CITY COUNCIL

STAFF REPORT
Agenda Item #C2
DATE: July 8, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager

RECOMMENDATION:

RECOMMENDATION TO AWARD A CONTRACT TO CURBRITE ADDRESSING SERVICES FOR THE 2026 CITYWIDE CURB ADDRESS PAINTING PROJECT

SUMMARY
The Public Works Department is responsible for maintaining the City's public right-of-way, including the maintenance and visibility of curb address markings throughout the City.

Clearly visible curb address numbers are essential for assisting emergency responders, including the Los Angeles County Sheriff's Department, fire personnel, and emergency medical services, in locating residences and businesses quickly and accurately.

Over time, curb address markings deteriorate due to weather, traffic, roadway maintenance activities, and general wear and tear.

To address these issues, the Public Works Department issued a Request for Proposals (RFP) on May 21, 2026, seeking qualified contractors to provide citywide curb address painting services.

On June 16, 2026, the City received two (2) bid proposals from qualified contractors:

Curbrite Addressing Services of Corona, CA ($8.00 per address) $24,000 Care for the Children of Santa Fe Springs, CA ($8.50 per address) $25,500 Following an evaluation of qualifications, experience, responsiveness, and cost, Curbrite Addressing Services was determined to be the most qualified and responsive contractor.

The scope of work for the Citywide Curb Address Painting Project includes restoring and improving the visibility of existing curb address markings throughout the City. Work includes, but is not limited to, scraping and removing old, loose paint from existing curb Agenda Item #C2

addresses; painting a new white rectangular background on the curb face; applying black address numerals consistent with United States Postal Service (USPS) standards; and sweeping, collecting, and properly disposing of all debris generated during the work.

Upon issuance of the Notice to Proceed and completion of all required preconstruction requirements, the contractor shall complete all work within forty (40) working days in accordance with the contract documents and project specifications.

Curbrite Addressing Services has provided similar curb address painting projects for several local agencies, including the Cities of La Mirada and Cudahy, and Rossmoor Homeowners Association.

Staff recommends that the City Council award the contract for the Citywide Curb Address Painting Project to Curbrite Addressing Services.
