RECOMMENDATION TO RECEIVE AND FILE TREASURER'S REPORT FOR SEPTEMBER AND OCTOBER 2025
SUMMARY
The attached Treasurer’s Reports provide balances for the months of September and October 2025. During this period, the City investments were in compliance with the Investment Policy and the City had sufficient cash reserves to meet the expenditure requirement for operations for the next six (6) months.
The City maintains checking accounts for general operations, payroll, and the housing account. In addition, we maintain an investment account with LAIF. Funds are also retained by the Bank of New York Mellon for the Successor Agency Bond payments. The general operating account and LAIF represent cash transactions for multiple funds (Pooled Cash) with the amount available for each fund tracked in the general ledger. Interest earned through LAIF is allocated to each fund based on the balance shown in the general ledger. The attached detail report provides balances by Fund as of October 2025.

RECOMMENDATION:
Recommendation to receive and file a summary of several California laws taking effect in the year 2026.
SUMMARY
Governor Gavin Newsom announced key laws taking effect in 2026. A summary of some of these laws that may impact our community are listed below (source: ABC News):
(AB 1327) Home Improvement
Allows a property owner to cancel a contract by email or a phone call for home improvement work or home solicitation of goods and services. (AB 1299) Parking Tickets
Reduces or waives parking fines if the owner of the vehicle provides evidence, they are unable to pay for the ticket in full due to homelessness or financial hardship. The vehicle owner can request a payment plan.
(AB 382) Speed Limit in School Zones
Cities and counties can lower the speed limit in school zones from 25 mph to 20 mph. (AB) 1087 Driving Under the Influence
Toughens penalties for drivers who cause a death while under the influence of intoxicants.
Previously, impaired drivers who caused a death could be charged with a misdemeanor or felony, resulting in up to one year of probation for a misdemeanor and two years for a felony.
The new law increases the penalty for DUI-related deaths.
Agenda Item #B7
January 14, 2026
(AB 628) Rental Dwellings
Requires that landlords provide a working stove and refrigerator for any rental dwelling if the contract is signed in 2026 or later. Tenants can provide their own stove or refrigerator if it is mutually agreed upon with the landlord.
(AB 246) Tenant Protection
Prevents eviction if a tenant is unable to pay the rent because Social Security payments were delayed or terminated by the federal government through no fault of the renter. (SB 53) Gun Storage
Toughens gun laws by requiring firearms stored in the home to be locked up in a safe or other secure device when not immediately being handled. Closes a loophole that allowed unsecured storage if the gun owner did not expect children to be present. Not complying could result in a misdemeanor or felony.
(AB 1127) Converter pistols
Prohibits the sale of Glock handguns that come with a trigger bar which makes it easier to convert them into fully automatic weapons using a simple switch. The law, which takes effect in July, does not affect current owners of Glock pistols. (AB 250) Sexual Assault
Temporarily extends the statute of limitations for adult survivors of sexual assault to sue private individuals or institutions for an alleged cover up. Survivors can file claims between January 1, 2026, and December 31, 2027, no matter when the alleged crime occurred.
Several of these immigration-related laws took effect as soon as they were signed by Governor Gavin Newsom in September and October of 2025. (AB 495) Family Preparedness Act
AB 495 is a direct reaction to increased ICE activity. It allows a court to appoint a legal guardian for children if their parents are deported. The law broadens the range of relatives that could be appointed as caregivers to include all adults related by blood or adoption, including great-great aunts or uncles, cousins, or stepsiblings. The caregiver designation does not give the person custody and can be cancelled by the parents.
The Family Preparedness Act also prohibits child daycare facilities from collecting information about a family's immigration status or citizenship. (AB 49) Immigration Enforcement in Schools
Prohibits school officials and employees from allowing federal immigration enforcement agents to enter schools without a warrant or court order. SB 98 requires schools to notify students, faculty, and community members if federal immigration enforcement officers go into a campus.
Agenda Item #B7
January 14, 2026
(SB 81) Healthcare Providers
Designates a patient's immigration status as protected medical data. It also requires healthcare facilities to designate safe zones not open to the public where access by immigration enforcement agents is restricted.
(SB 805) Law Enforcement Badges
Requires law enforcement officers in California who are not wearing a uniform to visibly display identification that includes their agency and either name or badge number. The law also makes it a misdemeanor to impersonate a law enforcement officer.
SB 627) Law Enforcement Masks
Makes it a crime for a law enforcement officer to wear a mask or facial covering while performing their duties. The law affects local peace officers as well as federal agents.
Officers could face civil penalties for false arrest or imprisonment of an individual if they are wearing a face covering.
FISCAL IMPACT
None at this time.

