Agenda Item #C4
DATE: October 14, 2026
TO: Mayor and Members of the City Council
FROM: Elise McCaleb, Community Development Director
BY: Cielo Frausto-Lupo, Community Development Specialist RECOMMENDATION:
Approve Amendment No. 1 to the Agreement with The Salvation Army for a crisis shelter bed, extending the agreement through May 31, 2027.
SUMMARY
The City of Hawaiian Gardens is using Year 5 Permanent Local Housing Allocation (PLHA) funds to reserve one (1) crisis shelter bed at The Salvation Army Bell Shelter for an individual experiencing homelessness who is referred by the City’s Homeless Services Liaison. The City received $60,669 in Year 5 PLHA funds and has $28,184 remaining.
Staff recommends extending the agreement with the Salvation Army from August 1, 2026 through May 31, 2027, using the remaining Year 5 PLHA funds. The extension will continue to fund one dedicated shelter bed at a rate of $89 per bed per night, for a maximum amount of $28,184.
DISCUSSION
The City currently funds one (1) dedicated crisis shelter bed at the Salvation Army Bell Shelter for individuals experiencing homelessness who are referred by the City’s Homeless Service Liaison. The bed provides a shelter option for individuals while they work with shelter staff on their housing needs and plan for permanent housing. Residents may stay for up to one (1) year.
The Bell Shelter provides shelter, meals, mental health referrals, employment assistance, benefits advocacy, transportation assistance, and other supportive services. These services are intended to help participants address immediate needs and work toward stable housing.
