AGENDA BILL
For the meeting of May 15, 2023
Originating Department: Police
City Manager: __________

Chief of Police: ___________

SUBJECT:

RESOLUTION NO. 8411

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWTHORNE, CALIFORNIA AUTHORIZING AND APPROVING THE PURCHASE OF 2010 CESSNA TURBO 206H STATIONAIR IN THE AMOUNT NOT TO EXCEED $649,000 (NOT INCLUDING CALIFORNIA SALES TAX) AND PURCHASE OF A TRAKKA TC375 SURVEILLANCE CAMERA SYSTEM IN THE AMOUNT NOT TO EXCEED $722,052.00 TOTALING $1,494,431.00 TO BE APPROPRIATED FROM MACHINERY AND EQUIPMENT ACCOUNT NO. 230-2102-000-0-0-47404 OF THE ASSET FORFEITURE FUND. Motion to adopt.

RECOMMENDED MOTION:

Staff recommends that the City Council approve Resolution No. 8411 and Authorize the Purchase of Cessna Turbo 206H Stationair and Trakka TC375 Surveillance Camera System.

DISCUSSION:

The Hawthorne Police Department Air Unit has one full-time pilot and five part-time Tactical Flight Observers (TFO) assigned to the air unit. The air unit is equipped with one MD500E helicopter which flies approximately 422 hours per year. This helicopter was put into service in 1989 and purchased used from the Costa Mesa Police Department in 2001.

Our helicopter currently has an extremely high number of hours on its airframe (24,400 hours) and is 641 hours away from a full mandated engine/turbine replacement. Estimated cost for this maintenance is roughly $400,000. Due to its age, the safety risk and the future maintenance cost is expected to increase. The average life span of a law enforcement helicopter is roughly 10,000- 15,000 hours which we have far exceeded.

Roughly one year ago, the Police Department began a review of the Air Program. The review considered the acquisition of a new helicopter or a transition to a fixed wing airplane. The staff

Page 2 of 2 ends

determined that the more cost effective choice was acquiring a fixed wing airplane, due to its reliability, and low maintenance.

Based on our assessment the Cessna Turbo 206H Stationair is the best choice. With the current advancements in technology, most law enforcement missions can be accomplished more effectively from a fixed wing platform, at higher altitudes, while minimizing detectability and noise signature on the ground. The airplane, due to its much higher orbit altitude, with the appropriate camera system, can lock onto a specific location in the City within a few seconds, increasing the ability to safely and quickly address concerns related to burglary, retail theft, and narcotics trafficking. In addition, the airplane’s higher orbit and patrol altitude makes the airplane almost unnoticeable and negates any concern over noise complaints from residents. Lastly, airplanes have considerably lower operating costs in comparison to a helicopter (airplane estimated at $275 / hour, helicopter estimated at $650 / hour) allowing a more precise budget and maintain the Air Unit program into the future.

The current technology provides the law enforcement with an opportunity to replace the low flying helicopters with the more cost effective fixed wing airplane. Modern Electro Optical /Infra Red (EO/IR) cameras like the Trakka TC375 have allowed aerial support platforms to operate at much higher altitudes than ever before. A fixed wing can now operate at 6,500 feet altitude, or higher, with much the same view, if not better, as a helicopter circling at 500-600 feet.

The total purchase price for the airplane and the high tech camera in the amount of $1,494,430 qualifies as a program to be paid from the Police Department’s Asset Forfeiture Fund. Under the United States Department of Justice “Guide to Equitable Sharing for State, Local and Tribal Law Enforcement Agencies,” this purchase is a permitted use.

FISCAL IMPACT:

An appropriation of $1,494,430.00 from the Police Department’s Asset Forfeiture fund is required for this purchase and therefore there is no impact to the general fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY

OF HAWTHORNE, CALIFORNIA, APPROVING THE
PURCHASE OF A 2010 CESSNA T206 TURBO SKYLANE
STATIONAIRE HD AND TRAKKA TC375

SURVEILLANCE CAMERA SYSTEM
WHEREAS, The Hawthorne Police Department’s helicopter has reached an age, flight hours, and downward maintenance spiral that no longer makes it a viable air platform for the Hawthorne Police Department; and
WHEREAS, the department has undertaken a review to select a cost effective, reliable, low maintenance, highly effective air asset to replace the current helicopter; and WHEREAS, the department has found the Cessna Stationair T206 to meet the aforesaid criteria; and
WHEREAS, a reliable, low hour, law enforcement equipped, 2010 Cessna Stationair T206 has been located in San Diego area for sale in the amount of $649,000; and WHEREAS, the seller has offered to reduce the sale price to the City of Hawthorne by $100,000 if the sales agreement can be finalized by May 15th, 2023; and WHEREAS, while the aircraft is already equipped with modern law enforcement avionics and radio communications gear, the purchase of a law enforcement, high tech, camera system is vital to complete the transition to a law enforcement aviation asset; and WHEREAS, the purchase of Trakka TC375 electro-optical infrared camera would ensure the Cessna Stionair would be one of the most sophisticated and effective law enforcement platforms in the region.

