CITY COUNCIL

STAFF REPORT
Agenda Item #B6
DATE: June 10, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Pablo Rubio, City Clerk
RECOMMENDATION:

Recommendation to adopt Resolution No. 012-2026, adopting regulations for candidates for elective office pertaining to candidates’ statements submitted to the voters at an Election to be held on Tuesday, November 3, 2026.

SUMMARY
The proposed resolution will adopt regulations for candidate statements. The regulations include general provisions, foreign language policy, and payment requirements.

At this time, as the City of Hawaiian Gardens considers calling and adopting various resolutions for the conduct of the upcoming General Municipal Election in 2026, it must also establish regulations for candidate statements, as required by law.

The candidate statement is optional and not required as part of the nomination process.

However, if a candidate chooses to file a Candidate Statement, it is due at the same time as the filing of the nomination papers.

Only candidates wishing to submit a candidate statement will be required to pay the estimated cost to print a candidate statement in the County’s sample ballot booklet. The statement may include the name, age, and occupation of the candidate and a brief description of no more than 200 words of the candidate’s education and qualifications. In the event of underpayment, the candidate will be required to pay the balance of the cost incurred. In the event of overpayment, the city shall provide a refund of the excess amount paid.

The candidate statement shall be typewritten on the form required by the City Clerk's Office.
