RECOMMENDATION:
Recommendation to receive and file the Beautification Program updated report for the month of March 2024.

The City of Hawaiian Gardens Public Housing Authority created a City Beautification Program for exterior improvements for single-family, duplex, and mobile homes, and interior improvements for condominiums. The Program is currently funded through the Hawaiian Gardens Public Housing Authority and the General Fund. This report is an update on General Fund expenditures.
The intent of the Program is to improve the overall appearance of the City of Hawaiian Gardens’ neighborhoods, increase property values, and increase community pride. The improvements on the homes must be deemed beneficial to the overall exterior appearance of the property and address deteriorated and unsightly conditions visible from the street. Financial assistance up to a maximum of $10,000 is provided to property owners and up to $25,000 for substandard cases through a grant. There is also a $2,500 grant available for emergency cases.

RECOMMENDATION TO RECEIVE AND FILE TREASURER’S REPORT FOR JANUARY AND FEBRUARY 2024
SUMMARY
The attached Treasurer’s Reports provide balances for the months of January and February 2024. During this period, the City investments were in compliance with the Investment Policy and the City had sufficient cash reserves to meet the expenditure requirement for operations for the next six (6) months.
The City maintains checking accounts for general operations, payroll, and the housing account. In addition, we maintain an investment account with LAIF. Funds are also retained by the Bank of New York Mellon for the Successor Agency Bond payments. The general operating account and LAIF represent cash transactions for multiple funds (Pooled Cash) with the amount available for each fund tracked in the general ledger. Interest earned through LAIF is allocated to each fund based on the balance shown in the general ledger. The attached detail report provides balances by Fund as of February 2024.

SUMMARY
The Engineering Division, as part of the Public Works Department, is responsible for the implementation of the policies and objectives of the community as set forth in the City of Hawaiian Gardens’ General Plan, Municipal Code, and oversees the project management for the construction of the City’s capital improvements, infrastructure, and public facilities.
The Engineering Division reviews applications and issues construction, and encroachment permits for any work that is done in the public right-of-way, such as the streets and alleys, and if the public rights-of-way are used for equipment parking/staging and to conduct any construction, repair, or maintenance of any property or utilities within or adjacent. Work on or use of the public right-of-ways may include: underground and above-ground utilities repair/replacement by utility companies and their contractors, driveway construction, temporary use for staging of equipment and vehicles, and contractors working on behalf of the City for public improvements. The permits and final inspections will ensure that any work is conducted in accordance with City Engineering specifications and appropriate standards and that any traffic control and safety measures are properly in place and followed.

ARCHITECTURAL DESIGN, SURVEYING, GEOTECHNICAL AND TRAFFIC
ENGINEERING, GRANT ADMINISTRATION, PROJECT MANAGEMENT,
ENGINEERING SUPPORT, PUBLIC WORKS PERMIT ADMINISTRATION, PLAN
CHECK, AND LABOR COMPLIANCE SERVICES
SUMMARY
On June 22, 2021, the City Council adopted Resolution No. 017-2021 to extend the professional services agreement between the City of Hawaiian Gardens and Infrastructure Engineers for an additional three years. The said contract will expire on July 1, 2024.
The Public Works Department seeks authorization from the City Council to authorize the Public Works Manager to solicit proposals from qualified firms for on-call Municipal Engineering Services including engineering and architectural design, surveying, geotechnical and traffic engineering, grant administration, project management, engineering support, Public Works permit administration, plan check, and labor compliance services for various projects within the City of Hawaiian Gardens.
On-call contracts provide the City with the flexibility to implement and deliver projects as necessary. The engineering division has relied on consulting firms for “as needed” city projects related services for engineering and architectural design and project management for many years, as well as for other services in other departments such as building and safety, planning, housing, and code enforcement.
Agenda Item #B11
April 24, 2024
The Public Works Department, at the discretion of the council, will be requesting a Statement of Qualification (SOQ) from qualified civil engineering firms to provide consulting services on an “as-needed” contract basis. The department will issue task orders for each project based upon a scope of work, work schedule, and fee proposal submitted to the City for its review and approval. The contract term shall be for three years with the City receiving the option to grant two (2) one-year extensions at the end of the term. Upon review and evaluation of the SOQ, staff will bring back this item for the City Council review and contract award.

