RECOMMENDATION TO CONDUCT A PUBLIC HEARING AND ADOPT RESOLUTION NO. 014-2026 OF THE CITY COUNCIL OF THE CITY OF HAWAIIAN GARDENS,

AND ORDERING THE LEVY AND COLLECTION OF ASSESSMENTS WITHIN THE CITY OF HAWAIIAN GARDENS’ CONSOLIDATED LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT NO. HG-LLA1, FISCAL YEAR 2026-2027.

SUMMARY
The Landscaping and Lighting Act of 1972 (Streets and Highways Code Section 22500 et seq.) (the Act) authorizes the City to impose assessments to acquire, install, construct, and maintain landscaping, lighting, and park and recreational facilities. The Act requires the preparation of an Engineer’s Report that contains plans and specifications for improvements, the estimated of the costs of the improvements, a diagram for the assessment district, and an assessment of the estimated costs of the improvements. The City then approves the Engineer’s Report, declares its intent to levy assessments as set forth in the Engineer’s Report, and holds a public hearing, before ordering the levy and collection of assessments within a specified assessment district.

At the May 13th, 2026 City Council meeting, the City Council adopted Resolution No. 006- 2026 approving the preliminary Engineer's Report, and declaring its intention to levy assessments for the City of Hawaiian Gardens Consolidated Landscaping and Lighting Assessment District No. HG-LLA1 (the District) for Fiscal Year 2026-2027, and ordering required notice of a public hearing to consider the assessments. The proposed assessment for Fiscal Year 2026-2027 for the District reflects no increase from Fiscal Year 2025-2026 assessment levels. Subsequently, proper public notice of this Public Hearing was published.
