CITY OF HAWAIIAN GARDENS
CITY COUNCIL
STAFF REPORT
Agenda Item #B4
DATE: March 11, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Neema Ghanbari, M.S., P.E., Public Works Director
RECOMMENDATION:
RECOMMENDATION TO AUTHORIZE THE CITY MANAGER TO APPROVE RAN ENTERPRISES, INC. PROPOSAL FOR THE REMOVAL AND REPLACEMENT OF TWO
WALL-MOUNTED HEATING, VENTILATION AND AIR CONDITIONING (HVAC) UNITS
AT THE TEEN CENTER
SUMMARY
The Teen Center underwent a comprehensive renovation in 2017. During that project, the ductwork was replaced; however, due to budget constraints, the existing wall-mounted Heating, Ventilation, and Air Conditioning (HVAC) units, already over 15 years old were retained. Over time, several parts for these units have become obsolete, causing operational issues, particularly during the summer heat season and peak traffic periods, affecting staff and users of the facility.
To address these concerns, staff reached out to three vendors, including the City’s on-call HVAC maintenance providers. Two proposals were received, and one was deemed nonresponsive. Both responsive proposals included the replacement of the same two units with the following total cost:
RAN Enterprises Inc., Huntington Beach, CA $45.000
Mesa Energy Systems, Inc., Irvine, CA $50,900
The two responsive proposals were evaluated based on cost, completeness, and experience. The cost difference between the two proposals is approximately $6,000. Since the scope of work and units to be replaced are identical, staff recommends proceeding Agenda Item #B4
March 11, 2026
with the lowest responsive bidder, Ran Enterprises, Inc., to ensure operational efficiency and fiscal responsibility.
FISCAL IMPACT
The City Council has appropriated funds in the Public Works Department’s Buildings and Grounds and Contract Services budget account for FY 2025-26 to cover the cost of removing and replacing the two HVAC units.
SUGGESTED ACTION
Approve Recommendation.
