RECOMMENDATION:
RECOMMENDATION TO APPROVE RESOLUTION 032-2025, A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF HAWAIIAN GARDENS AMENDING THE ADOPTED 2025-2026 and 2026-2027 CITYWIDE BUDGETS
SUMMARY
On June 11,2025 the City Council adopted the 2025-2026 and 2026-2027 Citywide Budgets. The budget may be amended at any time by the Council. On October 8, 2025, the Finance Committee met to review recommended amendments. After additional review, staff proposes the amendments listed below. Additional details are attached.
Operating Costs:
Promotion – Public Works Manager to Public Works Director Position Upgrade – Sr. Acct Specialist to Accountant
City Manager Contract Amendment 2
Fee Study – Carried over from FY 24-25
Review of Business license rates and Muni Code
Parade – Use donations to increase budget to $60,000
Utility Box Art wrap program
Foster youth program
Military and Veteran flags
Walk of Achievement replacement of plaques
Additional Overtime for PW due to vacancies and additional special projects
Projects:
Increase budget - 5-year capital project plan
Increase budget - Repair of library fountain
Upgrade CRL Cameras to Verkada system

FISCAL IMPACT
The current proposed operating cost amendments will increase expenditures by $378,079 and will be funded by revenues and available unassigned fund balance. Capital project amendments, totaling $95,000, will use funds in the capital project reserves that are remaining from closed projects.
