CITY OF HAWAIIAN GARDENS
CITY COUNCIL
STAFF REPORT
Agenda Item #B3
DATE: September 23, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Ernesto Marquez, City Manager
Reanna Guzman, Administrative Analyst
RECOMMENDATION:
Recommendation to adopt Resolution No. 031-2026 to approve the Sixth Amendment and Restated California Cities for Self-Reliance Joint Powers Authority Agreement
SUMMARY
In 2001, the City joined the California Cities for Self-Reliance Joint Powers Authority (“Authority”) to promote and protect the common economic interests of its member cities. The Joint Powers Agreement dated July 1, 2001 (“Agreement”), has been amended and restated on several occasions to address evolving legal, regulatory, and operational needs.
The proposed Sixth Amendment would increase each Member’s annual contribution due to the increased legal fees, administrative costs, and legislative outreach efforts related to the anticipated appeal by the California Attorney General. The increased contributions will provide the Authority with resources necessary to continue its efforts to defend its members against state regulatory actions affecting card room gaming.
Specifically, the Sixth Amendment revises Subsection 2 of Section 15 (Contributions, Advances, Expenses) of the Agreement to increase each Member's annual contribution to $46,400.75. Beginning Fiscal Year 2027-2028, and for each fiscal year thereafter, the annual contribution would be adjusted based on the percentage increase, if any, in the Consumer Price Index for all Urban Consumers (CPI-U), not to exceed five percent (5%).
The increased annual membership contribution was previously approved by the City on August 26, 2026, through Resolution No. 029-2026. The resolution authorized an increase in expenditures of $8,900.75 to satisfy the Authority’s revised fee for the FY 2026-2027. Approval of the Sixth Amendment will formalize the City’s participation under Agenda Item #B3
September 23, 2026
the amended agreement and establish the revised annual contribution for the remainder of the agreement’s term.
The Sixth Amendment also ratifies the continuing performance and intent of the Members to be bound by the terms and conditions of the original Agreement as amended by the First Amendment, Second Amendment, Third Amendment, Fourth Amendment and Fifth Amendment, referred to collectively as the “Master Agreement.”
FISCAL IMPACT
None. The FY 2026-2027 annual contribution has been approved. Contributions for future fiscal years will be approved through the City’s annual budgeting process.
SUGGESTED ACTION
Approve Recommendation.

CITY OF HAWAIIAN GARDENS
CITY COUNCIL
STAFF REPORT
Agenda Item #C4
DATE: September 23, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Ernesto Marquez, City Manager
BY: Neema Ghanbari, MS, PE, Public Works Director
RECOMMENDATION:
RECOMMENDATION TO ADOPT RESOLUTION NO. 030-2026, DECLARING OCTOBER 17–23, 2026, AS “FLOOD PREPAREDNESS WEEK, AND ENCOURAGING
ALL RESIDENTS TO ASSESS THEIR FLOOD RISK, CREATE EMERGENCY PLANS,
AND PREPARE FOR THE UPCOMING STORM SEASON
SUMMARY
Flooding remains one of the most common and costly natural disasters in the United States. In California, climate extremes have increasingly created severe weather vulnerabilities, exposing millions of residents to unexpected flood hazards.
Each year, the State of California coordinates with local, state, and federal agencies to observe California Flood Preparedness Week. This initiative educates communities about local flood risks, mitigation infrastructure, and emergency planning before the winter storm season begins. The National Oceanic and Atmospheric Administration (NOAA) indicates the ongoing 2026 El Niño condition will develop into a "very strong" event during the upcoming storm season. El Niño is a naturally occurring climate pattern that warms the Pacific Ocean. The warmer the water, the more it evaporates, building massive storm clouds overhead. This means a greater chance of heavier rain and back-to-back storms in Southern California. With meteorologists forecasting an active storm cycle from October through April, proactive local outreach is vital.
The City of Hawaiian Gardens has implemented proactive operational measures to protect public infrastructure and enhance the City’s preparedness for potential flooding.
These measures include clearing storm drains and catch basins, coordinating with LA County’s Flood Control District to clear flood control channels and basins, pre-positioning emergency materials such as sandbags at Public Works Yard, and training emergency response personnel to implement rapid response plans when needed.
Agenda Item #C4
September 23, 2026
While infrastructure improvements help reduce regional hazards, household readiness is the critical second line of defense. Proclaiming October 17–23, 2026, as Flood Preparedness Week allows staff to launch a targeted public safety campaign. Approval of this proclamation aligns the City with regional readiness efforts and empowers residents to safeguard their homes and families.
Throughout the week, the City’s Public Safety team will share digital resources, practical toolkits, and essential safety guidelines to help residents stay informed, prepared, and ready to take action before, during, and after a flood event.
Staff recommends that the City Council adopt Resolution No. 030-2026, declaring October 17–23, 2026, as “Flood Preparedness Week” and encouraging all residents to assess their flood risk, develop emergency plans, and take proactive steps to prepare for the upcoming storm season.
FISCAL IMPACT
There is no direct fiscal impact associated with adopting this proclamation. Public outreach efforts and educational material distributions will be covered under the Public Works and Public Safety departments' existing public relations and operational budget.
SUGGESTED ACTION
Approve Recommendation.

