RECOMMENDATION:
Recommendation to adopt Resolution No. 003-2025, approving a General Services Agreement with the County of Los Angeles, for the period of July 1, 2025, to June 30, 2030.
SUMMARY
The City's current General Services Agreement (GSA) with the County of Los Angeles will expire on June 30, 2025. To ensure the continuity of essential County services currently provided to the City of Hawaiian Gardens and to expand these offerings in the future, it is essential to renew the GSA for an additional five years, from July 1, 2025, to June 30, 2030.
The GSA authorizes County departments to provide services requested by the City of Hawaiian Gardens. The services covered under the GSA include “as-needed” time-limited services such as predatory animal control, the prosecution of city ordinances, direct assessment collection, and various public works services.
FISCAL IMPACT
Funding for the level of services provided by the GSA has been approved in the City's current annual budget.

RECOMMENDATION TO ADOPT RESOLUTION NO. 002-2025, APPROVING THE CITY OF HAWAIIAN GARDENS 2025 UPDATED 5-YEAR PAVEMENT MANAGEMENT
PROGRAM
SUMMARY
The City of Hawaiian Gardens owns and maintains approximately 19.8 centerline miles of streets, including 4.5 miles of arterial streets, 14.3 miles of residential streets, and 1.0 miles of alleyways.
The Pavement Management Program (PMP) is an essential tool in determining the condition, expected life, recommended improvements, and associated costs of the City’s pavement assets. The program enables the City to prioritize pavement rehabilitation projects where they are most cost effective.
The 5-Year PMP Update serves as a comprehensive planning and budgeting document, offering the City strategic guidelines for the effective maintenance of its streets. An updated and approved Pavement System is essential for eligibility when applying for Federal, State, and Local grants.
On February 28, 2024, the City Council awarded a professional services contract to Nichols Consulting Engineers (NCE) for the update of the City’s Pavement Management Program, including the surveying of sidewalks and curb ramps, and the development of a Citywide asset inventory.
In September 2024, NCE completed their preliminary evaluation of the current condition of all City streets using vehicles equipped with GPS-enabled detection, laser measurement systems, and 360-degree imagery technology to drive the streets and record pavement surface data.
Agenda Item #C1
February 12, 2025
After several analyses, each street was assigned a Pavement Condition Index (PCI) rating, which indicates the overall condition of the pavement. PCI is a numerical scale from 0 to 100 used to assess the condition of road surfaces, with 100 representing excellent condition and 0 indicating a failed pavement. Below is a comparison of the street classifications based on these PCI ratings.
Functional
Class
Centerline
Mileage
Area

Average
PCICI*
Condition
Arterial 4.5 25.2% 74 Very Good
Residential 14.3 71.9% 77 Very Good
Alleyways 1.0 2.9% 77 Very Good
Total 19.8 100% 76 Very Good
The City of Hawaiian Gardens’ current PCI stands at 76, which is notably higher than the Los Angeles County average of 65. With a PCI of 76, the City of Hawaiian Gardens is classified in the "very good" category, while the County's PCI of 65 falls within the "fair" range.
As previously mentioned, the PMP provides necessary data to prioritize ongoing street repairs and it enables the City Engineer to select the most cost effective repair strategy when planning street rehabilitation projects.
While the City Council may approve and adopt the 5-Year Pavement Management Program, the plan is intended solely as a guideline for future budgeting and grant applications. Staff anticipates returning to the City Council for approval of the specific street segments and strategies for improvements prior to the preparation of design plans.
A copy of the 2025 PMP Update report is available for review at the City Clerk's office and will also be uploaded to the City's website for easy access.
FISCAL IMPACT
The PMP Update was included in the approved Capital Improvements Program budget for Fiscal Year 2023-24.
