CITY OF HAWAIIAN GARDENS

CITY COUNCIL

STAFF REPORT
Agenda Item #B2
DATE: December 12, 2023
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Linda Hollinsworth, Finance Director
RECOMMENDATION:

RECOMENDATION TO ADOPT RESOLUTION 039-2023 OF THE CITY COUNCIL OF

THE CITY OF HAWAIIAN GARDENS, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA APPROVING THE EXCHANGE OF FY 2023-2024 PROPOSITION A

FUNDS BETWEEN THE CITY OF HAWAIIAN GARDENS AND THE CITY OF LA HABRA

HEIGHTS, CALIFORNIA AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL

NECESSARY DOCUMENTS

SUMMARY
The City recognizes that the cost to support the City’s transportation needs exceeds the revenues received from the available restricted funding. Transfers from the General Fund are required to subsidize transportation related expenses. One way to reduce the impact on the General Fund is to purchase Proposition A Transportation Funds at a discount from other cities in return for unrestricted General Fund dollars.

The City will receive approximately $296,000 in Prop A Local Return Transit Funds in FY 23-24 that can only be used for public transportation purposes. The budgeted expenditures FY 23-24 for the Prop A Fund will exceed the budgeted revenues. The City of La Habra Heights has $80,000 of Prop A Funds for the FY 23-24 allotment. They would like to exchange these Prop A funds at a rate of 75/100 or $60,000 of General Fund dollars. This additional revenue for Prop A is included in the Citywide FY 23-24 Budget.

FISCAL IMPACT
The Exchange of Prop A Funds is budgeted with an expense of $60,000 from the General Fund and an increase of $80,000 Prop A Fund revenue.

CITY OF HAWAIIAN GARDENS

CITY COUNCIL

STAFF REPORT
Agenda Item #B4
DATE: December 12, 2023
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Neema Ghanbari, Public Works Manager
Ramie L. Torres, Administrative Technician
RECOMMENDATION:

Recommendation to approve a five-year contract renewal with UniFirst Corporation to provide uniforms and related services

SUMMARY
The Public Works Department has contracted with various companies over the years to supply facilities with entryway floor mats, and cleaning towels, and provide uniforms, and uniform laundering services for those within the department.

In 2018, a request for proposals (RFP) was issued for said services and the lowest bidder was UniFirst Corporation. The current five-year contract with UniFirst commenced in March 2019 and is set to expire in March 2024.

The City has the option to terminate services by giving a 90-day notice or approve an extension of up to five years for continued services. Public Works has been satisfied with the products and services provided by Unifirst. Therefore, staff is recommending that the Council approve the renewal of the agreement with UniFirst Corporation for an amount of $63,545 over a five (5) year term contract as shown below:

FY 2024-2025 $ 11,500
FY 2025-2026 $ 12,075
FY 2026-2027 $ 12,679
FY 2027-2028 $ 13,313
FY 2028-2029 $ 13,978
TOTAL: $ 63,545
Reflected in the fiscal year totals is an estimated annual 5% increase as indicated within the terms and conditions of the initial contract (5% increase or CPI) and is in line with Agenda Item #B4

industry standards. Contract costs were previously approved as part of the current operating budget and if approved, will not require additional funding.

FISCAL IMPACT
Sufficient funding for uniforms and related services is budgeted in the FY 2023-24 and FY 2024-25 Public Works budget and will be included in subsequent operating budgets for the following years.

TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Neema Ghanbari, Public Works Manager
RECOMMENDATION:

RECOMMENDATION TO ACCEPT THE CONSTRUCTION IMPROVEMENTS BY BEST CONTRACTING SERVICES, INC., FOR C. ROBERT LEE ROOF REPLACEMENT, PROJECT 102 AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF

COMPLETION

SUMMARY
On April 25, 2023, the City Council approved the plans and specifications and awarded the construction contract to the lowest responsive bidder Best Contracting Services, Inc., in the amount of $519,589. The C. Robert Lee roof replacement was completed on schedule and approximately $250,000 under budget.

On October 10, 2023, the City Council authorized the City Manager to approve a change order recommended by Public Works staff for a not-to-exceed amount of $193,764.00 for the replacement of the roof at City Hall Administration Building to Best Contracting Services Inc. from the remaining $250,000 project budget.

The project’s scope of work included the removal and replacement of the existing roof including furnishing roofing materials (PVC Single Ply Roofing System), air ducts, roof drains, and rain gutters.

A total of two change orders were issued to Best Contracting Services Inc. due to additional improvements to the C. Robert Lee roof and the City Hall Administration Building roof replacement for a total cost of $185,723.85.

This project re-roofed approximately 20,000 square feet of roofing area for the C. Robert Lee and the City Hall Administration Buildings to prevent water penetration and damage to the building roof structure. The PVC (polyvinyl chloride) roof is made of recyclable, environmentally friendly, lightweight, flexible, and UV-resistant thermoplastic material that is considered a fire-safe and energy-efficient material and is expected to last 20- 25 years.
