RECOMMENDATION:
RECOMMENDATION TO AWARD CONTRACT TO MOON VALLEY NURSERIES IN THE AMOUNT OF $190,525.60 FOR THE REMOVAL AND INSTALLATION OF PALM TREES ON CARSON STREET – FROM NORWALK BOULEVARD TO BLOOMFIELD AVENUE AND APPROPRIATION OF ADDITIONAL FUNDING IN THE AMOUNT OF $270,000 FOR THE CARSON STREET BEAUTIFICATION PHASE ll, PROJECT 108
SUMMARY
Construction on the Carson Street Beautification Phase II, Project 108, commenced in July 2024. The project is currently under construction and is expected to be completed in January 2025.
The proposed Phase II improvements on Carson Street consist of removing existing trees and brick paving bands; constructing new ADA compliant curb ramps, curbs and gutters, sidewalks, and driveway approaches; planting new drought tolerant plants and upgrading landscaping including street trees, shrubs, and ground covers; installing new weatherbased irrigation controller and automatic dripline irrigation system in all landscape areas, new pedestrian lighting; installing new signage and graphics including new monument and directional signs; cold milling existing AC pavement and AC overlay; furnishing and installing new bus shelters and trash receptacles; and installing traffic signal loop detectors, traffic striping, signing, and pavement markings. This Phase II work on Carson Street is an extension of the previous Phase I Carson Street Beautification Project which was constructed in 2017.
Removal and replacement of the palm trees were not included in the original design of the phase ll project. In order to create a consistent street corridor along Carson Street, within the City limits, and conform to the existing aesthetic from the Carson Street Phase I Beautification Project, staff is recommending the replacement of the existing palm trees along Carson Street, from Norwalk Boulevard to Bloomfield Avenue. This project will install twenty-one (21) date palms with a height of 30-40’ high, with a brown trunk and diamond Agenda Item #A1

cut, which is the same species installed on the previous Phase I Carson Street Beautification Project.
City staff solicited bids from several contractors and received three proposals, as detailed below:
Hardy & Harper Inc., Lake Forest, CA $527,075.01
West Coast Arborists, Inc., Anaheim, CA $195,909.00
Moon Valley Nurseries, North Hollywood, CA $190,525.60
The lowest responsive bidder for the removal and replacement of palm trees along Carson Street is Moon Valley Nurseries, with a bid of $190,525.60. Installation of the new palm trees is scheduled to begin in December 2024, with a projected completion date by the end of January 2025.
Staff recommends that the City Council award the palm trees removal and Installation contract to Moon Valley Nurseries and approve the allocation of an additional $270,000 from Reserve Funds previously designated for Capital Improvement Program (CIP) projects to the Carson Street Beautification-Phase ll to ensure the palm trees are installed and any other unforeseen items are covered. This funding will ensure the successful completion of the Carson Street Beautification Phase II (Project 108) within both the project timeline and budget.
FISCAL IMPACT
The City Council has appropriated $5,700,011 for the Carson Street Beautification-Phase II Project. An additional $270,000 is requested to be allocated from the Reserve Funds balance for Capital Improvement Program Projects. The updated budget breakdown is as follows:
Item Fund Budget
1 ARPA $1,800,000
2 Reserves/General $3,420,011
3 Measure R $300,000
4 Measure M $300,000
5 Measure W $150,000
Total $5,970,011

Proposal excludes 90-day maintenance/watering, irrigation, untying of fronds. We do not ensure the City's entire tree population from failure. Conditions are often hidden within trees and below ground. Arborists cannot guarantee that a tree will be healthy or safe under all circumstances. The controlling authority must manage trees and accept some degree of risk.
