CALL TO ORDER
The Joint Meeting of the City Council and Planning Commission was called to order on Wednesday, February 21, 2024 at 6:03 PM.

1. Recommendation to solicit public comment and conduct joint study session on the Housing Element to discuss potential housing sites.
Elise McCaleb, Community Development Director, spoke.
Grant Henninger, Mobius Planning, provided a presentation.
John Natalizio, Assistant City Attorney, provided an update on the lawsuit and judgment.
Elise McCaleb, Community Development Director, recused herself from Site 1.
Commissioner Gonzelez recused himself from Site 1.

1. Recommendation to solicit public comment and conduct joint study session on the Housing Element to discuss potential housing sites.
Elise McCaleb, Community Development Director, spoke.

Elise McCaleb, Community Development Director, recused herself from Site 1.
Commissioner Gonzelez recused himself from Site 1.
Councilmember Roa recused himself from Site 3.
Commissioner Winford recused himself from Sites 6 and 7 Mayor Farfan recused himself from Sites 6 and 7.
Mayor Pro Tem Dandy De Paula recused himself from Site 10.
Mayor Farfan recused himself from Site 10.
A discussion ensued between the City Councilmembers, Planning Commissioners, and staff about the sites identified for the Housing Element Update.
