of the City Council and Planning Commission was called to order on Tuesday, November 28, 2023 at 6:31 PM.

DISCUSSION ITEM(S)
1. Recommendation to solicit public comment and conduct joint study session on the Housing Element to discuss housing policy and needs, rezoning, RHNA, and strategies for meeting the City's housing goals.
Elise McCaleb, Community Development Director, provided the staff report, and recused herself from discussion of site located at 22601 Norwalk Blvd.
John Natalizio, Assistant City Attorney, continued the staff report.
Grant Henninger, Mobius Planning, continued the staff report.
