SUMMARY
The City of Hawaiian Gardens (“City”) and Southeast Los Angeles County Workforce Development Board (SELACO), have previously entered into Agreement No. 106008, as previously amended, to provide work experience services and personal enrichment activities through the Los Angeles County Earn and Learn program.

SELACO previously awarded the City $262,644 for Program Year (PY) 2025-2026 (Phase I) to support seventy-two (72) participants from July 1, 2025 through December 31, 2025, consisting of sixty (60) Net County Cost (NCC) participants and twelve (12) CalWORKs Youth participants. SELACO subsequently awarded an additional $17,915 to support five (5) additional NCC participants.

On May 27, 2026, the City Council adopted Resolution 008-2026 approving additional an additional SELACO award of $35,830 for the PY 2025-2026 (Phase I) Youth@Work program. This funding expanded services to an additional ten (10) NCC participants for a program period anticipated to run from May 18, 2026 to August 30, 2026, with closeout reports due by September 15, 2026.

Following the Council’s approval, SELACO revised the program requirements and notified the City that the additional PY 2025-2026 funding would only be available through June 30, 2026. As a result, all participants were required to exit the PY 25-26 program by that date. However, based on Council’s prior approval, participants and worksites had already been informed that work would continue through August 30, 2026.

To ensure continuation of services for the ten (10) participants and avoid disruption, SELACO awarded the City an additional $39,652 for PY 2026-2027 for the same ten (10) NCC participant slots. In order to maintain continuity of the program, the City Manager authorized enrollment of these participants effective July 1, 2026, pending formal City Council approval of the funding and program continuation. The attached Letter to Incur Costs, Amendment to Agreement No. 106008, and Resolution No. 019-2026 are being presented to the Council for consideration, approval and ratification of the City Manager’s action.

The Youth@Work program is available for Hawaiian Gardens residents. Participants are eligible to receive up to 160 hours of work experience. Participants will be paid at a rate of $18.47 per hour.

FISCAL IMPACT
The grant provides funding to support the participant wages and training materials. Grant funds are also provided to support the administration of the program, however, the City has budgeted additional amounts from the General Fund to supplement staff and supply costs for this program.
