SUMMARY
The City maintains a fleet of vehicles and equipment to support the delivery of municipal services. As part of the City's ongoing fleet management efforts, staff periodically evaluates vehicles based on age, condition, reliability, maintenance requirements, operational needs, and overall cost-effectiveness.
The Public Works Department currently has two older vehicles that have reached the end of their useful service life for the City's operational needs. These vehicles are a 2003 Ford Escape (Unit 2- LP#1101647) and a 1996 Chevrolet Stake bed Truck (Unit 28- LP#E043978).
The Recreation and Community Services Department also has two older vehicles that are no longer considered necessary or cost-effective for continued City operations. These vehicles are a 2006 Ford Starcraft 19-passenger Bus (Unit 38- LP#1254558) and a 2010 Honda Odyssey Van (Unit 49- LP#1354781).
Municipal Code Section 3.12.120 permits equipment no longer in service to be declared surplus and outlines the process to dispose of it.
Agenda Item #B11
August 26, 2026
The Public Works Department anticipated the need to decommission two vehicles and allocated funding in the FY 2026–27 budget for the acquisition of replacement vehicles.
Following a thorough procurement process, the replacement vehicles will be purchased and placed into service promptly to ensure continuity of City operations and minimize any disruption to departmental services. A portion of the quarterly funds collected through the City’s waste collection services contract will be used to fund this effort.
Due to the age, condition, and limited operational usefulness of the vehicles identified, staff recommends that the City Council declare the 2003 Ford Escape and 1996 Chevrolet Stake bed Truck currently assigned to the Public Works Department, and the 2006 Ford Starcraft 19-passenger Bus and 2010 Honda Odyssey Van currently assigned to the Recreation and Community Services Department, as surplus property, and authorize the City Manager, or designee, to sell, donate, transfer, recycle, or otherwise dispose of the vehicles as necessary and in accordance with applicable laws, regulations, and City policies.
Staff further recommends that the City Manager, or designee, be authorized to dispose of the vehicles in their current “as-is, where-is” condition, without any warranties or guarantees regarding their condition, functionality, or suitability for future use.
FISCAL IMPACT
None.