Recommendation to request staff to submit the 2023 Calendar Year General Plan and Housing Element progress report to the Governor's Office of Planning and Research and the State Department of Housing and Community Development.
SUMMARY
The following staff report is a summary of the 2023 Calendar Year General Plan and Housing Element progress report.
The City of Hawaiian Gardens General Plan has 11 elements. The following table lists the elements and the year that they were last updated.
Land Use 2010
Economic Development 2010
Community Design 2010
Housing Element 2013
Circulation Element 2010
Capital Improvement Element 2010
Conservation Element 2010
Open Space/Recreation Element 2010
Air Quality Element 2010
Safety Element 2010
Noise Element 2010
All elements were last updated in 2010, other than the Housing Element. The 5th Cycle Housing Element covering 2013-2021 was approved in September 2013. The 6th Cycle Agenda Item #C1
April 24, 2024
Housing Element Update covering 2021-2029 is currently in draft form and being reviewed by the California State Department of Housing and Community Development.
Government Code Section 65400 mandates that cities and counties submit an annual report on the status of the General Plan and Housing Element and progress in its implementation to their governing bodies, the Governor’s Office of Planning and Research (OPR), and the Housing and Community Development (HCD) by April 1 of each year. In accordance with Government Code Section 65400, the City of Hawaiian Gardens Community Development Department prepared the 2023 General Plan Annual Progress Report (“annual report”) and Housing Element Annual Progress Report to inform the public and the City Council of the achievements in implementing the General Plan.
The annual report describes the status of the City’s General Plan and the City’s progress in implementing the plan and associated elements from January 1, 2023, through December 31, 2023. It also describes the City’s development activity and progress in meeting its share of regional housing needs allocation (RHNA) and removing governmental constraints to housing maintenance, improvement, and development.
Housing Element – January 1, 2023 – December 31, 2023
The Community Development Department was busy in 2023 with the review and approval of Accessory Dwelling Unit (ADU) applications (Program 15). Throughout the year, 9 ADU applications were submitted. The applications were reviewed internally by staff and 9 housing units were approved. During 2023, fourteen (14) building permits were issued for thirteen (13) ADUs and one (1) JADU. Certificates of Completion were issued for thirteen (13) housing units.
Because Hawaiian Gardens is virtually a built out City, the production of ADUs/JADUs is critical to assist the City in meeting its Regional Housing Needs Assessment (RHNA) goal of producing 331 units over the planning period covering 2021-2029. The City of Hawaiian Gardens is responsible for producing units across all income levels as identified in the chart below.
The Community Development Department continued its successful housing programs in 2022. The Public Housing Authority’s Section 8 rental assistance program (Program 6) Income Category

