RECOMMENDATION:

RECOMMENDATION TO RECEIVE AND FILE THE BEAUTIFICATION PROGRAM, UPDATED REPORT FOR THE MONTHS OF OCTOBER 2024, NOVEMBER 2024, AND DECEMBER 2024.

SUMMARY
The City of Hawaiian Gardens created a City Beautification Program for exterior improvements for single-family, duplex, and mobile homes, and interior improvements for condominiums. The Program is currently funded through the Hawaiian Gardens General Fund. This report is an update on General Fund expenditures.

The intent of the Program is to improve the overall appearance of the City of Hawaiian Gardens’ neighborhoods, increase property values, and increase community pride. The improvements on homes must be deemed beneficial to the overall exterior appearance of the property and address deteriorated and unsightly conditions visible from the street.

Financial assistance up to a maximum of $10,000 is provided to property owners and up to $25,000 for substandard cases through a grant. There is also a $2,500 grant available for emergency cases.

CITY OF HAWAIIAN GARDENS

CITY COUNCIL

STAFF REPORT
Agenda Item #B7
DATE: January 22, 2025
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Rosario Pozzoli, Human Resources Manager
RECOMMENDATION:

Recommendation to approve an adjustment to the rates for Recreation Leader II (formerly known as Senior Recreation Leader II) to reflect an 8% increase over Recreation Leader I (formerly known as Senior Recreation Leader I).

SUMMARY
The current Salary Schedule was approved by Resolution 041-2024 on 12/11/2024.

Public Sector Personnel Consultants (PSPC) conducted a Classification and Compensation Study and provided recommendations that were reviewed and considered in the year 2024. The current Salary Schedule was approved based on recommendations made by PSPC. However, upon its approval, it was noted that the difference between Recreation Leader I (formerly known as Senior Recreation Leader I) and Recreation Leader II (formerly known as Senior Recreation Leader II) was only $0.16 which represents less than 1% difference between the two levels.

The issue above was shared with PSPC, and the consultant recommended an 8% difference between the two levels. An 8% difference between the two positions will result in the following rates per step:

NAME OF POSITION STEP A STEP B STEP C STEP D STEP E
Recreation Leader I 18.52 19.44 20.41 21.43 22.51
Recreation Leader II 20.00 21.00 22.05 23.15 24.31
Agenda Item #B7
January 22, 2025

Page 2 ends

Consistent with the table above, the request is to implement the following adjustments:

NAME OF POSITION STEP A STEP B STEP C STEP D STEP E
FROM Recreation Leader II 18.68 19.61 20.60 21.63 22.71 TO Recreation Leader II 20.00 21.00 22.05 23.15 24.31

FISCAL IMPACT
The fiscal impact to implement the recommended adjustments to rates for the Recreation Leader II position (formerly known as Senior Recreation Leader II) to have an 8% difference between this position and the Recreation Leader I position (formerly known as Senior Recreation Leader I), represents approximately $18,000.

SUGGESTED ACTION
Approve Recommendation.
