1) Introduction
California Assembly Bill (AB) 2561 went into effect 01/01/2025. AB 2561 is a California law that mandates that public agencies address and present information on the status of their job vacancies and recruitment and retention efforts once per fiscal year, prior to finalizing the budget season.

While AB 2561 does not obligate the agency to fill a vacancy, it generally concerns issues such as providing greater transparency, ensuring public participation in local government decisions, and improving public accessibility to information.

2) Purpose of the Public Hearing (cont.)
AB 2561 also requires that the agency must identify any necessary changes to policies, procedures, and recruitment activities that may lead to hiring obstacles.

Staff has not identified any necessary changes to policies and procedures that may present obstacles in the hiring process. The City continues to take steps in support of recruitment and retention. Recent efforts include:
• Job advertisement on City’s website and boards, social media, professional platforms. • Class and comp and COLA adjustments incorporated into budget and salary updates. • Ongoing review of job descriptions resulting from the class and comp study. • City Hall building renovations, including employee workspace upgrades and updates in technology; and continuous focus on employee wellbeing. • Hiring of an Administrative Analyst to support the Administration Department. • The City is currently working with a consultant company to select the most suitable Enterprise Resource Planning (ERP) system to include Finance and Human Resources modules.

3) Conclusion
• The purpose of this presentation is to comply with AB 2561 and to ensure transparency, accountability, and responsiveness regarding staffing practices. • When the vacancy rate in any bargaining unit is at least 20% of the total number of authorized full-time positions in the bargaining unit, AB 2561 sets for additional information that the City will provide upon request of the employee organization that represents such bargaining unit.
– Currently, the vacancy rate of the Management bargaining unit is at 21% however, this vacancy rate represents only 3 positions with scheduled “Interviews” for 1 out of these 3 recruitments on April 7, 2026
– Currently, the vacancy rate of the Rank-and-File bargaining unit is at 20% however, this vacancy rate represents only 5 positions with 3 out of these 5 recruitments currently at the “Interviews” phase, with interviews scheduled on April 8, 2026, for 2 positions • This presentation and public hearing satisfy our legal obligations under AB 2561. We will continue to actively monitor, track job vacancies, implement recruiting efforts, and retention strategies.
• Staff recommends that the Council receive and file this report. ● City of Hawaiian Gardens ● 6