Agenda Item #B9
DATE: January 14, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Joseph Jimenez, Recreation and Community Services Director RECOMMENDATION:
Recommendation to replace the youth basketball league with multi-sport youth programming, due to ongoing renovation and closure of the basketball gymnasium.
SUMMARY
Due to ongoing construction at the C. Robert Lee Gymnasium, staff anticipates that the gymnasium will remain closed until approximately mid-February. The closure timeline is dependent on the completion of construction work and the subsequent installation of basketball hoops, safety padding, and a full facility cleaning.
The Youth Basketball League was scheduled to begin prior to the anticipated gym reopening. Given the gym availability and the potential impact on program quality, staff has evaluated alternative programming options.
To address community needs and minimize inconvenience to families, staff proposes replacing the basketball league with multi-sport youth programming that allows additional time before indoor gym use is required.
The proposed clinics will be free of charge for residents who previously registered for the Youth Basketball League, as compensation for the inconvenience caused by the gym closure. Basketball league registration fees will be fully refunded.

CITY OF HAWAIIAN GARDENS
CITY COUNCIL
STAFF REPORT
Agenda Item #C1
DATE: January 14, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Neema Ghanbari, M.S., P.E., Public Works Director
RECOMMENDATION:
RECOMMENDATION TO APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
THE PUBLIC WORKS DIRECTOR TO ADVERTISE AND SEEK PUBLIC BIDS FOR THE FY 2024-25 ARTERIAL STREET IMPROVEMENTS, PROJECT 116 (CDBG Project No. 602798-25)
SUMMARY
On May 08, 2024, the City Council approved two (2) street segments for the FY 2024-25 Arterial Street Improvements, Project 116 (CDBG Project No. 602798-25) as follows:
Item Street Beginning End
1. Carson Street Pioneer Boulevard Norwalk Boulevard
2. Pioneer Boulevard Carson Street 221st Street
The project’s scope of work includes grinding existing asphalt concrete; overlaying the full street width with Asphalt Rubber Hot Mix (ARHM); crack sealing; removing and replacing damaged curbs and gutters, sidewalks, and driveway approaches; installing new ADA compliant curb ramps; Refreshing and replacing traffic striping and markings and replacing vehicle detector loops; and installing Class II Bicycle Lanes on Carson Street, from Pioneer Boulevard to Norwalk Boulevard.
On August 13, 2025, the City Council adopted Resolution No. 023-2025, approving the Citywide Bicycle Master Plan. As part of the Citywide Bicycle Master Plan, Carson Street was identified as a feasible bike route with bike lanes. The study identified that further study was required to assess the street corridor to establish the limits and type of bike lanes to be installed. The City’s engineering team has recently worked with the City Traffic Engineer to identify Class II Bicycle Lanes on Carson Street, from Pioneer Boulevard to Norwalk Boulevard as a viable option for bicyclists to travel through the City.
Staff determined that parking impacts along this segment will be minimal, as there is currently limited on-street parking on Carson Street between Pioneer Boulevard and Agenda Item #C1
January 14, 2026
Norwalk Boulevard. This is largely due to extensive red curb areas and existing no-parking restrictions, as documented in the Parking Management Plan and Red Curb Analysis prepared by Willdan Engineering in July 2025. Within this segment, approximately six (6) eastbound and fourteen (14) westbound on-street parking stalls are expected to be removed. However, it is noted that there is sufficient off-street parking located within the various businesses to accommodate the loss of these spaces.
As a result, Carson Street between Pioneer Boulevard and Norwalk Boulevard can accommodate Class II bicycle lanes in both directions. The proposed design includes 6- foot bike lanes on each side of the street, with a 2-foot buffer separating bicyclists from vehicular traffic to enhance safety. In areas where this configuration cannot be achieved, shared lane markings (sharrows) will be installed to alert motorists to share the roadway with bicyclists.
This Project includes HUD Community Development Block Grant (CDBG) funding and is subject to Section 3 requirements. The Section 3 Program includes bid preferences for a bidder who is a qualified “Section 3 Business Concern”.
The plans have been reviewed and approved by the City Engineer, and the project is now ready to be advertised for competitive bids. The Project plans and specifications are available for review in the City Clerk’s office.
FISCAL IMPACT
The City Council has appropriated $1,459,719 in the fiscal year 2024-25 budget for the FY 2024-25 Arterial Street Improvement, Project 116. The fund breakdown is shown below:
Item Fund Budget
1. CDBG $137,068
2. Measure M $540,000
3. Measure R $100,000
4. SB-1 $333,000
5. General Fund MOE/SB1 $224,819
6. STPL/Prop C $124,832
Total $1,459,719