was able to assist 111 households; 102 regular vouchers plus 3 port-ins and 6 port-outs.
There are currently 273 applications on the waiting list.
The City’s Fair Housing Services Program (Program 12) promoted fair housing through its participation in the Section 8 Program. The City continued to work with the Housing Rights Center to provide fair housing counseling, discrimination/investigation, and education services to all City residents, including landlords and tenants participating in the Public Housing Authority’s Section 8 Program.
The City’s Beautification Program (Program 11) allowed residents to improve the exterior of their homes. All housing types are eligible for this program including single family, duplexes, condominiums, and mobile homes. The grant amounts are up to $10,000. The City also provides emergency grants up to $2,500. The program is funded by the City and Public Housing Authority (PHA). In 2023, $133,535 in grants were issued ($71,285 General Fund; $62,250 PHA).
The City’s Security Bar Removal Program (Program 11) helps to improve the aesthetics of a home by removing bars on windows and doing improvements to the exterior such as new windows, security cameras, landscaping, or doors. The grant amount is $4,000.
There was no interest in the program in 2023 and no grants were issued.
The City’s Code Enforcement program (Program 9) was active. The program helps to maintain the physical condition of property. The City’s full-time Code Enforcement Officer responds to both commercial and residential complaints. There were over 1,000 cases opened in 2023. Of the total, 83% of the cases were closed in 2023. Most cases are related to maintenance or safety issues.
Land Use Element
The Land Use Element designates the location and extent of the uses of land within the City including housing. In 2022 and 2023, the City amended Title 18 of the Hawaiian Gardens Municipal Code, Chapter 18.90 (Supplemental Regulations), Section 18.90.080 (Accessory Dwelling Units and Junior Accessory Dwelling Units) via Zoning Ordinance Amendments (ZOA) 2022-602 and 2022-607 to comply with the amended provisions of Government Code 65852.2 and 65852.22.
The proposed text amendment was evaluated for consistency with the City’s General Plan and is consistent with the following:
• Preserve and enhance the community’s quality of life by fostering safe and appealing neighborhoods.
• Provide a variety of housing options.
• Promote safe, walkable neighborhoods.
Agenda Item #C1
April 24, 2024
• Ensure compatibility between residential and nonresidential land uses to create harmonious living environments.

DATE: April 24, 2024
TO: Honorable Mayor and Members of the City Council

RECOMMENDATION:
RECOMMENDATION TO AWARD CONSTRUCTION CONTRACT TO UNITED STORM WATER, INC., IN THE AMOUNT OF $189,997.00 FOR THE CITYWIDE CATCH BASIN CONNECTOR PIPE SCREEN (CPS) INSERTS INSTALLATION, PROJECT 111
SUMMARY
On April 7, 2015, the State Water Resources Control Board adopted the Statewide Trash Amendments to the Water Quality Control Plan for Ocean Waters of California to address the significant trash pollution in California's waters. These amendments, collectively called "the Trash Provisions," require cities to install, operate, and maintain full capture systems in catch basins located within/on Priority Land Uses to effectively capture 100% of trash generated. Priority Land Uses include high-density residential, industrial, commercial, mixed urban, and public transportation centers.
As an owner and operator of a municipal storm drain system, Hawaiian Gardens is required to comply with the Trash Amendments. The latest Statewide Trash Order requires that 50% of "priority" catch basins be retrofitted by 2026. Cities must demonstrate full compliance with the Trash Amendments by installing, operating, and maintaining full capture systems for storm drains that capture runoff from priority land uses in their respective jurisdictions.
On March 13, 2024, the City Council approved the Plans and Specifications and authorized the Public Works Manager to advertise and seek public bids for the Citywide Catch Basin Connector Pipe Screen (CPS) Inserts Installation, Project 111.
The project scope of work consists of furnishing all labor, material, equipment, services, and incidentals as required by the contract documents for traffic control, cleaning out existing catch basins, and furnishing and installing Connector Pipe Screen (CPS) Inserts in 118 City and County owned catch basins.
Agenda Item #C3
April 24, 2024
The County Flood Control District (LACFCD) requires all cities to obtain a permit and pay a fee to install any devices in County-owned catch basins. Retrofitting existing LACFCD catch basins with any device requires detailed testing, accurate design and installation, and routine maintenance to prevent flooding. In addition, the City and LACFCD will enter in and execute an MOU agreement that will require the City to maintain all catch basin devices retrofitted on and/or in LACFCD catch basins in the future.
On March 29, 2024, the project was advertised in Los Cerritos Community Newspaper and on the CIP List website.
On April 15, 2024, the City Clerk received two (2) sealed bids for the project which are as follows:
United Storm Water, Inc., City of Industry, CA $189,997.00 Downstream Services, Inc., Escondido, CA $213,964.00
The lowest responsive bidder, United Storm Water, Inc., has provided similar services for other agencies including Santa Clarita, Culver City, and Inglewood Cities. The commencement of construction is scheduled for June, with a targeted completion date set for the end of July 2024.
