RECOMMENDATION TO RECEIVE, FILE, AND PROVIDE COMMENTS ON THE
CITYWIDE BICYCLE MASTER PLAN PROPOSED NETWORK PREPARED BY TOOLE
DESIGN GROUP
SUMMARY
In 2022, the California Department of Transportation (Caltrans) notified agencies regarding the Active Transportation Program (ATP) Cycle 6 funding opportunity to encourage increased use of active modes of transportation, such as biking and walking.
In 2023, the engineering division staff applied for the ATP Cycle 6 grant funding and was pleased to inform the City Council that $370,000 was awarded to prepare and develop the City of Hawaiian Gardens Bicycle Master Plan (Plan).
On March 13, 2024, Toole Design Group (the Consultant) was awarded the contract by the City Council to begin preparation of the Citywide Bicycle Master Plan. The Plan is currently in process and will be consistent with the City’s existing General Plan and Complete Streets policies, and will include public outreach, and the development of detailed system maps. The goal of the project is to update the City’s existing bike route system for development of a convenient transportation alternative to motor vehicles for residents, visitors, and commuters and will be considered a Citywide Bicycle Master Plan to be incorporated into Circulation Element of the City’s General Plan.
To date, the Consultant has developed a Draft Bicycle Network system that includes both existing and proposed bikeway facilities. In addition, they have actively engaged with city officials and the community through various outreach events to gather feedback on the proposed network. To this point, two Community Advisory Committee (CAC) meetings have been held, with members including City Council representatives, City staff, law enforcement officers, school principals, and other community stakeholders.
Outreach efforts have included the following events:
Agenda Item #C1
March 12, 2025
• Outreach at Car Show Event – 7/6/24
• Outreach at National Night Out Event – 8/6/24
• Round Table Discussion at the Senior Center – 12/17/24 • Round Table Discussion at Teen Center – 12/17/24
• CAC Meetings – 6/25/2024 & 10/29/2024
• School Engagement Meeting (Hawaiian Elementary) – 2/28/25 Additional public outreach and engagement efforts have included:
• Eight (8) City social media posts providing information to residents on how to access details and share feedback.
• Website Fact Sheet containing information on the proposed bicycle network. • Online Network Survey, offering community members an opportunity to provide feedback on the Proposed Citywide Bicycle Master Plan Network and associated Bicycle Policies. This survey was designed to ensure that the community's needs are reflected in the final plan.
Key findings from the Online Network Survey include:
• Over 300 responses have been received, reaching more than 1,500 community members.
• The majority of surveyed bicyclists currently use Norwalk Boulevard and Carson Street for cycling.
• Safety improvements for cyclists are a top priority for most respondents. • The lack of infrastructure is the primary reason people do not bike. • If safety concerns were addressed, the most common desired destination for cyclists would be local parks.
Moving forward, the next step is to continue engaging the community to gather input on prioritization factors and key projects, which will be outlined in the final Bicycle Master Plan. Feedback from the City Council will be considered in shaping the final version of the Citywide Bicycle Master Plan Network.
Staff will bring back the final Bicycle Master Plan report for the City Council review and adoption in July 2025.
FISCAL IMPACT
The project was funded by the Caltrans ATP Cycle 6 program and included in the FY 2024-25 Capital Improvements Program budget.
SUGGESTED ACTION
Approve Recommendation.

TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager

RECOMMENDATION:
RECOMMENDATION TO ACCEPT THE CONSTRUCTION IMPROVEMENTS BY
UNITED STORM WATER, INC, FOR THE CITYWIDE CATCH BASIN CONNECTOR PIPE SCREEN (CPS) INSERTS INSTALLATION, PROJECT 111, AND AUTHORIZE
THE CITY CLERK TO FILE THE NOTICE OF COMPLETION
SUMMARY
On April 7, 2015, the State Water Resources Control Board adopted the Statewide Trash Amendments to the Water Quality Control Plan for Ocean Waters of California to address the significant trash pollution in California's waters. These amendments, collectively called "the Trash Provisions," require cities to install, operate, and maintain full capture systems in catch basins located within/on Priority Land Uses to effectively capture 100% of trash generated. Priority Land Uses include high-density residential, industrial, commercial, mixed urban, and public transportation centers.
On March 13, 2024, the City Council approved the Plans and Specifications and authorized the Public Works Manager to advertise and seek public bids for the Citywide Catch Basin Connector Pipe Screen (CPS) Inserts Installation, Project 111.
The Project scope of work included furnishing all labor, materials, equipment, tools, and incidentals as required by the contract documents for mobilization, traffic control, cleaning out existing catch basins, and furnishing and installing Connector Pipe Screen (CPS) and Wing-Gate Automatic Retractable Screen (ARS) Inserts in City and County owned catch basins.
On April 15, 2024, the City Clerk received two (2) sealed bids for the Project. The lowest responsive bidder was United Storm Water, Inc., with a bid amount of $189,997.
Agenda Item #C2
March 12, 2025
On April 24, 2024, the City Council awarded the construction contract to United Storm Water, Inc., in the amount of $189,997.00. The contractor was authorized to proceed with construction in mid-September 2024, and the project was completed in January 2025.
Retrofitting existing LACFCD catch basins with any device requires detailed testing, accurate design and installation, and routine maintenance to prevent flooding. In addition, the City and LACFCD have formally entered into a Memorandum of Understanding (MOU), which mandates the City’s responsibility for maintaining all catch basin devices that are retrofitted onto or within LACFCD catch basins going forward.
Staff recommends accepting the project as complete, authorizing the City Clerk to file the notice of completion, and releasing the retention payment to United Storm Water, Inc., within the specified timeline set forth by Standard Specifications for Public Works Construction.
FISCAL IMPACT
On March 13, 2024, the City Council authorized the allocation of $320,000 from unutilized Measure W funds for the project.
The Citywide Catch Basin Connector Pipe Screen (CPS) Inserts Installation, Project 111, was completed under budget. The following table is a breakdown of the project’s costs and cost savings:
