DISCUSSION:
Jacques Benoit brings this claim seeking damages alleging that Hawthorne police officers falsely arrested and detained him for forty-five minutes in the back seat of a patrol car. Mr. Benoit asserts that this aggravated his claustrophobic and PTSD conditions.