CITY CLERK
Los Angeles County is getting ready for a possible wet winter due to El Niño. We are urging residents to prepare now for the heightened potential of severe storms. Here's what El Niño could mean for our region, the steps the County is taking, and the actions you can take now to protect your household.
What is El Nino?
El Niño is a naturally occurring climate pattern that warms the Pacific Ocean. The warmer the water, the more it evaporates – building massive storm clouds overhead. This means a greater chance of heavier rain and back-to-back storms in Southern California.
While a wet winter isn't guaranteed, the odds are elevated. Storm season officially begins midOctober and typically lasts through early spring.
What the County Is Doing to Prepare
LA County works year-round to prepare our infrastructure for winter storms, and a coordinated, countywide effort is already underway to keep residents safe this winter.
A robust flood protection system. LA County maintains one of the nation's most comprehensive flood control systems, including dams, reservoirs, debris basins, spreading basins, channels, storm drains and pump stations that work together to reduce flood risks and protect lives, property and critical infrastructure. LA County Public Works crews prepare for storm season months in advance by inspecting dams and channels, removing debris and sediment from reservoirs, maintaining storm drains and pump stations, and ensuring flood control facilities are ready before winter storms arrive.
Protecting our most vulnerable residents. Severe weather doesn't affect everyone equally. The County is taking targeted steps to safeguard those at greatest risk:
Unhoused neighbors. People experiencing homelessness are particularly vulnerable during severe rain, flooding, high winds, cold temperatures and other extreme weather. Homeless Services and Housing outreach teams are connecting unhoused neighbors to safe, warm shelter ahead of winter storms. Know someone who needs help? Call 2-1-1.
Older adults. In partnership with LA County’s Aging & Disabilities department, the County is working to ensure seniors, who may face heightened risk during extreme weather, have the resources and support they need to prepare and stay safe.
A ready response. County teams are coordinating resources across departments and partners so they can respond quickly when conditions deteriorate.

What You Can Do Now
A little preparation goes a long way:
Get connected. Sign up for emergency alerts at alert.lacounty.gov.
Have a plan. Create an evacuation plan that meets your specific needs.
Build a disaster supply kit. Stock up on essentials that can last up to 10 days.
Secure your property. Clean gutters, downspouts and storm drains. Repair roof leaks before storms hit.
Stock sandbags. Pick up sandbags before storms. Find them near you.
Consider flood insurance. Standard homeowners' insurance does not cover flood damage. It's a separate policy that can take at least 30 days to go into effect, so signing up early is critical if you live in a higher flood risk area.
Know your risk. If you live near a hillside, canyon, or recent burn area, it’s important to learn your flood and mudflow risks.
Know your flood risk. Review your flood zone.
Know your mudflow risk. Review protection and risk information.
During a Storm
When storms hit, stay alert. Steer clear of hazards such as downed power lines and flooded areas and never drive or walk through flooded roadways. Watch for mud and debris flows, and if you observe rising water or moving mud, move to higher ground.
Look Out for Others
Remember to look out for others. Check on your neighbors, older adults, youth, and others who may need assistance preparing for and recovering from severe weather.
