CITY OF HAWAIIAN GARDENS

CITY COUNCIL

STAFF REPORT
Agenda Item #B7
DATE: January 28, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Linda Hollinsworth, Finance Director
RECOMMENDATION:

RECOMMENDATION TO APPROVE AMENDED AND RESTATED AGREEMENT BY

AND BETWEEN THE CITY OF HAWAIIAN GARDENS AND MICHAEL BAKER INTERNATIONAL, INC. TO CONTINUE PROVIDING ADMINISTRATIVE SERVICES

FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM THROUGH JUNE 30, 2026

SUMMARY
CDBG is a federally funded program administered by the Los Angeles County Development Authority. A portion of the funds are set aside for administration services, allowing the City to obtain a consultant to work with City staff to provide oversight and monitoring for compliance with all program guidelines. On June 22, 2021 an agreement (“Agreement”) was approved for Michael Baker International, Inc. (“Consultant”) to provide these administrative services (“Services”). The term of the Agreement was for three years with up to two additional one-year extensions. The City and the Consultant mutually agreed to extend the term of the Agreement for the two additional one-year periods; however, no amendment authorizing these renewals were executed by the City and the Consultant prior to the end of initial term on June 30, 2024.

Nevertheless, both the City and the Consultant continued performing pursuant to the terms of the Agreement without any interruption. The City remains satisfied with the Consultant’s performance of the Services. As a result, the City and the Consultant now wish to enter into an Amended and Restated Agreement (Attachment A), authorizing the two one-year extensions; updating the compensation for the extension terms, effective retroactively; and ratifying the continued performance of the City and the Consultant to date. Staff recommends approving the Amended and Restated Agreement, superseding the Agreement, and authorizing the Consultant to continue performing Services through June 30, 2026.
