RECOMMENDATION TO ACCEPT CONSTRUCTION IMPROVEMENTS BY
BRIDGEROCK CONSTRUCTION INC., FOR THE CITY HALL RESTROOM RENOVATION, PROJECT 124, AND AUTHORIZE THE CITY CLERK TO FILE THE
NOTICE OF COMPLETION
SUMMARY
The City Hall building restrooms are over 20 years old and have reached the end of their useful life.
On May 13, 2026, the City Council awarded a contract to Bridgerock Construction Inc., in the amount of $218,669 for the City Hall Restroom Renovation, Project 124.
The project’s scope of work included the removal and replacement of the existing plumbing and plumbing fixtures, toilet accessories, floor tiles, light fixtures, exhaust fans, wall grilles, toilet partitions, access panels, and restroom doors to ensure compliance with the Americans with Disabilities Act (ADA).
Construction began in June 2026 and was completed in early July 2026.
Staff recommends accepting the project as complete, authorizing the City Clerk to file the notice of completion, and releasing the retention payment to Bridgerock Construction Inc., within the specified timeline set forth by Standard Specifications for Public Works Construction.
FISCAL IMPACT
The total project budget was $220,000 and was included in the Fiscal Year 2025–26 Capital Improvement Program (CIP). On May 13, 2026, a $60,000 budget amendment Agenda Item #C1

was approved to provide additional funding for unforeseen conditions and project contingencies.
The City Hall Restroom Renovation, Project 124 was completed under budget. The table below summarizes the project's final costs and resulting cost savings.
