Agenda Item #C1
DATE: June 24, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Elise McCaleb, Community Development Director
BY: Cielo Frausto-Lupo, Community Development Specialist RECOMMENDATION:
Approve the First Amendment to Communications Site Lease Agreement with T-Mobile West LLC for 21815 Pioneer Boulevard.
SUMMARY
The First Amendment to Communications Site Lease Agreement between the City of Hawaiian Gardens and T-Mobile West LLC extends the existing lease of a communications facility (monopole) located at 21815 Pioneer Boulevard next to the Public Works yard. The amendment updates the lease terms to provide for continued use of the site under revised financial and operational conditions.
DISCUSSION
The City of Hawaiian Gardens and T-Mobile West LLC (T-Mobile) are parties to an existing Communications Site Lease Agreement for property located at 21815 Pioneer Boulevard. The lease was originally executed on February 5, 1996, and T-Mobile currently occupies the premises under the fifth and final renewal term of the agreement, which is scheduled to expire on August 18, 2026.
The proposed First Amendment to the Communications Site Agreement extends the lease by providing a five-year lease that is renewable for successive five (5) year terms, subject to the terms and conditions of the agreement. The amendment also provides updated notice requirements for either party if they elect not to renew the lease.
The original rent to lease the communications facility was $200 per month. The First Amendment establishes rent in the amount of $3,500 per month. Rent will increase annually by three percent (3%). In addition, T-Mobile will provide the City with a one-time Agenda Item #C1

signing bonus of $5,000 to reimburse a portion of the costs associated with processing and executing the amendment.
The amendment also updates various provisions of the lease including interference requirements, temporary relocation procedures, insurance requirements, environmental compliance standards, indemnification provisions, and notice procedures. The updates are intended to reflect current operational and administrative requirements while allowing T-Mobile to continue operating its communications facility at the site.
FISCAL IMPACT
The City of Hawaiian Gardens will receive $42,000 annually in lease revenue and a onetime signing bonus of $5,000. Rent will increase annually by three percent (3%).
