SUBJECT:
First Amendment to the Consultant Agreement for Ground Water Monitoring Services (”First Amendment”) between the City of Hawthorne (“City”) and L. Everett and Associates, Inc. for Continued Operations of Soil Vapor Extraction System at 12601 Hawthorne Blvd.
RECOMMENDED MOTION:
Staff recommends that the City Council approve the Amendment and Authorize the City Manager to enter into and execute it on the City’s behalf.
DISCUSSION:
L. Everett and Associates, Inc. are currently assisting the City in operating a Soil Vapor Extraction (SVE) system at the former dry cleaner site located at 12601 Hawthorne Blvd. Additionally, they are conducting regular groundwater monitoring. The City owns this property and is engaged in environmental remediation to address soil contamination on the premises. The implementation of the SVE system has led to notable reductions in soil contamination levels at the site.
In an endeavor to conclude all remediation activities and attain final compliance standards, the Los Angeles Regional Water Board sent a Conditional Approval of Confirmation Sampling Work Plan letter dated January 31, 2024, requesting borings and samplings. This proposed amendment aims to facilitate the coordination of additional soil borings, installation of soil vapor probes, as well as the collection, analysis, and submission of soil samples and drilling findings. All activities will be carried out in accordance with the requirements set forth by the State Water Quality Control Board and the South Coast Air Quality Control District. It is expected that this amendment will result in achieving final compliance levels and the closure of all remediation endeavors.