The City Council of Hawthorne, California, hereby resolves as follows:

Section 1. The City Council of the City of Hawthorne authorizes and approves the purchase of a 2010 Cessna Turbo T206H Stationair in the amount not to exceed $649,000.00 from SciFly LLC through AIC Title Service and the accompanying California sales tax to be subsequently paid directly to the California Department of Taxes and Fees within the prescribed time and manner as directed by law and based thereon, approves the purchase order for the same. 2 Section 2. The City Council of the City of Hawthorne authorizes and approves the purchase and purchase order of a Trakka TC375 Surveillance Camera System in the amount not to exceed $722,052.00.

Section 3. The City Council of the City of Hawthorne authorizes the appropriation of the combined purchase price of $1,494,431 from the Machinery and Equipment Account No. 230-2102-000-0-0-47404 of the Police Department’s Asset Forfeiture Fund.

Section 4. The City Manager or the Chief of Police is further authorized to execute the Purchase and Sale Agreement and sign all documents necessary to purchase the 2010 Cessna Turbo 206H Stationair and the purchase of a Trakka TC375 Surveillance Camera System including all amendments thereto, subject to minor clerical changes by the City Attorney.

Sample Aircraft Purchase/Sales Agreement
The following document has been provided as a general guide in preparing an aircraft purchase/sales agreement. This agreement was not designed to address every issue, element, or contingency for these types of transactions. However, it contains some alternative language, in Italics, that the parties may consider as they identify their respective needs and objectives for the agreement. Nevertheless, we urge you not to simply copy this agreement and "fill in the blanks." When it comes to the buying and selling of aircraft, there are considerable financial and legal risks for both the buyer and seller. Consequently, it would be worth the additional investment in having a qualified attorney draft the actual agreement.

Mr. Matt Manley
Subject: Trakka Total Mission Solution
Dear Matt,
Thank you for your interest in the Trakka Systems® Total Surveillance Solution. This letter provides sole source justification for the purchase of the TC-300 Multispectral Camera System and TM-100 Augmented Reality Moving & Mission Management System, and describes distinct advantages over comparative systems.

The Trakka Total Mission Solution has no competitive product offering with the same performance and interconnectivity capability and is available only from Trakka Systems. It includes proprietary technology and is a one-of-a-kind product providing unique design / performance features essential to meet mission requirements.

Trakka is the only single manufacturer to design, build, and produce a surveillance package that includes a high definition, fully stabilized sensor system under 15 inches in diameter and under 100 pounds in weight, a fully mobile Augmented reality mission management system designed for plug and play operation with the TC-375 camera. All Trakka products are fully interconnected and tightly coupled to each LRU allowing for better accuracy and performance, overall.

Trakka provides the ability to remotely update the camera and map LRU’s within the system allowing for minimal downtime and incurred cost to the customer.

Product Interconnectivity
Trakka’s Total Mission Solution is built on proprietary software and technology allowing the customer to build a custom system from the available options. Trakka’s Total Mission Solution has a common software interface among all LRU’s allowing for little to no cost feature additions and software upgrades to the customer. Trakka’s proprietary TM-100 mapping software can 100% control all camera functions, something no other vendor can do. The camera controller can also be programed to perform selected map functions that are programmable by the user.

This single point of camera and map control reduces inflight workload and promotes crew safety.

Again, something only provided by Trakka Systems.

Service and Support
Total Surveillance Solution comes with dedicated customer support. With the Trakka Total Surveillance Solution, the customer can now call on one vendor for support of all their mission equipment instead of multiple. This allows for less troubleshooting and repair time, and more time utilizing the equipment.

Summary
The new and novel approach to mission technology has enabled Trakka to become the benchmark in aviation applications. Sleek, aerodynamic characteristics, low powerdraw, low weight, superior mission functionality, and unique interconnectivity between all essential Law Enforcement Mission System Products.

I look forward to supporting your mission.
